Regarding the approval of amendments and supplements in 2002 to some chapters of The International Convention for the Safety of Life at Sea

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the provisions of the Ordinance on the Conclusion and Implementation of International Treaties issued on August 20, 1998;

Based on the proposal of the Minister of Transport in Document No. 3573/GTVT-PC dated August 18, 2003;

DECISION:

Article 1. Approves the amendments and supplements in 2002 to some chapters of the International Convention for the Safety of Life at Sea (SOLAS 74), attached to the International Maritime Security Code (ISPS), as proposed by the Ministry of Transport in the aforementioned document.

Article 2. Entrusts the Ministry of Transport to be the lead agency of Vietnam, to take the initiative and coordinate with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Justice, and related agencies to promptly implement necessary tasks to ensure full implementation of the 2002 amendments to the Convention before it comes into effect on July 1, 2004.

Article 3. Agrees to establish a Steering Committee for the implementation of the amendments to the SOLAS 74 Convention, headed by one Deputy Minister of Transport. Members of the Steering Committee include representatives from the Ministry of Transport, the Ministry of Foreign Affairs, the Ministry of National Defense (Coast Guard Bureau, Border Guard Force), the Ministry of Public Security, the Ministry of Finance, and the Ministry of Justice. The Steering Committee has the following responsibilities:

- Organizing research on the content and directing the preparation of work to implement the amendments to the SOLAS 74 Convention.

- Approving the preparation plan, monitoring, and handling issues arising during the implementation process to ensure that the amended provisions of the SOLAS 74 Convention are implemented and applied in Vietnam before July 1, 2004.

Article 4. The Ministry of Transport will cooperate with the Ministry of Foreign Affairs to handle diplomatic procedures for participation according to regulations.

Article 5. This Decision takes effect from the date of signature.

The Minister of Transport, the Ministers, and the Heads of relevant agencies shall be responsible for implementing this Decision.
