THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to the Law on Competition and Reward dated November 26, 2003 and the Law Amending and Supplementing Certain Articles of the Law on Competition and Reward dated June 14, 2005;
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Director of the Cadre and Civil Servant Organization Department and the Head of the Office of the Ministry of Home Affairs,
DECISION:
Article 1. The Competition and Reward Council of the Ministry of Home Affairs shall consist of:
1. Chairman of the Council: Minister of the Ministry of Home Affairs.
2. Vice-Chairman of the Council: Deputy Minister of the Ministry of Home Affairs (in charge of the Office).
3. Members of the Council:
- Head of the Office of the Ministry;
- Director of the Cadre and Civil Servant Organization Department;
- Chairman of the Competition and Reward Council of the Ministry's agency;
- Chairman of the Competition and Reward Council of the Government Religious Affairs Board;
- Chairman of the Competition and Reward Council of the Central Competition and Reward Board;
- Chairman of the Competition and Reward Council of the National Archives and Records Administration Bureau;
- Chairman of the Competition and Reward Council of the Hanoi Internal Affairs College;
- Chairman of the Ministry of Home Affairs Trade Union; - Deputy Secretary (specialized) of the Ministry of Home Affairs Party Committee;
- Secretary of the Communist Youth Union of Vietnam of the Ministry of Home Affairs; - Secretary of the Council: Head of the Competition and Reward Department, Office of the Ministry.
4. The Standing Body of the Council includes: Chairman of the Council, Vice-Chairman of the Council, Head of the Office of the Ministry, Director of the Cadre and Civil Servant Organization Department.
Article 2. The Competition and Reward Council of the Ministry of Home Affairs has the following tasks:
1. Implementing coordination among Party agencies, administrative agencies, trade unions, youth organizations in advising the Minister of the Ministry of Home Affairs to concretize the policies and laws of the Party and the State on competition and reward work and organizing competition movements within the scope of the Home Affairs sector.
2. The Council discusses and examines proposals for the Minister to decide on rewards:
a) The Flag of Excellence of the Ministry of Home Affairs for units under and affiliated with the Ministry; ministries and sectors; Provincial Home Affairs Departments of centrally governed cities and provinces that have excellently and comprehensively completed all areas of state administration of the Ministry.
b) Various commendation titles and forms of reward within the authority of the Minister to decide (Outstanding Labor Collective; Meritorious Soldier of the Ministry; Commendation Certificate) for collectives and individuals of units under and affiliated with the Ministry.
c) The form of reward of the Minister of the Ministry of Home Affairs' Commendation Certificate for collectives and individuals of Provincial Home Affairs Departments of centrally governed cities and provinces that have excellently and comprehensively completed organizational, religious, competition and reward, archival, and record-keeping tasks, or have outstandingly completed one of these tasks; ministries and sectors with tasks within the scope of the Ministry of Home Affairs' state administration: cadre and civil servant organization, religion, competition and reward, archival, and record-keeping, completing outstandingly their respective tasks.
d) Collectives and individuals of foreign nationality who have made contributions to the construction and development of the Ministry of Home Affairs.
3. Reviewing high-level forms of reward proposed by grassroots councils (Flag of Excellence of the Government, National Meritorious Soldier, Prime Minister's Commendation Certificate, various Orders, Heroic Laborer, Heroic People's Armed Forces...) and submitting them to the competent authority for decision on rewards.
4. Directing the mid-term and final reviews of activities related to competition and reward work of the Ministry of Home Affairs; inspecting the implementation of competition and reward work in competition clusters and groups.
Article 3. The Standing Board of the Council for Competition and Awards has the following responsibilities:
1. Advising the Council on drafting guiding documents to implement competition and award activities of the Ministry of Interior in accordance with the Party's guidelines, policies, laws, and state regulations within the scope of the Interior sector.
2. Consolidating and reviewing uniformly the contents before the Council convenes.
3. Deciding on certain urgent tasks delegated by the Council and being responsible for reporting to the Council on matters resolved between sessions, including:
- Forms of high-level awards proposed by grassroots Councils.
- Special and thematic awards for collectives and individuals under the authority of the Minister as proposed by units.
- Reviewing and considering proposals for granting Commendation Medals in the sectors managed by the Ministry; consulting on awards for Provincial Departments of Interior according to the Law on Competition and Awards.
Article 4. This Decision takes effect from the date of signature. It replaces Decision No. 1521/QD-BNV dated July 29, 2011 of the Minister of Interior regarding the establishment of the Council for Competition and Awards of the Ministry of Interior and previous provisions inconsistent with this Decision.
Article 5. The Director of the Ministry’s Office, the Head of the Cadre and Civil Servant Department, members of the Council, and heads of units subordinate to the Ministry of Interior are responsible for implementing this Decision.
