Issued by the Minister of Transport under Decision No. 1917/1999/QD-BGTVT dated August 4, 1999 on organizing the collection of tolls for the use of National Highway 5 (Quan Toan Station, Hai Phong City).

Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, management functions, and organizational structure of the Ministry of Transport;
Pursuant to Decision No. 139-TTg dated April 1, 1993 of the Prime Minister approving the economic and technical justification for upgrading and reconstructing National Highway 5 and organizing traffic toll collection.
Pursuant to Decision No. 54/1994/QD-BTC dated May 19, 1999 of the Minister of Finance promulgating the toll rates for the use of National Highway 5 (Quan Toan Station, Hai Phong City).
Based on the proposal of the Director of the Vietnam Road Administration Bureau and the Director of the Department of Finance and Accounting regarding the organization of traffic toll collection for National Highway 5 (Quan Toan Station, Hai Phong City).

Article 1: Now, the Company for Management and Repair of Roads 240 under the Zone of Road Management 2 is assigned to establish a toll station for the use of National Highway 5 at Quan Toan, Hai Phong City, to collect tolls according to Circular No. 3328/KTN dated July 3, 1997 of the Prime Minister. The Quan Toan toll station includes one main station located at Km 87+700 on the newly constructed National Highway 5 and one auxiliary station located at Km 87 on the old National Highway 5 (branch through NOMURA). Toll collection will commence from August 15, 1999, ensuring that vehicles can pass smoothly, safely, and without causing traffic congestion.

Article 2: The objects of toll collection, the organization of toll collection, payment, and management and use of toll revenues for National Highway 5 shall be carried out in accordance with Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Minister of Finance guiding the system of tolls for bridges and roads managed by the State, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Minister of Finance amending and supplementing Point 1.d, Section A, Part IV and Point 3.n, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998, and Circular No. 05/1999/TT-BTC dated January 13, 1999 of the Minister of Finance amending and supplementing Point 3 of Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998.

Article 3: The toll rates at the Quan Toan station shall be implemented according to Decision No. 54/1999/QD-BTC dated May 19, 1999 of the Minister of Finance (attached table).

Article 4: The Company for Management and Repair of Roads 240 must open a deposit account at the local Treasury to deposit daily toll collections in accordance with State regulations. The collecting unit may only retain toll revenue for organizing toll collection activities according to the approved plan. The remainder must be deposited into the State budget in accordance with Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Minister of Finance to allocate for tasks according to the approved plan.

Article 5: Directors of the Vietnam Road Administration Bureau, Directors of the Department of Finance and Accounting, Head of the Ministry's Office, General Director of the Zone of Road Management 2, Director of the Company for Management and Repair of Roads 240, and related units are responsible for implementing this decision.
