Pursuant to the Examination Regulations for Outstanding Students promulgated by Decision No. 52/2006/QĐ-BGDĐT dated December 29, 2006 of the Minister of Education and Training;
Pursuant to Clause 2 and Clause 3 of Article 7 of Decision No. 05/2008/QĐ-BGDĐT dated February 5, 2008 on the issuance of the University and College Regular System Admissions Regulations of the Minister of Education and Training, which stipulates the subjects eligible for direct admission and those eligible for preferential admission to universities and colleges (University, College) in 2008, the Ministry of Education and Training provides guidance as follows:
I. SUBJECTS FOR DIRECT ADMISSION AND PREFERENTIAL SELECTION
1. Subjects for Direct Admission:
The subjects eligible for direct admission to University, College in the 2008 university and college admissions examination include:
1. Heroes of Labor, Heroes of the People's Armed Forces, National Model Workers who have completed secondary school or equivalent;
2. Individuals who participated in the entrance examination and were admitted to schools but were immediately drafted for military service or volunteer service that year, and have now completed their duties, been demobilized, discharged, and not yet enrolled in any regular long-term educational program, introduced by a unit at the brigade level or higher in the military or volunteer service, if they meet the health conditions and possess all valid documents, will be considered for enrollment in the school where they previously took the entrance exam without having to retake it. If their studies were interrupted for three years or more and the subjects for direct admission wish to do so, they will be considered for introduction to preparatory classes before officially enrolling;
3. Candidates from the 2007 International Olympic Team who graduated from secondary school in 2008 are eligible for direct admission to university.
4. Candidates from the 2008 International Olympic Team who have graduated from secondary school are eligible for direct admission to university. If they have not yet graduated from secondary school, their admission will be deferred until they complete secondary school.
5. Subjects eligible for direct admission to University, College under sports and arts talent programs include:
- Candidates who have completed secondary school or equivalent and are members of the national team confirmed by the Sports Committee to have completed their tasks in official international competitions, including: World Championships, World Cup, Olympic Games, Asian Games (ASIAD), Southeast Asian Games (SEA Games), Southeast Asian Cup, are eligible for direct admission to sports universities or related departments in other universities according to each institution's regulations.
- Candidates with artistic talents who have completed secondary school or equivalent or have completed a junior college program in arts institutions and have won official awards in international arts competitions in singing, dancing, and music are eligible for direct admission to corresponding undergraduate or college programs in arts institutions according to each institution's regulations.
The time period for enjoying preferential treatment for candidates achieving awards in sports and arts talents does not exceed four years, calculated from the date of winning the award to the date of the university entrance examination.
2. Subjects for Preferential Selection:
1. Candidates who achieved awards in the National High School Student Excellence Selection Exam for Grade 12 in 2008, after taking the joint university and college regular system entrance examination set by the Ministry of Education and Training, with results equal to or above the minimum threshold and no subject scored zero, are eligible for preferential selection by universities and colleges. Specifically:
a) Candidates who achieved first, second, or third place in the National High School Student Excellence Selection Exam for Grade 12, with results equal to or above the university minimum threshold, are eligible for preferential selection to university. Those candidates eligible for preferential selection to university may also be considered for preferential selection to college if they wish to study there.
b) Candidates who achieved first, second, or third place in the National High School Student Excellence Selection Exam for Grade 12, with results between the college minimum threshold and below the university minimum threshold, are eligible for preferential selection to college.
c) Candidates who achieved commendation awards in the National High School Student Excellence Selection Exam for Grade 12, with results equal to or above the college minimum threshold, are eligible for preferential selection to college.
2. Candidates with sports and arts talents include:
a) Candidates who won gold medals in national first-class championships held once a year and candidates recognized by the Sports Committee as national champions who have taken all cultural subjects in the joint examination set by the Ministry of Education and Training, with no subject scoring zero, are eligible for preferential selection to sports universities or related departments according to each institution's regulations.
Candidates who won silver or bronze medals in national first-class championships held once a year and candidates recognized by the Sports Committee as national first-class athletes who have taken all cultural subjects in the joint examination set by the Ministry of Education and Training, with no subject scoring zero, are eligible for preferential selection to sports colleges or related departments according to each institution's regulations.
b) Candidates with artistic talents who have completed secondary school or equivalent, or have completed a junior college program in arts institutions, and have won official awards in national professional arts competitions in singing, dancing, and music, who have taken all cultural subjects in the joint examination set by the Ministry of Education and Training, with no subject scoring zero, are eligible for admission to universities or colleges according to each institution's regulations.
The time period for enjoying preferential treatment for candidates achieving awards in sports and arts talents does not exceed four years, calculated from the date of winning the award to the date of the university entrance examination.
II. APPLICATION DOCUMENTS FOR DIRECT ADMISSION AND PREFERENTIAL SELECTION
1. Application Documents for Direct Admission:
Each candidate applying for direct admission must submit one set of application documents to the Department of Education and Training before June 18, 2008. The envelope should contain:
- Direct Admission Registration Form (filled out according to the model in Appendix 1);
- Copies of certificates confirming achievement in the International Olympic Competition; certificates confirming achievement in international sports (Sports and Physical Education) and arts competitions;
- Certificate of Secondary School Graduation;
- Two stamped envelopes with the candidate's contact address clearly stated; two passport-sized photographs measuring 4x6 cm.
2. Documents for priority admission registration:
Candidates shall submit their priority admission registration documents together with their university and college entrance examination registration documents to the Department of Education and Training according to the schedule for the 2008 university and college admissions process from March 10 to April 10, 2008 (or directly at the schools organizing the exams from April 11 to April 17, 2008).
1. A registration form for issuing a journalist card filled out by the applicant according to the model; approved and stamped by the head of the applying agency (Model No. 1);
- The direct admission registration form (as per Appendix No. 2);
- A copy of the certificate confirming achievement of a prize in the national student excellence competition.
3. Admission fees:
Direct admission fees are implemented according to Circular Joint No. 28/2003/TTLT/BTC-BGD&ĐT dated April 4, 2003 of the Ministry of Finance and the Ministry of Education and Training on the collection and utilization of examination and admission fees for educational institutions under the national education system, which is 15,000 VND per candidate per application (of which 10,000 VND is paid to the Department of Education and Training, and 5,000 VND is paid to the school upon enrollment).
III. RESPONSIBILITIES OF THE DEPARTMENTS OF EDUCATION AND TRAINING, UNIVERSITIES, AND COLLEGES
1. Responsibilities of the Departments of Education and Training:
a) Guide secondary schools with candidates who have won prizes to fill out the direct admission registration form (Appendix No. 1) and the priority admission registration form (Appendix No. 2).
b) By June 20, 2008, send the direct admission registration documents directly to the universities where the candidates have registered for direct admission along with a list of candidates (Appendix No. 3) and report the list to the Ministry (University and Postgraduate Education Department).
c) Collect the priority admission registration forms and prepare a list (Appendix No. 4) to be sent to the universities where the candidates have registered for priority admission and report the list to the Ministry (University and Postgraduate Education Department) according to the schedule set by the Ministry of Education and Training (northern schools hand over applications on May 5, 2008, southern schools on May 7, 2008).
2. Responsibilities of universities, academies, and colleges:
a) Universities, academies, and colleges (collectively referred to as schools) shall establish specific regulations regarding direct admission and priority admission (regarding subjects, types of awards, number of candidates, etc.) based on the current admission regulations and publicly announce these regulations through mass media, and simultaneously send them via express mail or fax to the Ministry (University and Postgraduate Education Department).
b) Announce the results of direct admission to the Departments of Education and Training before June 30, 2008.
c) Organize the admission of candidates who have registered for priority admission and provide a test result certificate (Appendix No. 5) for those candidates who wish to be admitted to other schools.
d) Report the results of direct admission and priority admission to the Ministry (University and Postgraduate Education Department) and inform the Departments of Education and Training before August 20, 2008.
