DIRECTIVE

On organizing the election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term

The election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term is a significant political event of great importance to the country, organized at a time of many favorable conditions, when the whole country is entering a comprehensive stage of renewal in accordance with the spirit of Resolution No. 11 of the Party's National Congress on the achievements in all fields of social life.

Building and perfecting a socialist rule-of-law state of the people, by the people, and for the people, as well as the development of the country in the new period, implementing the goal of a wealthy people, a strong nation, a democratic, equitable, and civilized society, places new higher requirements for the organization and activities of the National Assembly and People's Councils at all levels. Therefore, the election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels this time is one of the key tasks of the entire Party, people, and military in 2011.

This election is a broad movement and democratic activity among all strata of the people across the country to elect outstanding representatives to the National Assembly - the highest state power organ; to elect representatives from localities to the People's Councils at provincial, district, and commune levels - the state power organs at the local level during the 2011-2016 term.

To implement Directive No. 50-CT/TW dated January 5, 2011 of the Politburo on leading the election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term; Resolution No. 1018 NQ/UBTVQH12 dated January 21, 2011 of the Standing Committee of the National Assembly on announcing the election day and establishing the Election Council for the election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels on Sunday, May 22, 2011, to ensure that the election of deputies to the National Assembly and the election of deputies to People's Councils at all levels are truly democratic, lawful, safe, economical, and reflect the festive atmosphere of the entire people, the Prime Minister requests:

1. The Ministry of Information and Communications shall take the lead and coordinate with relevant agencies to develop plans to direct and implement specific guidance for central and local communication agencies to organize timely and extensive propaganda among cadres, civil servants, employees, armed forces, and all strata of the people about the significance and importance of the election of deputies to the National Assembly and the election of deputies to People's Councils at all levels; the basic contents of the Law on the Organization of the National Assembly, the Law on the Organization of People's Councils and People's Committees; the Law on the Election of Deputies to the National Assembly, the Law on the Election of Deputies to People's Councils; the Law Amending and Supplementing Certain Provisions of the Law on the Election of Deputies to the National Assembly and the Law on the Election of Deputies to People's Councils to enhance the sense of ownership and self-awareness of every citizen, agency, and organization in carrying out the election work.

2. The Ministry of Planning and Investment shall instruct the General Statistics Office to guide the Provincial and Central City Statistical Offices to provide population data up to December 31, 2010 in each locality as the basis for calculating the number of deputies to the National Assembly and the number of deputies to People's Councils at all levels in each administrative unit.

3. The Ministry of Transport and the Ministry of Information and Communications shall develop plans to direct and implement specific measures to ensure smooth transportation and communication during the preparation and organization of the election, especially on election day, May 22, 2011.

4. The Ministry of Defense and the Ministry of Public Security shall develop plans to deploy forces to ensure political security and social order and safety throughout the preparation and organization of the election, particularly focusing on ensuring security in key areas and regions vital to national defense; directing and guiding military and police forces to participate in the election.

5. The Ministry of Finance shall allocate funds promptly for the election of deputies to the XIIIth National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term; guiding the preparation of budgets, settlement, and inspection of the use of election funds to ensure that funds are used for their intended purpose, economically, and effectively.

6. The Ministry of Agriculture and Rural Development and the Ministry of Health shall take the lead and coordinate with relevant agencies to develop proactive plans to deal with potential natural disasters and epidemics that may occur during the conduct of the election.

7. The Government Inspectorate shall take the lead and coordinate with relevant agencies to assist the Government and the Prime Minister in guiding the declaration of assets by candidates for deputies to the National Assembly and People's Councils at all levels; directing the prompt and lawful resolution of citizens' complaints and denunciations before, during, and after the election period.

8. The Ministry of Home Affairs shall be the permanent agency assisting the Government and the Prime Minister in organizing and directing the implementation of the election; shall be responsible to the Prime Minister for guiding the implementation of the election of deputies to the National Assembly and the election of deputies to People's Councils at all levels; inspecting and urging People's Committees at all levels to implement laws and guidelines issued by the Election Council, the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, and the Government and the Prime Minister regarding the implementation of the election work; closely coordinating with the Government Office and related agencies to monitor the preparation and progress of the election work in localities and central ministries and sectors to compile and report to the Prime Minister according to the prescribed schedule under the law on elections.

8. The Ministry of Home Affairs is the permanent agency assisting the Government and the Prime Minister in organizing and directing the implementation of the election; it is responsible to the Prime Minister for guiding the implementation of work related to the election of National Assembly deputies and People's Council deputies at all levels; inspecting and urging local People's Committees to implement the provisions of the law on elections and the guidance documents of the Election Council, the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, and the Government and the Prime Minister regarding the implementation of election-related work; closely coordinating with the Government Office and relevant agencies to monitor the preparation situation and progress of election-related work in localities and central ministries and sectors to compile and report to the Prime Minister according to the prescribed schedule under the law on elections.

9. The Standing Committee of the People's Council and the People's Committees at all levels shall organize the election of National Assembly deputies and People's Council deputies based on their functions, tasks, and authorities prescribed by law, in accordance with the directives of the Politburo, the Election Work Plan of the Election Council, the guidance of the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, and the Government and Prime Minister; they shall proactively implement the election work plan, ensuring the schedule for each step of the negotiation process to select and introduce candidates for National Assembly deputies and People's Council deputies at all levels, the procedures for conducting the election work, and the preparatory work for election day as stipulated by law.

10. The People's Committees at all levels shall prepare material and technical conditions to serve the elections; take measures to maintain political security, public order, and social safety in local areas and at polling stations, ensuring that the elections proceed safely and economically; develop contingency plans to ensure that the elections continue without interruption.

11. The Chairpersons of the People's Committees of provinces and centrally governed cities are responsible before the Prime Minister for organizing and implementing the elections in accordance with the Law on Elections of National Assembly Deputies, the Law on Elections of People's Council Deputies, the Law Amending and Supplementing Certain Provisions of the Law on Elections of National Assembly Deputies, and the Law on Elections of People's Council Deputies; the guidance of the Election Council, the Standing Committee of the National Assembly, the Government, the Vietnam Fatherland Front Central Committee, and relevant central ministries and agencies. They shall closely coordinate with the Standing Committee of the People's Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level to organize and implement the elections.

The Prime Minister requests the Ministers, Heads of ministerial-level agencies, and agencies under the Government, the Standing Committee of the People's Council, and the People's Committees of provinces and centrally governed cities within their respective functions, tasks, and authorities, to promptly implement the preparation and organization of the elections; timely submit reports to the Ministry of Home Affairs for consolidation and presentation to the Prime Minister according to the progress of each phase of the elections, ensuring the successful conduct of the election of National Assembly deputies for the 13th term and the election of People's Council deputies at all levels for the 2011-2016 tenure.
