Based on Decree No. 83/2012/NĐ-CP dated October 9, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;

Pursuant to Decision No. 1557/QĐ-TTg dated October 18, 2012 of the Prime Minister approving the Project "Promoting Civil Service Reform";

Pursuant to Decision No. 544/QĐ-TTCP dated March 14, 2013 of the Chief Inspector General on the establishment of the Steering Committee for Promoting Civil Service Reform of the Government Inspectorate;

Considering the proposal of the Head of the Administrative Reform Task Force and the Director of the Organization and Cadre Affairs Department,

DECISION:

Article 1. Issuing along with this Decision the "Working Regulations of the Steering Committee for Promoting Civil Service Reform of the Government Inspectorate".

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Heads of the Office, the Organization and Cadre Affairs Department, the Heads of Departments, Bureaus, Units, members of the Steering Committee for Promoting Civil Service Reform of the Government Inspectorate, the Administrative Reform Task Force, and related individuals and organizations are responsible for implementing this Decision./.

WORKING REGULATIONS OF THE STEERING COMMITTEE FOR PROMOTING CIVIL SERVICE REFORM OF THE GOVERNMENT INSPECTORATE

Chapter I.

GENERAL PROVISIONS

Article 1. Scope and Objects Regulated

These regulations stipulate the tasks, powers, working systems of the Steering Committee for Promoting Civil Service Reform of the Government Inspectorate (hereinafter referred to as the Steering Committee); the responsibilities of Steering Committee members in carrying out the task of promoting civil service reform and the Organization and Cadre Affairs Department - the permanent body of the Steering Committee.

Article 2. Principles of operation and responsibility system of Steering Committee members

1. Steering Committee members operate under a concurrent position system.

2. Steering Committee members perform their duties and powers as prescribed in Chapter III of these regulations and according to the assignment of the Chairperson of the Steering Committee; report on the situation and results of promoting civil service reform at the assigned agencies and units through the Organization and Cadre Affairs Department - the permanent body of the Steering Committee.

Chapter II.

FUNCTIONS, TASKS, AND POWERS OF THE STEERING COMMITTEE

Article 3. Functions of the Steering Committee

The Steering Committee has the function of directing and organizing the implementation of the promotion of civil service reform of the Government Inspectorate according to Decision No. 1557/QĐ-TTg dated October 18, 2012 of the Prime Minister approving the Project "Promoting Civil Service Reform" (hereinafter referred to as Decision No. 1557/QĐ-TTg) and the Plan for Promoting Civil Service Reform of the Government Inspectorate.

The Steering Committee may use the seal of the Government Inspectorate agency to carry out its tasks and powers as prescribed in these regulations.

Article 4. Tasks and Powers of the Steering Committee

1. Develop specific plans and implement the promotion of civil service reform according to Decision No. 1557/QĐ-TTg.

2. Direct, urge, guide, and inspect departments, bureaus, and units to implement the promotion of civil service reform within the scope of their management.

3. Take the lead and coordinate with relevant agencies to guide, inspect, conduct summaries, evaluate results, and report to the Central Steering Committee for Promoting Civil Service Reform (through the Ministry of Home Affairs).

4. Organize cooperation and collaboration with agencies, organizations, management experts, and scientists to study issues related to the promotion of civil service reform within the scope of the Government Inspectorate and the entire inspection sector.

5. Organize the implementation of scientific research activities and the application of information technology in carrying out the Civil Service Reform Plan of the Government Inspectorate.

6. Urge and require units under the Government Inspectorate assigned to implement resource balancing and allocation, and guide the use of state budget funds to implement the plan; proactively exploit other resources from projects (if any) to support the organization and implementation of plan tasks.

7. Propose commendations to the Prime Minister, the Ministry of Home Affairs, and the Chief Inspector General for outstanding individuals and collectives of the Government Inspectorate in the implementation of the task of promoting civil service reform.

8. Be allocated funds for organizing meetings, conferences, seminars, developing programs, plans, compiling reports, and other related tasks to the implementation of administrative reform from the annual budget of the Government Inspectorate and other sources of funding in accordance with the law.

Article 5. The Standing Office assisting the Steering Committee

The Department of Organization and Cadres shall be the standing office assisting the Steering Committee to promote civil service reform for the Government Inspectorate, with the responsibility to take the lead in coordinating with the administrative reform working group:

1. Advising on the drafting of the Plan, Working Regulations, guiding and urging documents of the Steering Committee, and announcing conclusions of Steering Committee meetings.

2. Preparing contents, programs, and materials for regular and extraordinary meetings of the Steering Committee within the scope of functions assigned according to the plan; urging units tasked with implementing certain items under the Plan to promote civil service reform at the Government Inspectorate to prepare relevant materials for Steering Committee meetings.

3. Inviting leaders of departments, bureaus, and related units to attend Steering Committee meetings and work sessions; requesting departments, bureaus, units, organizations, and individuals to provide information and materials to support the implementation of Steering Committee tasks.

4. Proposing to the Steering Committee to inspect and urge departments, bureaus, and units to implement the Project and the Plan to promote civil service reform at the Government Inspectorate.

5. Cooperating with the administrative reform working group in compiling comprehensive reports on the results of work, mid-term reviews, and final summaries of civil service reform at the Government Inspectorate.

6. Proposing to the Steering Committee recommendations to competent authorities for rewarding individuals and groups with outstanding achievements in promoting civil service reform.

7. Performing other tasks assigned by the Chairman of the Steering Committee.

Chapter III.

RESPONSIBILITIES OF MEMBERS OF THE CENTRAL STEERING COMMITTEE

Article 6. Chairman of the Steering Committee - Chief Inspector General

1. Directing activities to implement the Project to promote civil service reform according to the plan established by the Steering Committee.

2. Chairing meetings of the Steering Committee.

3. Reporting to the Central Steering Committee on civil service reform activities at the Government Inspectorate; seeking guidance from the Central Steering Committee on major issues arising during implementation.

4. Deciding on matters within the scope of functions, duties, and powers of the Steering Committee.

Article 7. Deputy Chairman in Charge of the Steering Committee - Deputy Chief Inspector General

1. Acting as the permanent assistant to the Chairman of the Steering Committee to coordinate the activities of Steering Committee members and the standing office assisting the Steering Committee (Department of Organization and Cadres), pursuant to the authorization of the Chairman of the Steering Committee.

2. Directing, guiding, and supervising the activities of departments, bureaus, and units in implementing the plan to promote civil service reform approved by the Chief Inspector General - Chairman of the Steering Committee.

3. Directly directing the Department of Organization and Cadres, the administrative reform working group, and departments, bureaus, and units of the Government Inspectorate in developing and implementing detailed plans, reports, and documents serving the activities of the Steering Committee and organizing mid-term reviews, final summaries, and evaluations of the Project's implementation, reporting to the Central Steering Committee.

4. Directly chairing and urging the implementation of content to perfect the institutional framework regarding the civil service system and position establishment in departments, bureaus, and units.

5. Performing other tasks assigned by the Chairman of the Steering Committee.

Article 8. Deputy Director of the Steering Committee - Head of the Cadre and Civil Servant Organization Department

1. Directly lead the Cadre and Civil Servant Organization Department - the permanent office assisting the Steering Committee in performing responsibilities as stipulated in Article 5 of this Regulation.

2. Perform other tasks assigned by the Director of the Steering Committee.

Article 9. Member of the Steering Committee - Head of the Legal Department

1. Participate in meetings of the Steering Committee.

2. Review, study, and draft institutional frameworks, guide departments and units related to improving the system of management regulations for civil servants and public officials.

3. Supervise and urge departments and units to implement the Project within their assigned tasks according to the Plan approved by the Steering Committee.

4. Perform other tasks assigned by the Director of the Steering Committee.

Article 10. Member of the Steering Committee - Chief of the Office

1. Participate in meetings of the Steering Committee.

2. Allocate funds, resources, equipment, and guide the use of funds from the state budget to implement the contents of the Project according to the approved plan.

3. Supervise and urge departments and units to implement the Project within their assigned tasks according to the Plan approved by the Steering Committee.

4. Perform other tasks assigned by the Director of the Steering Committee.

Article 11. Member of the Steering Committee - Head of the Planning, Finance, and Synthesis Department

1. Participate in meetings of the Steering Committee.

2. Propose balancing and allocating resources and funds from the state budget and other sources of support to implement the contents of the Project according to the approved plan.

3. Supervise and urge departments and units to implement the Project within their assigned tasks according to the Plan approved by the Steering Committee.

4. Perform other tasks assigned by the Director of the Steering Committee.

Article 12. Member of the Steering Committee - Director of the Information Center

1. Participate in meetings of the Central Steering Committee.

2. Study, propose, and implement activities applying information technology in implementing the Project according to the approved plan.

3. Organize information dissemination and communication about the activities promoting administrative reform and civil servant management on the Government Inspectorate's Electronic Portal.

4. Supervise and urge departments and units to implement the Project within their assigned tasks according to the Plan approved by the Steering Committee.

5. Performing other tasks assigned by the Chairman of the Steering Committee.

Chapter IV.

WORKING REGIME

Article 13. Working Regime

1. The Steering Committee operates under a collective regime, discussing and deciding on matters within its responsibility as outlined in the Project and Plan approved by the General Inspector - the Director of the Steering Committee.

2. The Director of the Steering Committee has the authority to convene and chair regular or extraordinary meetings to address issues related to the Project and Plan. In the absence of the Director, the Deputy Director may be authorized to chair the meeting. Meetings must be notified in writing at least two working days prior regarding the agenda, time, and location; results of the meeting must be reported to each member of the Steering Committee for implementation.

3. Members of the Steering Committee are responsible for attending all meetings fully. When members cannot attend due to circumstances, they must report to the Director and ensure someone is delegated to represent them.

Article 14. The Steering Committee can mobilize civil servants and employees from departments, units, or Inspectors of Ministries, sectors, and localities to form working groups or specialized research teams on accelerating administrative and civil service reforms; coordinate with relevant agencies, organizations, and units in implementing annual and phased plans for administrative and civil service reforms.

Article 15. Quarterly, the Steering Committee organizes meetings to review and evaluate completed work, set plans for subsequent periods. If necessary, the Steering Committee may hold extraordinary meetings to collectively discuss guidance to resolve new requirements arising. Annually or upon completion of the Project period, the Steering Committee conducts mid-term and final evaluations of activities to report to the Central Steering Committee.

Chapter V.

IMPLEMENTATION

Article 16. Responsibility for Implementation

1. Members of the Steering Committee and Administrative Reform Team are responsible for implementing this Regulation.

2. Within their functions and duties, Heads of Departments, Units under the Government Inspectorate, and other agencies and organizations are responsible for implementing this Regulation.

Article 17. Amending and supplementing the Regulations

The Director of the Cadre Organization Department, the Task Force for Administrative Reform shall be responsible for monitoring, inspecting, and urging the implementation of this Regulation; compiling feedback opinions, researching, and promptly proposing supplements and amendments to the Regulations in accordance with the requirements of the Government Inspectorate's work and the Project and Plan to accelerate civil service system reform of the Government Inspectorate./.
