Implementing the conclusion of the Politburo in the Notification No. 186/TB-TW dated June 1, 2005, on November 8, 2005, the Prime Minister issued Decision No. 290/2005/QĐ-TTg on policies for certain subjects directly participating in the resistance war against the United States to save the country but have not yet enjoyed the policies of the Party and State. The Ministry of National Defense was assigned the main responsibility to coordinate with relevant ministries and sectors to guide the implementation of the Decision, while organizing the implementation of a one-time policy for military personnel, defense workers, militia, self-defense forces, and secret forces under its management.

The implementation of policies for certain subjects directly participating in the resistance war against the United States to save the country but have not yet enjoyed the policies of the Party and State is a matter of profound political and social significance; it reflects the concern of the Party and State towards those who made contributions in the resistance war against the United States and endured many hardships and sacrifices, now residing in their home regions. However, the process of implementing this policy will be difficult and complex due to the involvement of many subjects with different levels of benefits, incomplete archival records, and the responsibilities of multiple levels and sectors, requiring dedication, fairness, and the mobilization of the combined strength of all levels and sectors within the local political system to ensure compliance with the Politburo's directive "to implement strictly, accurately target groups, ensuring fairness, transparency, preventing corruption, and not allowing the wicked to take advantage."

To effectively implement the policy of the Politburo and the Prime Minister's Decision, the Minister of National Defense issues the following directive:

1. Party committees and commanders at all units must focus on leading and directing the organization to thoroughly understand the Politburo's notification, the Prime Minister's Decision, and related guiding documents, clearly defining the scope of responsibility and the role of the unit and locality in implementing policies for these subjects. Emphasize a sense of responsibility to ensure strict and accurate decision-making regarding the one-time policy for subjects under their management.

2. Continue to improve and supplement the membership of the Directive 38B Steering Committee at all levels and the Policy Councils at commune and ward levels to meet new requirements, ensuring sufficient capacity to advise party committees and authorities in leading and directing the implementation of policies for these subjects. Strengthen coordination among functional agencies; leverage the role of the local Party organizations, government, departments, mass organizations, especially grassroots Party organizations and the Vietnam Veterans Association in propaganda, verification, review, inspection, and handling of emerging issues.

3. Local military agencies at all levels should proactively coordinate with relevant functional agencies at the same level to advise party committees and authorities on policies and measures to lead and direct the implementation of policies for these subjects locally; organize extensive propaganda to ensure that the public and subjects correctly understand the significance, content, procedures, and file requirements at each level, ensuring timely, strict, and accurate policy implementation. At the same time, develop plans to effectively implement policies for subjects under military management.

Organize training and implementation well for cadres at all levels involved, focusing on specialized cadres at provincial and district military agencies to ensure they fully grasp the viewpoints, target groups, benefit calculation methods, file requirements, procedures, and build a dedicated and thorough attitude and sense of responsibility.

4. During the implementation process, strictness must be maintained; file establishment and review must be transparent and fair; subjects with complete files are reviewed first, those without complete files are reviewed later; pilot projects should be organized to draw lessons; payments should be made openly, promptly, thoroughly, and accurately; timely settlement according to current regulations should be ensured. Strengthen supervision and inspection of implementation at all levels.

Continuously monitor the implementation situation, promptly identify and resolve issues, organize good summary work; manage and archive files. Promptly commend outstanding collectives and individuals; strictly handle violations during the implementation process.

Military Regions and provincial and district military agencies, particularly Military Regions 5, 7, and 9, continue to maintain the cadre force as stipulated by the General Staff in Circular No. 374/TM dated March 27, 2004.

Assign the Political Bureau to direct relevant agencies of the Ministry of National Defense to closely cooperate with ministries, sectors, and localities in drafting and submitting guiding documents for approval by the Ministry; direct the implementation of policies for subjects under the Ministry's management. At the same time, actively collaborate to research and propose policies for military personnel directly participating in the resistance war against the United States with service periods from 15 to less than 20 years, now retired and residing in their home regions, as directed by the Politburo.

Upon receipt of this directive, all agencies and units shall organize prompt and serious implementation based on actual conditions. The Political Bureau will provide guidance, direction, and oversight of the implementation of this directive by agencies and units and report to the Ministry as required.
