Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the proposal of the People's Committee of Binh Phuoc Province at Report No. 27/TTr-UBND dated March 23, 2006;

Considering the proposal of the Ministry of Planning and Investment at Circular No. 3270/BKH-TĐ&GSĐT dated May 10, 2006 on the Master Plan for Socio-Economic Development of Binh Phuoc Province for the Period 2006-2020,

DECISION:

Article 1. Approves the Master Plan for Socio-Economic Development of Binh Phuoc Province for the Period 2006-2020 with the following main contents:

I. Development Orientation

The Master Plan for Socio-Economic Development of Binh Phuoc Province for the Period 2006-2020 is consistent with the overall strategy for socio-economic development of the entire country; ensuring the relationship between economic growth and addressing social issues, particularly employment, poverty reduction, social equity, and national unity; between economic development and national defense and security, consolidation of political systems, and state administrative apparatus; between sustainable development and environmental protection.

Accelerating the pace of economic growth, gradually shifting the economic structure towards industrialization and modernization, improving product quality and commodity ratio; enhancing the quality, efficiency, and competitiveness of the economy.

Developing the economy and society based on leveraging the strengths and advantages of the province; maximizing internal resources while attracting external resources, especially investment capital and science and technology. Encouraging all forms of economic entities to develop production and business.

Investing comprehensively to accelerate urbanization and rural development; completing the basic infrastructure for economic and social development within the planning period.

Implementing the strategy for human resource development, raising public awareness and the quality of human resources; continuously improving and enhancing people's living standards, especially those in remote areas and policy beneficiaries.

II. Development Goals

1. General Objective

Rapid and sustainable economic development, shifting the economic structure, labor structure, and urban development towards industrialization and modernization. Building Binh Phuoc into a province with comprehensive economic development, civilized society, protected ecological environment, maintained national defense and security; striving to become a leading province in the region and nationwide.

2. Specific objectives

a) On the economy:

- Average economic growth rate (GDP) of 14% - 15% per year during the period 2006-2010, 15.5% per year during the period 2011-2015, and 13.5% per year during the period 2016-2020.

- Per capita GDP reaching 560 - 600 USD in 2010 and 1,628 USD in 2020 (at current prices).

- Economic structure shifting towards increasing the share of industry and services. For the period 2006-2010, the average annual growth rate of the industry-construction sector is 29.3%, for the period 2011-2015 it is 21.9%, and for the period 2016-2020 it is 16.3%, corresponding to the following economic structure:

+ In 2010: agriculture, forestry, and fisheries account for 42.9%, industry-construction 28.8%, and services 28.3% of GDP;

+ In 2020: agriculture, forestry, and fisheries account for 19.5%, industry-construction 43%, and services 37.5% of GDP.

- Export turnover reaching 410 million USD in 2010 and 2,700 million USD in 2020. State budget revenue reaching 1,500 - 1,600 billion VND in 2010 and 6,370 billion VND in 2020;

- Annual全社会固定资产 investment占GDP的20%.

b) On society:

III. Orientation for Development of Industries and Sectors

1. Agriculture, Forestry, and Fisheries

Accelerate the restructuring of the agricultural structure and rural economy towards commodity production. Develop production while protecting the ecological environment, ensuring sustainable agricultural development. Speed up the process of industrialization and modernization of agriculture and rural areas. Develop agriculture through intensive and specialized farming to increase productivity, quality, and efficiency; form concentrated and specialized production zones suitable for the potential and comparative advantages of the province such as: long-term crop cultivation areas (rubber, pepper, cashew); fruit tree areas; grassland areas serving large livestock breeding (cattle, buffalo). Strive to restructure within the industry: by 2010, animal husbandry production value accounted for 11.96% and by 2020 it accounted for 19.9% of the total industry value.

The average annual growth rate of the production value of the agriculture, forestry, and fisheries sector during the period 2006-2010 was 8.6%, during the period 2011-2015 was 7.6%, and during the period 2016-2020 was 6%.

2. Industry - Small and Medium Enterprises

Concentrate all capabilities and resources to develop industry, while creating favorable conditions for the construction sector. Quickly establish and develop industrial zones and clusters; accelerate the progress of infrastructure investment in industrial zones based on reasonable phased investment plans that match the pace of attracting investment projects. Prioritize the development of processing industries, primarily agricultural product processing industries; innovate equipment and technology to improve product quality; expand production scale to produce large quantities of goods for domestic consumption and export. Develop the construction materials industry, cement production, tile manufacturing, and electricity and water production and distribution. Diversify forms of industrial production, effectively implement industrialization in agriculture and rural areas. Develop small-scale traditional industries in rural areas, effectively utilize idle labor during agricultural off-seasons in rural and mountainous regions. Strengthen ties with Ho Chi Minh City, Binh Duong Province, and other provinces in the Southern Key Economic Region, proactively receiving some industrial facilities from major urban areas.

3. Trade and Services

Expand trade relations with localities within and outside the Southern Key Economic Zone and with foreign countries.

For the international market, focus on developing key export products such as rubber, cashew nuts, refined wood products, etc.; expand trade with Cambodia and other countries in the region while developing border economic zones like Hoa Lu.

Vigorously develop tourism and services to enhance contributions to the overall growth of the province, and through this, introduce the potential of the province to attract domestic and international investors.

The average annual growth rate of production and business value in the trade and service sector reached 16% - 17% per year during the period 2006 - 2010, 15.5% per year during 2011 - 2015, and 14.7% per year during 2016 - 2020.

4. Revenue and Expenditure of the State Budget

Increase provincial state revenue based on promoting production and business development both in scale and efficiency. Continue to effectively exploit land and housing funds. Strive to achieve a total mobilization level into the state budget reaching 17.9% of GDP by 2010, 22% of GDP by 2015, and 23% of GDP by 2020.

In the short term, state budget expenditure should be reasonably allocated to urgent issues such as healthcare, education, transportation, and other social sectors, especially in rural areas, ethnic minority regions, remote and far-flung areas.

5. Orientation for Social Development Sectors

Implement national target programs well across cultural and social fields. Particularly focus on education and training to raise public awareness and the quality of human resources, while also implementing other social policies effectively.

- Education and Training

Emphasize the work of education and training of human resources. Especially focus on high-level scientific and technological personnel, capable managers, and skilled technical workers. Enhance the quality and effectiveness of education and training.

Strengthen training and adopt preferential policies to attract a strong teaching staff that meets requirements in both quantity and quality. Increase investment in school facilities, supplementing teaching aids and equipment. By 2010, complete the reinforcement of primary schools, junior high schools, and high schools. Develop plans for training cadres for various sectors and levels of counties and communes, ensuring a reasonable structure between management cadres, technical cadres, and direct production and business workforce. Accelerate and improve the quality of socialized training activities. Develop various vocational training forms, increasing the proportion of trained labor.

- Healthcare

Strengthen, consolidate, and perfect the healthcare network from the provincial level down to the grassroots level, ensuring effective implementation of tasks to protect, care for, and improve people's health. Continuously improve the quality of healthcare services, properly addressing initial health care needs for the population. Consolidate and develop the preventive healthcare system. Invest in upgrading and building new medical examination and treatment facilities, particularly the Provincial General Hospital. Pay special attention to developing medicinal herbs for treatment, especially in traditional medicine.

Effectively implement the population and family planning program; strive for the goal of families having only 1-2 children.

- Culture, Information, Physical Education and Sports

Vigorously promote cultural information and physical education and sports activities, enhancing the quality and effectiveness of socialized cultural and sports activities among the people, especially in rural areas. Build and upgrade cultural and sports facilities at village and hamlet levels with appropriate scales. Preserve revolutionary and historical-cultural relics. Promote socialized investment in cultural and information activities. Complete the library network from the provincial to county levels. Rapidly and effectively develop radio and television networks to meet local residents' needs. Achieve new developments in both scale and quality in mass physical education and sports movements.

- Employment, Poverty Alleviation, and Improvement of People's Livelihood

Implement comprehensive and effective employment resolution, poverty alleviation, and improvement of people's livelihood programs. Effectively integrate the poverty alleviation program with other social programs in the province.

6. National Defense and Security

Integrate the two strategic tasks of building and defending the country, economic development with security and defense assurance. Enhance the comprehensive strength of the people's war defensive posture, build a solid defense area along with a strong people's armed force, ensuring high combat readiness. Consolidate border guard posts, ensuring border security linked to maintaining political stability and social order and safety in the locality.

Consolidate and develop friendly relations between Vietnam and Cambodia, build a comprehensive strong border area, contributing to maintaining national independence and sovereignty.

7. Development of Economic and Social Infrastructure Structure

Gradually upgrade and construct new transportation infrastructure to meet the requirements for economic and social development of the province, prioritizing main roads and traffic networks in the central administrative areas of districts and towns, industrial zones, and border gates. At the same time, pay attention to investment in rural transportation development.

Expand and modernize the postal and telecommunications network. Strive to achieve by 2010, 100% of townships and district capitals have mobile phone coverage, with an average of 23-24 phones per 100 people throughout the province, and reach 35 phones per 100 people by 2020.

Accelerate electrification in rural areas. By 2020, the entire province will achieve 100% communes and wards having electricity.

Increase the percentage of households using electricity to 90% in 2010 and 100% by 2020.

IV. Territorial Development Orientation

1. Economic Region Development

- Region I (central region): located in the southern part of the province, including administrative units: Dong Xoài Town, Chon Thanh District; An Loc Town; southern communes of Binh Long District; Tan Phu Town and Tan Lap Commune of Dong Phu District. The orientation is to focus on developing industry - tourism - services linked to important transportation axes: Highway 14, National Route 14, National Route 13, Route 741, the Chon Thanh - Dak Nong railway line, the Chon Thanh - Loc Ninh - Cambodia railway line. This is a densely populated area with high urbanization rates and serves as a driving force for the overall economic and social development of the province.

- Region II: located at the center of the province, including administrative units: southern and southeastern communes of Loc Ninh and Bu Dop Districts; northern communes of Binh Long District; southern communes of Phuoc Long District, a part of Bu Dang District, and remaining communes of Dong Phu District. The orientation is to develop agriculture - industry - services - tourism.

- Region III: located in the western and eastern parts of the province, including administrative units: northern communes of Loc Ninh, Bu Dop, and Binh Long Districts; eastern and southeastern communes of Bu Dang District, and a part of Dong Phu District. This region has potential for agricultural and forestry economic development combined with ecotourism.

2. Urban and Rural Residential Area Development Orientation

- Central Development Areas

+ Area 1: includes Dong Xoài Town, Chon Thanh Town, Tan Phu Town, and satellite towns Nghia Trung, Minh Lap, Nha Bich, Phu Rieng.

+ Area 2: includes An Loc Town, Loc Ninh Town.

+ Area 3: includes Thac Mo Town, Phuoc Binh, Thanh Binh, Duc Phong.

- Growth Corridors

+ National Route 14 Corridor

+ National Route 13 Corridor

+ Route 741 Corridor

3. Administrative Unit Planning Orientation until 2020

It is expected that by 2020, Binh Phuoc Province will have 12 administrative units at the district and township level, including: 03 townships (Dong Xoài, Binh Long, Phuoc Long) and 09 districts; among which there will be 130 communes, wards, and towns.

V. Main Solutions to Implement the Plan

1. Building Strong Local Governments

Promote the administrative reform process, enhance the capacity of cadres and civil servants, clearly define the authority between agencies at different levels, strengthen administrative discipline, combat bureaucracy, corruption, and waste while ensuring the people's right to self-determination; thereby improving the effectiveness of economic and social management by local governments, creating a favorable environment to attract resources for development investment.

2. Mobilizing Investment Capital

- For budget funds: apart from the investment funds for central projects within the province, the province uses central government budget support funds to concentrate on building essential socio-economic infrastructure, including water conservancy works and domestic water supply, expanding rural transportation networks, and power grids.

- Within the framework of land laws, appropriate measures should be taken to mobilize maximum capital from land funds for urban development, industry - small-scale industry.

- For external sources: along with effectively attracting foreign direct investment, it is necessary to take advantage of ODA funds to invest in key programs and projects, prioritizing rural infrastructure, paying special attention to investment in poor communes and particularly difficult regions.

- Establish mechanisms and policies to encourage all economic sectors to invest in economic development, especially production and business activities in rural areas.

- Promote socialization in education and training, healthcare, culture - information, sports, aiming to mobilize all social resources for investment in these fields.

It is estimated that investment capital will be mobilized during the period 2006-2010 about 14,134 billion VND, 2011-2015 about 29,260 billion VND, and 2016-2020 about 61,675 billion VND (at 2005 prices).

3. Solutions Regarding Planning

Incorporate planning work into routine practices, making it a powerful tool for state management of the economy. Implement decentralization in planning, review, approval, implementation, and monitoring of plans. Carry out investment according to plans, in line with financial balance and other resource capabilities.

4. Reforming, Reorganizing, and Developing Economic Components

Effectively implement the Enterprise Law; resolve difficulties faced by enterprises; reorganize production and business operations for state-owned farms and forests. Study and issue preferential policies for key industries; improve industrial development policies to create a favorable and attractive environment for investors. Encourage and support, especially by ensuring a legal framework and fairness for non-state enterprises to develop.

5. Science and Technology Policy and Environmental Protection

Vigorously apply scientific and technological progress to manufacturing, agriculture, construction, and service industries; improve the quality of training and technology transfer, effectively utilizing the scientific and technical cadre team. Pay attention to environmental protection and ecological balance, ensuring sustainable economic and social development.

6. Human Resource Development Policy

Give importance to education and training work, improve literacy; develop plans for training labor forces suitable with the orientation of production and business development; create incentives to encourage workers to exert their strength and intelligence to enhance labor productivity. Develop planning and training programs to gradually improve the quality of the state cadre and civil servant team. Implement policies to attract high-quality labor from other regions to work in the Province.

7. Strengthen cooperation with provinces and expand markets

Enhance economic cooperation with localities throughout the country, especially Ho Chi Minh City and provinces in the Southern Key Economic Region, establish special mechanisms to call for investors to come to Binh Phuoc; develop programs to mobilize ODA and FDI funds prioritizing investment in urban and rural infrastructure, healthcare, education, poverty reduction, and hunger eradication.

Pay attention to expanding domestic and international markets. Improve product quality, innovate designs, increase competitiveness, and develop markets sustainably; pay more attention to building and promoting brands for products with potential for development.

8. Implementation organization

Announce widely the approved Planning; study and implement the Planning comprehensively and systematically; develop plans to achieve high results and effectiveness in implementing the Planning; update regularly to propose adjustments to the Planning when necessary.

Article 2. This Planning serves as guidance and foundation for establishing, reviewing, and implementing specialized planning and investment projects within the Province according to regulations.

Article 3. The People's Committee of Binh Phuoc Province, based on the objectives, tasks, and directions for socio-economic development of the Province in the Planning, shall take the lead and coordinate with relevant Ministries and sectors to direct the establishment, review, and implementation according to regulations:

- Planning for socio-economic development of districts and towns, planning for the development of urban systems and residential areas, construction planning, land use planning, planning for the development of industries and fields to ensure overall and synchronous development.

- Study and issue, within its authority, or submit to competent state agencies for issuance certain mechanisms and policies appropriate to the development requirements of the Province and national laws at each stage, aimed at attracting and mobilizing resources to implement the Planning.

- Establish long-term, medium-term, and short-term plans; key development programs; specific projects for focused or phased priority investments.

- Submit to the Prime Minister for consideration and decision on timely adjustment and supplementation of this Planning in accordance with the socio-economic development situation of the Province and the country at each stage of the Planning.

Article 4. Assign relevant central Ministries and sectors to support the People's Committee of Binh Phuoc Province in researching and establishing the above-mentioned planning; research and submit to competent state agencies for issuance certain mechanisms and policies appropriate to the socio-economic development requirements of the Province at each stage. Accelerate investment and implementation of large-scale projects with regional impact and importance to the development of the Province that have been decided upon. Research and submit to authorized authorities for approval the adjustment and supplementation of industry development planning and investment plans for projects mentioned in the Planning. Support the Province in finding and allocating domestic and foreign investment capital to implement the Planning.

Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Binh Phuoc Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for enforcing this Decision./.
