DECREE
Regarding the establishment of Lao Cai City under Lao Cai Province;
the establishment of wards under Lao Cai City
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Lao Cai Province,
DECREE:
Article 1. Now establish Lao Cai City under Lao Cai Province, and establish wards under Lao Cai City as follows:
1. Establish Lao Cai City directly under Lao Cai Province based on the entire natural area, population, and administrative units of Lao Cai Town.
Lao Cai City has 22,150 hectares of natural area and 100,225 inhabitants, with 16 subordinate administrative units including the wards: Lao Cai, New Street, Duyen Hai, Coc Leu, Kim Tan, Pom Han, Bac Leng, Thong Nhat, Xuan Tang, and the communes: Bac Cuong, Nam Cuong, Van Hoa, Dong Tuyen, Cam Duong, Ta Phoi, and Hop Than.
2. Establish wards under Lao Cai City:
a) Establish Bac Cuong Ward based on the entire 1,279 hectares of natural area and 4,267 inhabitants of Bac Cuong Commune.
Administrative boundaries of Bac Cuong Ward: East borders Van Hoa Commune; West borders Bat Xat District; South borders Nam Cuong Ward; North borders Kim Tan Ward and Dong Tuyen Commune.
b) Establish Nam Cuong Ward based on the entire 1,117 hectares of natural area and 4,178 inhabitants of Nam Cuong Commune.
Administrative boundaries of Nam Cuong Ward: East borders Bac Leng Ward; West borders Ta Phoi Commune; South borders Bac Leng Ward and Cam Duong Commune; North borders Bac Cuong Commune.
c) Establish Binh Minh Ward based on adjusting 1,050 hectares of natural area and 4,518 inhabitants of Cam Duong Commune.
Binh Minh Ward has 1,050 hectares of natural area and 4,518 inhabitants.
Administrative boundaries of Binh Minh Ward: East borders Bao Thang District; West borders Van Hoa Commune; South borders Thong Nhat Ward and Cam Duong Commune; North borders Van Hoa Commune and Nam Cuong Ward.
After establishing the wards under Lao Cai City:
a) Lao Cai City has 17 subordinate administrative units including the wards: Lao Cai, New Street, Duyen Hai, Coc Leu, Kim Tan, Pom Han, Bac Leng, Thong Nhat, Xuan Tang, Bac Cuong, Nam Cuong, Binh Minh, and the communes: Van Hoa, Dong Tuyen, Cam Duong, Ta Phoi, and Hop Than.
Administrative boundaries of Lao Cai City: East borders Muong Khuong and Bao Thang Districts; West borders Bat Xat and Sa Pa Districts; South borders Bao Thang District; North borders Ha Khau Town, Yunnan Province - China with the border being the Red River and Nam Thi River.
b) Cam Duong Commune under Lao Cai City remains with 1,511 hectares of natural area and 6,707 inhabitants.
Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Lao Cai Province, the Minister of Interior, and the heads of related agencies are responsible for implementing this Decree./.
