Regarding the establishment of the National Committee for APEC 2006
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Vietnam's commitment at the 14th Meeting of Senior Officials on Trade and Economic Affairs of APEC held in Mexico in November 2002;
To prepare for organizing the meetings and activities of the APEC Year 2006 in Vietnam;
At the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office;
DECISION:
Article 1. The National Committee for preparing and organizing the High-Level Meeting of the Asia-Pacific Economic Cooperation Forum (APEC) and related meetings; sideline activities (from low-level to high-level), hereinafter referred to as the National Committee for APEC 2006, is hereby established.
Article 2. The National Committee for APEC 2006 shall be chaired by Deputy Prime Minister Vu Khoan; the Vice Chairs shall be the Ministers Nguyen Dy Nien of the Ministry of Foreign Affairs and Truong Dinh Tuyen of the Ministry of Trade, and the members of the Committee shall be the following comrades:

In addition to the above list, there will also be members appointed by the Chairman of the National Committee for APEC after deciding on the locations where the APEC 2006 activities will take place.
Article 3. The National Committee for APEC 2006 shall have the responsibility to organize, direct, manage, urge, and coordinate the activities of all Ministries, sectors, and localities where the APEC 2006 meetings and activities will take place in Vietnam.
Article 4. The National Committee for APEC 2006 consists of five Subcommittees:
- Content Subcommittee: co-chaired by the Ministry of Foreign Affairs and the Ministry of Trade; member agencies include the Government Office, the President's Office, the Vietnam Chamber of Commerce and Industry, and relevant ministries and agencies involved in the preparation of documents and the drafting of papers.
- Logistics Subcommittee: chaired by the Government Office; member agencies include the Ministries of Finance, Foreign Affairs, Health, Planning and Investment, Construction, the Tourism General Administration, the Vietnam Chamber of Commerce and Industry, and the People's Committees of Hanoi and Ho Chi Minh Cities.
- Security Subcommittee: chaired by the Ministry of Public Security, in coordination with the Ministry of Defense and the People's Committees of localities where APEC 2006 activities will take place.
- Propaganda and Culture Subcommittee: co-chaired by the Ministry of Culture and Information and the Ministry of Foreign Affairs; member agencies include the Ministries of Posts and Telecommunications, the Vietnam Chamber of Commerce and Industry, and the People's Committees of relevant localities and the President's Office.
- Protocol Subcommittee: chaired by the Ministry of Foreign Affairs, with member agencies including the Ministries of Public Security, Culture and Information, the Government Office, the President's Office, the Vietnam Chamber of Commerce and Industry, and the People's Committees of relevant localities.
Agencies tasked with chairing or co-chairing the aforementioned Subcommittees shall promptly draft decisions to establish the Subcommittees, specifying the participating agencies, organizational structure, functions, tasks, working systems, coordination mechanisms, etc., to be submitted to the Chairman of the National Committee for review and decision by mid-August 2005.
Article 5. The Standing Secretariat assisting the National Committee for APEC 2006 is the APEC 2006 Secretariat located at the Ministry of Foreign Affairs and directly under the direction of the Chairman of the National Committee.
The APEC Secretariat has the following responsibilities:
- Assisting the National Committee in planning and implementing work programs related to the preparation for APEC 2006 meetings and activities; coordinating the activities of the Subcommittees; urging and inspecting the implementation status; preparing and drafting documents, agendas...
- Serving as the main foreign liaison agency of Vietnam with the APEC Secretariat and member economies.
- The Head of the APEC 2006 Secretariat is a Deputy Minister of Foreign Affairs concurrently serving as the SOM Chair; the support staff for the Head of the Secretariat consists of officials and experts from the Ministry of Foreign Affairs, subject to the approval of the Minister of Foreign Affairs. Additionally, there are officials and experts from the Ministry of Trade and other relevant ministries and agencies seconded to work at the Secretariat upon the recommendation of the APEC Secretariat Head.
- The SOM Leader of Vietnam (SOM Leader) is a Department-level official from the Ministry of Trade designated by the Minister of Trade.
- The Minister of Foreign Affairs shall consult with the heads of relevant ministries and agencies regarding the dispatch of officials and experts to work at the APEC Secretariat. The Head of the Secretariat is responsible for assigning and reasonably arranging work for seconded officials and dividing them into specialized groups (Task Forces). The Heads of Task Forces are officials with expertise from various ministries and sectors (including the Ministry of Foreign Affairs) and are assigned by the Head of the Secretariat.
- Direct the Ministry of Foreign Affairs to lead, in collaboration with the Ministry of Trade, in drafting specific Rules of Operation for the National Committee on APEC 2006, including the working relationship between the SOM Chair and the SOM Head, to be submitted for review and decision by the Chairman of the Committee by mid-August 2005.
Article 6. The National Committee on APEC 2006 shall dissolve itself upon completion of its mission to organize the APEC Year 2006 in Vietnam.
Article 7. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 8. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, the Chair of the People's Committee of Ho Chi Minh City, Hanoi, and those named in Article 2 are responsible for implementing this Decision./.
