Pursuant to the Law on the Organization of the Government dated December 25, 2001.

Considering the proposal of the People's Committee of Ha Tay Province at Report No. 4783/TTr-UBND dated November 18, 2005 and the opinion of the Ministry of Planning and Investment at Circular No. 4408/BKH/TĐ&GSĐT dated June 15, 2006 regarding the approval of the Master Plan for Socio-Economic Development of Ha Tay Province until 2020,

DECISION:

Article 1. Approving the Master Plan for Socio-Economic Development of Ha Tay Province until 2020 with the main contents as follows:

1. Development Orientation

a) The Master Plan for Socio-Economic Development of Ha Tay Province until 2020 must be consistent with the overall strategy for socio-economic development of the entire country; ensuring the relationship between economic growth and the resolution of social issues, eradicating poverty, promoting efforts to prevent and combat social evils and social justice; combining synchronously the development of production with market development and infrastructure construction. Continuously improving the material and spiritual life of the people.

b) Mobilizing all resources from various economic sectors and creating a favorable environment for economic development at a faster pace than the recent period; leveraging advantages in geographical location, natural resources, and human resources to develop the economy at a high growth rate while reasonably adjusting the economic structure towards increasing the share of industry and services, reducing the share of agriculture and forestry. Striving to reach the average level of development of provinces in the Northern Key Economic Region by 2015.

c) Placing the development of Ha Tay in the context of international integration and competition, in close cooperation with domestic provinces, linked with the Northern Key Economic Region and during the process of national renewal to achieve higher quality economic development.

d) Accelerating urbanization; combining urban development as a center of development with the rural ring. Urban areas of Ha Tay must be developed modernly, ensuring their function as satellite cities of Hanoi. Urbanization is closely linked with resettlement projects, support, and vocational training for farmers whose land has been reclaimed by the State.

đ) Developing the economy in conjunction with environmental protection and cultural heritage preservation, ecological balance, ensuring sustainable development. Not harming and degrading natural scenery and cultural heritage.

e) Closely integrating economic and social development with national defense and security consolidation, political system consolidation, and a strong administrative system.

2. Development Goals

a) General Objective

Promoting structural adjustment of the economy and labor force towards strong industrial and service development to rapidly increase the share of industry and services; developing tourism commensurate with potential advantages, becoming an important economic sector; developing agricultural economy towards high-quality commodity production. Mobilizing all resources to promote economic growth at a high and sustainable rate; soon making Ha Tay a province with a relatively modern and integrated economic and social infrastructure system, closely connected with the infrastructure system of Hanoi; culture developing healthily, modernly, and richly in national characteristics; economic development reaching and exceeding the national average, gradually becoming a driving force for economic and social development in the Red River Delta and the Northern Key Economic Region; becoming one of the centers for training high-quality human resources and healthcare in the region; ensuring national defense, public security, improving people's livelihoods, and internal accumulation.

b) Specific Objectives

- On economic development:

+ Annual average GDP growth rate for the 2006-2010 period must reach at least 13.5%, for the 2011-2015 period exceed 13%, and for the 2016-2020 period increase by about 12%. Bringing the per capita GDP to and surpassing the national average before 2015.

+ Total export value for the 2006-2010 period increases by more than 17% annually, for the 2011-2020 period by 14.9% annually. By 2010, achieving an export value 2.8 times that of 2005, and by 2020 reaching four times that of 2010.

+ Economic structure in 2010 reaches the ratio: industry-construction 45-46%; services 34-35%; agriculture-forestry-fisheries 20-21%. By 2020, the share of agriculture in GDP will be less than 9%; industry and services 91%.

+ In the 2006-2010 period: the average annual growth rate of agricultural production value is 3.5-4%; the value of crop cultivation and aquaculture per hectare exceeds 40 million dong.

- On social development:

+ Striving to reduce the birth rate by 0.6‰ annually, the poverty rate by 1.5-2% annually (according to new poverty standards); raising the living standard of households that have escaped poverty, preventing relapse into poverty.

+ By 2020, the urbanization rate should reach at least 45-50%; the proportion of non-agricultural labor in total labor should be around 77%.

+ By 2010, the proportion of trained labor should reach about 40%, and by 2020, about 50-60%. By 2010, 80-85% of workers should find employment after training.

+ The average rate of technological innovation should reach 20-25% annually.

+ Ensuring socio-economic development in conjunction with strengthening national defense, public security, and social order.

- On environmental protection:

The environment is always being protected and continuously improved. Minimizing pollution in craft villages to the lowest possible level, and by 2010, approximately 90% of the population will have access to clean water; collecting and treating over 90% of household waste; managing and treating 100% of hazardous industrial waste and medical waste.

Conserving and using natural resources rationally, protecting biodiversity, preserving and enhancing tangible and intangible cultural heritage.

3. Economic Growth Strategy until 2020

The pace of economic growth is 13.5% for the 2006-2010 period; about 13% for the 2011-2015 period, and about 12% for the 2016-2020 period.

Economic structure by 2010: industry - construction accounted for 45%, agriculture - forestry - fishery accounted for 21%, services accounted for 34%; by 2015: industry - construction accounted for 50%, agriculture - forestry - fishery accounted for 14%, services accounted for 36%; by 2020: industry - construction accounted for 54%, agriculture - forestry - fishery accounted for 9%, services accounted for 37%.

4. Selecting breakthrough development directions until 2010 and 2020

a) Breakthrough development direction

+ Transforming and improving the quality of the industrial structure by developing key production sectors such as: mechanical industry, electronics, high-tech industry; supporting industries linked to industrial zones, high-tech zones; developing sectors with resource advantages like cement, food processing; accelerating the pace of building high-tech zones, concentrated industrial zones; forming new industrial zones, medium and small industrial clusters; developing small-scale handicrafts, traditional craft villages.

+ Transforming and improving the quality of the service sector structure; focusing on developing some high-quality service sectors (finance, banking, trade, technology services, telecommunications, transportation); developing the real estate market; developing tourism comprehensively and becoming an important economic sector.

+ Developing agriculture - forestry - fishery towards quality and efficiency, linking with structural transformation towards industrialization and modernization of agriculture and rural areas.

b) Priority directions in the process of socio-economic development

- Building infrastructure systems, connecting with the infrastructure system of Hanoi and provinces in the Region.

- Emphasizing sustainable development, properly addressing environmental issues.

- Investing in developing important economic centers of the Province, gradually becoming an economic center of the Region.

- Building Ha Tay into one of the key training centers for technical workers and capable managers for the entire Region.

- Restructuring rural economy, linking rural economy as a belt and satellite area for development around Hanoi and cities within the Province.

- Completing territorial spatial planning towards creating interconnected cities and rural areas.

- Closely combining the development of Ha Tay with other provinces and cities in the Region.

5. Development directions for industries and fields

a) Developing industry and industrial zones

- Developing key industries and products:

Developing industry - small-scale handicrafts is the breakthrough to develop and transform the economic structure. Concentrating resources to develop industry at a high growth rate, achieving significant changes in product quality, efficiency, and competitiveness; rapidly increasing the share of industry in the total provincial product structure.

It is expected that Ha Tay's industry will develop at an average annual growth rate of about 24-25% during the period 2006-2010; 18-19% during the period 2011-2015 and 16-17% for the period 2016-2020.

Considering the mechanical industry (manufacturing and assembling agricultural machinery, transportation means, etc.), electronic manufacturing as the spearhead industry of the Province. Prioritizing the development of high-tech industry (software production, new materials, etc.). At the same time, strongly developing groups of industries with local raw material advantages, traditions, and labor-intensive such as: agricultural product processing industry, construction materials industry, textile, garment and footwear industry, traditional trades, etc.

Focus on developing the following industries:

+ High-tech industry: developing software industry, computer equipment, automation, various types of advanced materials, etc.

+ Mechanical and electronic industry: agricultural machinery manufacturing, automobile and motorcycle manufacturing, electronic assembly, computers, etc.

+ Agricultural product processing, food, beverage industry.

+ Construction materials production industry: cement production, building materials, roofing materials, construction stone.

+ Chemical and fertilizer production industry.

+ Footwear, textile, leather goods, plastic, paper, packaging production industry.

+ Mineral extraction industry: limestone, clay, gravel, mineral water, Pyrite.

- Direction of industrial production development, centralized industrial zones, industrial clusters, and village-based small-scale handicrafts:

+ In the period from now until 2010, planning and gradually building infrastructure, attracting investment into industrial zones, industrial clusters, and village-based small-scale industrial points throughout the Province with a total area of approximately 8,080 hectares, including 9 industrial zones (including 1 high-tech zone) with an area of 5,600 hectares; 29 industrial clusters with an area of 1,210 hectares and 177 village-based industrial points with an area of 1,270 hectares.

After 2010, studying the formation of new industrial zones and clusters linked to major transportation axes and the establishment of new towns. Orienting the distribution of industrial production facilities territorially as follows:

Food processing facilities should be located near or within regions with raw materials.

Export-oriented garment and textile shoe factories can be located in densely populated areas.

Other enterprises, according to their industry orientation, will be located in industrial zones and clusters.

+ Regarding rural industrial development: restoring traditional craft villages, based on which gradually developing small and medium-sized industries in rural areas towards advanced technology, forming industrial points linked to towns and townships, with a scale of villages and inter-village. Striving to reach by 2010, 90% of villages in the Province have crafts, among which more than 400 villages meet the standards of industrial and small-scale handicraft villages of the Province. Developing craft villages must go hand in hand with environmental protection. Focusing on developing some traditional trades with strengths such as: weaving, embroidery, lace, woodworking, mechanical, agricultural product processing, sewing, leather goods, rattan and bamboo weaving, fruit processing.

b) Developing the service sector

- Developing commerce:

Give priority to the Red River Delta market and expand exchanges with other markets. Link up with surrounding provinces to establish export associations for agricultural products, linking the interests of producers with exporting enterprises. Develop commerce with the participation of various economic sectors. Consolidate and reorganize the state commercial system. Forecast the total volume of social goods circulation at approximately 19,080 billion VND in 2010, approximately 41,480 billion VND in 2015, and approximately 93,920 billion VND in 2020; the average annual growth rate of the total volume of social goods circulation during the period from 2006 to 2010 is 17.6%, from 2011 to 2015 is 16.8%, and from 2016 to 2020 is 18%.

Project total export turnover to reach 250 million USD in 2010, 500 million USD in 2015, and 1.0 billion USD in 2020. Major export groups include handicrafts, industrial goods, processed agricultural and food products, construction materials.

Plan the development of the system of markets, trading centers, networks of shopping malls, supermarkets, general stores, slaughterhouses for livestock and poultry, logistics hubs, and networks of gasoline retail outlets.

- Develop Ha Tay in conjunction with Hanoi into a major tourism service center in the Northern region:

Prioritize the development of eco-tourism. Invest in tourism to create a unified tourism space, focusing on completing the eco-tourism and resort complex around Suoi Hai Lake - Ba Vi Mountain. The tourism space includes three main tourism clusters: the Ha Dong and vicinity cluster, the Son Tay - Ba Vi cluster, and the Huong Son - Quan Son cluster.

Develop tourism products such as: eco-tourism and resort; cultural tourism; village craft tourism; farm and countryside tours; conference, seminar, and exhibition tourism; sports and entertainment tourism. Build and develop tourism packages.

Leverage its proximity to Hanoi, focusing on developing services such as: technical improvement services, legal services, information services, technology transfer, cultural and weekend leisure services... Coordinate with Hanoi to vigorously develop financial, banking, insurance, trade, and science and technology services, etc.

c) Develop agriculture, forestry, fisheries, and rural areas

Plan agricultural land to serve the restructuring of crop and livestock production towards industrialization and modernization, commodity production linked with processing industry. Develop peri-urban agriculture. Gradually apply high technology to agricultural production, initially applying it to seed production, livestock breeding, and some key products (safe vegetables, flowers, fruits; pig farming, poultry farming, aquaculture) linked with brand building.

The average annual growth rate of agricultural production value (at 1994 fixed prices) is expected to be 3.5 - 4.0% during the period from 2006 to 2010 and 3.0 - 3.5% during the period from 2011 to 2020.

Restructure agriculture towards increasing the proportion of livestock production value in the total agricultural production value to 50% by 2010 and over 60% by 2020.

The value of crop production is expected to reach 38 - 40 million VND per hectare of cultivated land, with at least 15% of the area achieving over 50 million VND per hectare by 2010, and over 40% of the area achieving over 50 million VND per hectare by 2020.

Regarding crop cultivation: plan specialized rice-growing areas, invest in intensive grain production, introduce new varieties and advanced scientific and technological progress into production. Develop annual industrial crops, safe vegetables, clean vegetables, flower planting, ornamental plants, fruit trees, perennial industrial crops (tea...).

Develop livestock and poultry farming, aquaculture.

Do well in forest management and protection; actively plant concentrated forests and scattered trees. Strive to plant 2,000 hectares of concentrated forests by 2010, improve about 20% of the existing planted forest area (about 2,000 hectares). Increase forest coverage to 11% by 2010.

d) Develop social fields

- Population, labor, employment:

Project the average population growth rate to be around 1.0% per year during the period from 2006 to 2015, and around 0.9% per year during the period from 2015 to 2020. The population of Ha Tay Province is projected to be approximately 2.922 million people by 2020.

Urban population is expected to increase significantly, urbanization rate rising from 9.9% in 2005 to approximately 45 - 50% by 2020.

The number of newly employed workers increased by 116,900 people during the period from 2006 to 2010, 124,200 people during the period from 2011 to 2015, and 23,500 people during the period from 2016 to 2020.

Reduce the proportion of labor in the agricultural sector to about 23% of the total labor force by 2020.

- Education and training:

Improve the overall quality of secondary education at all levels. Narrow the gap in material infrastructure and educational quality compared to Hanoi; between urban and rural areas, and among districts within the province.

Complete universal secondary education (middle school) at the appropriate age by 2008; complete universal secondary education (high school) by 2010. Strive to have 80% of primary schools, 40% of middle schools, and 50% of high schools meet national standards by 2010; 100% of primary schools, 60% of middle schools, and 70% of high schools meet national standards by 2015, and 100% of middle schools and high schools meet national standards by 2020.

Establish and build 14 lifelong education centers and 14 comprehensive vocational training centers throughout the province. Expand and develop the scale of vocational training; increase the proportion of trained labor to 45% by 2010, approximately 55 - 60% by 2015, and 70 - 75% by 2020. Strive to upgrade the College of Teacher Education and the College of Community Health to universities by 2010; upgrade the Secondary Health School to a College of Health; build a private university, encourage the expansion of non-public schools.

- Health care and people's health care:

Leverage existing facilities within the province, coordinate with central sectors (primarily combining military-civilian medical services with hospitals 103, 105, National Burn Institute, etc.), and collaborate with Hanoi (Ha Tay Provincial Hospital as a satellite for central hospitals) to form two large, high-tech medical centers in Ha Dong and Son Tay cities; construct and develop Ha Tay into a major medical center in the Northern region and nationwide.

Strive to reach 6.5 doctors and 1 pharmacist/10,000 people by 2010, and 9 doctors and 1.5 pharmacists/10,000 people by 2020.

Renovate and upgrade commune health stations to ensure that 50% of commune health stations meet national standards by 2010 and 100% by 2015.

By 2010, reduce the rate of malnutrition among children under five years old to below 16%, and by 2020, reduce it to below 8%. Enhance the effectiveness of health care services for the population.

- Culture, information, physical education and sports:

+ Continue to promote the cultural and information industry of Ha Tay based on exploiting and promoting the potential and historical and cultural traditions of the province.

By 2010, achieve 85% of cultural families, 50% of cultural villages; 40% of cultural agencies, units, and enterprises. By 2020, achieve 90% of cultural families, 60% of cultural villages; 60% of cultural agencies, units, and enterprises.

Invest in preserving, repairing, and restoring revolutionary, historical, and cultural relics; preserve intangible cultural heritage; build and upgrade cultural facilities from the provincial to district levels and grassroots level. Develop mass cultural and artistic movements, propaganda activities, and bring cultural information to the grassroots level. Build Chua Huong into a world heritage site.

Continue to develop newspapers, radio and television stations, and magazines of the province.

+ Vigorously develop mass physical education and sports to lay the foundation for high-performance sports. Strive to reach 30% of the population regularly engaging in physical exercise and sports by 2020, 20% of households achieving sports families, 100% of schools implementing regular physical education; 100% of districts having three facilities including a stadium, gymnasium, and swimming pool; 100% of communes and wards allocating land for physical exercise and sports activities and having at least one sports facility. Develop high-performance sports.

Invest in building a sports complex in Ha Dong city and a high-level athlete training center in Lang - Hoa Lac - Thach That area.

- Radio and Television:

Gradually modernize technical equipment and program content of the provincial radio and television system and district-level radio stations; plan, consolidate, and upgrade the village-level radio network.

6. Develop infrastructure systems

a) Transportation network

Renovate and upgrade the transportation network within the province, increasing connections between Ha Tay and Hanoi and other provinces in the Northern region.

Focus on constructing transportation routes within the province, newly connecting with national trunk roads, creating new economic corridors, industrial and urban development spaces, especially in districts such as Quoc Oai, Thanh Oai, Phu Xuyen, etc.

- Road transport

+ National highways:

During the period 2006-2010, implement the construction of Phung Bridge on National Highway 32. For projects constructing national highways managed by the central government and implemented within the province such as La Gia - Hoa Lac road, old National Highway 1, National Highway 6, etc., ensure harmonization and reasonable intersection plans with local roads.

Coordinate and implement the project of Ring Road 5 of Hanoi from Yen Leng - Chua Huong - Damm - Xuan Mai - Son Tay - Vinh Thinh connecting National Highway 2C; the Hanoi - Ha Long axis.

Coordinate with the People's Committee of Vinh Phuc Province and the Ministry of Transport to implement and complete the construction of Vinh Thinh Bridge and National Highway 2C section within the territory of Ha Tay.

During the period 2006-2010, complete the extension of La Gia - Hoa Lac road into the Village of Ethnic Groups' Cultural Heritage.

Complete the construction of the Ho Chi Minh Highway section from Hoa Lac - Cau Coi according to expressway standards.

Construct the section from Son Tay - Xuan Mai, National Highway 21 to meet Class 1 urban road standards (by 2020).

Implement the construction of the Cau Gei - Ninh Binh Expressway section passing through Ha Tay with a minimum cross-section of six lanes for motor vehicles.

Implement the construction of Ring Road 4 of Hanoi section passing through Ha Tay by 2020.

Implement the construction of Route 70 according to the cooperation program between Hanoi and Ha Tay.

+ Provincial roads:

By 2010, all provincial roads will have concrete or asphalt concrete surface structures, ensuring a minimum technical grade of Class 3 plains, completing all permanent bridges with H30-XB80 load capacity, ensuring synchronization between bridges and roads.

During the period 2006-2010, complete the construction of Tiet Tieu Bridge, Phung Xa Bridge, Cong Than Bridge, Chua Ngoi Bridge, Am Bridge, Black Bridge, Dong Quan I Bridge, Dong Quan II Bridge, Van Phuong Bridge, Hoa Vien Bridge, etc.

During the period 2006-2010, start and complete the construction of Le Trong Tan Road.

Construct the extension of Hoang Quoc Viet Road (Hanoi) passing through the territory of Ha Tay Province (economic development axis Dan Phuong, Phuc Tho, Son Tay).

Complete the economic development axis Son Tay - Thach That - Quoc Oai - Xuan Mai - Mieu Mon (oriented towards 2020).

During the period 2006-2010, start and complete the construction of Tiet Tieu - Yen Vi Road meeting Class 3 plain road standards, and before 2020, start the construction of Do Xa - Quan Son Road.

Construct a parallel road to National Highway 21 connecting to National Highway 2C in the north and descending to Ha Nam.

+ Urban transport: focus on upgrading the transportation network in urban areas, particularly in Ha Dong and Son Tay cities. Gradually increase the proportion of land allocated for transportation in large urban areas. Construct a modern, synchronized urban transportation network in new urban areas.

+ Rural transport: by 2010, all district roads, suburban roads, commune roads, and inter-commune roads will be paved with asphalt or concrete. Roads leading to craft villages and industrial clusters must meet provincial road standards. Commune main roads will no longer be dirt roads, but will be improved with brick or concrete. Consolidate embankment surfaces and rural roads in flood-prone areas, converting them to cement concrete roads. After 2010, continue to improve the quality of the rural transportation network.

+ Construct and develop a system of bus terminals and stations.

- Waterway transport:

Conduct dredging operations on the channels of the Day River and Nhu River waterway routes. Open additional transport routes in the Chua Huong, Ba Vi areas and tourist activities on large lakes such as Quan Son, Dong Mo, Suoi Hai, etc.

Renovate and upgrade the Hong Van and Son Tay ports.

- Railways transportation:

Coordinate with Hanoi and the Ministry of Transport to complete the elevated railway lines: Hanoi - Ha Dong, Daewoo Hotel - Trung Kinh - Hoa Lac and the Hanoi Ring Railway (expected to pass through Co Nhue - Ha Dong - Van Dien - Ngoc Hoi - Yen So). Study extending the Hanoi - Ha Dong elevated railway line to Ba La - Van Ding.

b) Postal services, telecommunications, and information technology

Modernize the postal and telecommunications network of the Province, connecting with domestic regions and internationally.

Project the telephone density (fixed and mobile) to reach 30 - 35 units per 100 people by 2010, with internet access rate for residents exceeding 20%.

Project the telephone density (fixed and mobile) to reach 45 - 50 units per 100 people by 2020, with internet access rate for residents exceeding 30%.

c) Power grid

Complete the medium and low voltage power supply system in urban areas. Expand the power supply network for newly formed industrial zones, implement rural electrification.

d) Development of water supply and drainage systems and irrigation infrastructure

For urban areas and districts along the pipeline route of the Vinacomin Water Supply Project from Hoa Binh Lake, water will be supplied from this project. For other urban areas, construction and expansion of water treatment plants are required.

In rural areas, develop water supply systems at various scales suitable for the distribution of residential networks and topography in each region and commune. Strive to achieve 100% of rural residents using clean water by 2015.

Construct and upgrade the drainage network in Ha Dong Town, Son Tay Town, and Xuan Mai Town.

Treat industrial and hospital wastewater locally before discharging it into the common drainage system. Gradually separate stormwater and sewage systems and build wastewater treatment stations in urban areas.

Focus investment on drainage and wastewater treatment systems in rural areas, especially in craft villages, densely populated areas, and industrial livestock farming zones.

Maintain, repair, renovate, and construct new irrigation works.

Accelerate implementation of projects to revive the Day River and Tich River, creating a water source for domestic use and proactive irrigation for part of the agricultural land within the Province's territory.

đ) Science and technology and environmental protection

Build scientific and technological capacity sufficient to meet local development needs, including some research centers serving economic and social development. Emphasize technology transfer activities, including from abroad, in line with trends in international economic integration.

Improve environmental conditions in residential areas currently affected by pollution. Develop solutions to prevent and control pollution in concentrated industrial production areas and craft villages, promoting sustainable agriculture and rural development. Coordinate with Hanoi and surrounding regions to build regional-scale solid waste treatment plants, treat the Nhu River and Day River water environments, etc.

e) Combining economic development with national defense and security assurance.

Closely integrate economic and social development with strengthening defense and security capabilities and foreign relations at all levels, sectors, and localities; build a people's defense posture integrated with a people's security posture; maintain political stability and social order and safety. Construct some defensive works at key locations within the Province's territory.

Focus on economic development combined with timely support to enhance defense capabilities across infrastructure, postal and telecommunications, industry, small and medium enterprises, agriculture, irrigation, etc.

7. Territorial Development

a) Urban and Industrial Space

Expand the inner city space of Ha Dong Town and form new urban areas, develop satellite urban systems and townships of the Province connected with Hanoi and Ha Dong Town.

Project upgrading Ha Dong Town and Son Tay Town from third-tier cities to Ha Dong City and Son Tay City respectively; upgrade Xuan Mai Township to a township under the Province.

Develop townships, market towns, and rural residential points.

Develop industrial zones and clusters of industrial points in conjunction with urbanization processes and rural urban development.

b) Agricultural and Rural Space

Form high-tech agricultural zones in the peripheral areas of urban areas and near the Hanoi agricultural belt.

Leverage the advantage of diverse terrain to create a variety of agricultural products and specialized production.

Concentrated production areas:

- High-yield and specialty rice zones in southern-eastern counties like Thanh Oai, Thuong Tin, Phu Xuyen.

- Peanut and soybean zones for export processing industries, with oil pressing factories in Xuan Mai and soybean processing plants in Phu Xuyen, etc.

- Tea zones in Ba Vi, Chuong My, Thach That.

- Mulberry zones for silkworm breeding in communes along the Day River.

- Super meat cattle and dairy cow breeding zones in Ba Vi and northern counties of the Province.

c) Cultural and Tourism Space

- Ha Dong Cluster and surroundings: focus on developing main products such as entertainment services, trade, cultural tourism, village craft tourism, city tours, etc. Develop products like shopping tourism, conference tourism, river Nhu tourism, recreational tourism, parks, sports tourism, etc.

- Ba Vi - Son Tay Cluster: focus on developing eco-tourism and natural tourism, combining the exploitation of cultural and historical values in the Son Tay area.

- Huong Son - Quan Son Cluster: exploit festival tourism combined with eco-tourism.

8. Main Solutions

a) Building Strong Local Governments

Accelerate the administrative reform process, enhance the capacity of cadres and civil servants, and clearly define the authority among agencies at different levels; strengthen administrative discipline, combat bureaucracy, corruption, and waste while ensuring the democratic rights of the people. This is an important solution to improve the effectiveness of economic and social management at all levels and agencies, creating a favorable environment to attract resources for development investment.

b) Mobilizing investment capital

Investment capital mobilization policies must be specifically designed and attractive for each project, focusing on attracting foreign direct investment (including ODA, FDI, and other sources); at the same time, intensify the promotion of investment encouragement policies to attract domestic capital; pay attention to land fund utilization policies to mobilize capital effectively. Along with efforts to allocate investment funds from the state budget, it is necessary to promote the attraction of resources from enterprises through forms such as shareholding, contracting, selling, and leasing enterprises; focus on developing the financial market; accelerate socialization in healthcare, education, culture-sports, etc.

c) Coordinating development between Ha Tay and Hanoi and other provinces and cities in the region.

d) Developing science and technology.

đ) Implement appropriate measures to encourage and support non-state economy.

e) Developing markets.

g) Developing human resources to meet development requirements.

Continue to thoroughly implement administrative reforms in a transparent manner, creating the best conditions for all economic sectors to participate in development investment.

i) Propose a list of priority research and investment projects (see attached annex).

9. Implementation organization of the planning

- After the Planning is approved, it is necessary to publicize, promote, and attract the attention of the entire population and investors both domestically and internationally to mobilize all resources to participate in implementing the Planning. At the same time, review and develop new sectoral and detailed development plans.

- Develop action programs and development programs for each period according to the orientation of the Planning. Study and issue mechanisms and policies for development within the scope of authority or submit them to competent authorities for issuance. Implement the Planning through five-year and annual socio-economic development plans.

- Supervise and inspect the implementation of development investments according to the Planning. Strengthen the responsibility of all levels, sectors, and localities in implementing the Planning. At the end of each planning period, organize an evaluation of the implementation situation, supplement and adjust goals to suit actual circumstances.

Article 2. Assign the People's Committee of Ha Tay Province to base on the economic and social development objectives, tasks, and directions set out in this Planning, coordinate with relevant ministries and sectors to guide the establishment, approval, and implementation of the following contents in accordance with regulations:

- Comprehensive planning for economic and social development at the district level; planning for the development of urban systems and residential areas; construction planning; land use planning and plans; planning for the development of industries and fields, etc., to ensure overall and synchronized development.

- Study and build, issue according to the scope of authority or submit to competent state agencies for issuance some mechanisms and policies suitable for the development requirements of the Province in each stage to attract and mobilize resources to implement the Planning.

Article 3. Assign relevant ministries and sectors to support the People's Committee of Ha Tay Province in researching and establishing the above-mentioned plans; study and build and submit to competent state agencies for issuance some mechanisms and policies suitable for the economic and social development requirements of the Province in each stage to effectively mobilize and utilize resources, encourage and attract investment, etc., to ensure the good implementation of the economic and social development objectives, tasks, and directions set out in the Planning. Accelerate the implementation of investment in large-scale and important projects for the development of the Province that have been decided upon. Study and consider adjustments and supplements to industry development plans and investment plans for related projects proposed to be invested in the Planning.

Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 5. The Chairman of the People's Committee of Ha Tay Province, Ministers, Heads of ministerial-level agencies, and Heads of agencies under the Government are responsible for implementing this Decision./.
