Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the Conclusion, Ratification, and Implementation of International Treaties dated June 14, 2005;
At the proposal of the Minister of Science and Technology,
DECISION:
Article 1. Approve the Science and Technology Cooperation Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Panama signed in Hanoi on November 5, 2007.
Article 2. The Ministry of Foreign Affairs shall handle diplomatic procedures for the approval and notify domestic agencies of the date when the Agreement takes effect.
Article 3. The Ministry of Science and Technology shall take the lead and coordinate with relevant agencies to implement the Agreement./.
