Guidelines for implementing standardsof material logistics for active-duty military personnel

Pursuant to Decree No. 123/2003/NĐ-CP dated October 22, 2003 of the Government stipulating standards of material logistics for active-duty military personnel;

Pursuant to Decree No. 65/2009/NĐ-CP dated July 31, 2009 of the Government amending and supplementing certain provisions of Decree No. 123/2003/NĐ-CP dated October 22, 2003 stipulating standards of material logistics for active-duty military personnel;

The Ministry of National Defense, the Ministry of Finance, and the Ministry of Planning and Investment provide guidelines on the food standards for non-commissioned officers and soldiers of the infantry and the progress in implementing certain material logistics standards for active-duty military personnel as follows:

Article 1. Food Standards for Non-Commissioned Officers and Infantry Soldiers

Article 2. Progress in Implementing Material Logistics Standards

1. Based on the provisions of Decree No. 123/2003/NĐ-CP dated October 22, 2003 of the Government stipulating standards of material logistics for active-duty military personnel, Decree No. 65/2009/NĐ-CP dated July 31, 2009 of the Government amending and supplementing certain provisions of Decree No. 123/2003/NĐ-CP dated October 22, 2003 stipulating standards of material logistics for active-duty military personnel, and the guidelines provided in this Circular, the Ministry of Finance and the Ministry of Planning and Investment will develop plans to ensure additional budgetary funding for the Ministry of National Defense to implement material logistics standards according to the following schedule:

a) From 2011 to 2015, additional budgets will be supplemented to cover price increases for food and ensure sufficient food expenses according to the specified standards, quantities, and nutritional ratios for the relevant groups.

b) In 2010, additional budgets will be supplemented for the following standards: Military uniforms at 81%; Combat and field training equipment at 67%; Medicines, bandages, chemicals at 63%; Medical equipment at 44%; Medical cloth equipment at 70%; Sanitation expenses at 70%; Electricity for living, working, and other tasks at 95%; Clean water at 85%.

c) In 2011, additional budgets will be supplemented for the following standards: Military uniforms at 92%; Combat and field training equipment at 73%; Medicines, bandages, chemicals at 100%; Medical equipment at 54%; Medical cloth equipment at 87%; Sanitation expenses at 90%; Electricity for living, working, and other tasks at 100%; Clean water at 95%.

Starting from 2011, the budget for repairing electrical and water facilities will be guaranteed at 15% of the budget for electricity and clean water.

d) In 2012, additional budgets will be supplemented for the following standards: Military uniforms at 95%; Combat and field training equipment at 81%; Medical equipment at 66%; Medical cloth equipment at 100%; Sanitation expenses at 100%; Clean water at 100%.

e) In 2013, additional budgets will be supplemented for the following standards: Military uniforms at 100%; Combat and field training equipment at 90%; Medical equipment at 79%.

f) In 2014, additional budgets will be supplemented for the following standards: Combat and field training equipment at 96%; Medical equipment at 90%.

g) In 2015, the full additional budget will be supplemented for the standards of combat and field training equipment and medical equipment.

h) From 2010 to 2015, the standard for additional kitchen utensils and equipment will be implemented according to Decree No. 65/2009/NĐ-CP and the Decision of the Minister of National Defense.

i) From 2010 to 2017 (8 years), the budget will gradually increase (including regular defense budget, concentrated construction investment budget, funds from land and building conversion and construction projects, and other sources) to meet the standards for living, working, and public activity areas and some auxiliary facilities in military camps.

k) From 2010 to 2024 (15 years), the budget will gradually increase (by 5.7% to 8.6% annually) to fully meet the standards for Group 1 equipment (Medical Service Department) ambulances by 2024.

l) From 2011 to 2015 (5 years), the budget will be ensured to meet the standards for laboratory testing vehicles.

m) From 2011 to 2020 (10 years), the budget will be ensured to meet the standards for disinfection and decontamination vehicles (DDA).

n) From 2010 to 2024 (15 years), the budget will be ensured to meet the standards for protective equipment against chemical, biological, and nuclear weapons.

2. Based on the progress and annual budget guarantee plan, the Ministry of National Defense will specify the implementation details within the military and instruct relevant agencies and units to promptly ensure the standards and regulations for the relevant groups and units.

For standards and quotas stipulated in monetary terms, when market prices fluctuate upwards, the Minister of National Defense will adjust accordingly and notify the Ministry of Finance and the Ministry of Planning and Investment to timely supplement the budget.

Article 3. Effectiveness

1. This Circular takes effect 45 days from the date of signature and replaces Circular Joint No. 74/2006/TTLT-BQP-BTC-BKH&ĐT dated April 21, 2006 of the Ministry of National Defense - Ministry of Finance - Ministry of Planning and Investment guiding the implementation of Decree No. 123/2003/NĐ-CP dated October 22, 2003 of the Government stipulating standards of material logistics for active-duty military personnel.

2. During the implementation process, if there are any difficulties, agencies and units should promptly report to the Ministry of National Defense for unified resolution with the Ministry of Finance and the Ministry of Planning and Investment.
