CIRCULAR

Issuing regulations on fee standards for importing and exporting state food reserves at the State Reserve warehouse gate

Pursuant to Decree No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly on national reserve;

Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance,

The Ministry of Finance hereby stipulates the fee standards for importing and exporting state food reserves at the State Reserve warehouse gate as follows:

Article 1. This Circular issues a system of fee standard item lists for importing and exporting state food reserves at the State Reserve warehouse gate.

Article 2. These standards are established based on the fourth quarter 2008 unit prices, serving as a basis for building and implementing plans for importing and exporting state food reserves in 2009. From 2010 to 2011, the annual plan import and export fee standards will be adjusted according to the average price increase or decrease index of products, goods, and services published by the General Statistics Office.

Article 3. The Director of the State Reserve General Department shall guide and organize implementation based on the fee standards for importing and exporting set out in this Circular and the provisions of Decision No. 21/2006/QĐ-BTC dated April 3, 2006 of the Minister of Finance on the regulation for establishing, issuing, and managing storage cost standards for national reserve goods, without exceeding the prescribed standards.

Article 4. This Circular takes effect 45 days from the date of signature. Decree No. 2908/QĐ-BTC dated September 25, 2003 on the level of fees for buying and selling national food reserves is hereby repealed. The Director of the State Reserve General Department, the Director of the Ministry of Finance's Office, and the heads of units related to state reserve management are responsible for organizing its implementation./.
