RESOLUTION

On Adjusting and Supplementing the State Budget Estimate for 2025

OF THE NATIONAL ASSEMBLY

On the basis of the Constitution of the Socialist Republic of Vietnam;

Based on the Law on State Budget No. 83/2015/QH13, which has been amended and supplemented by certain articles pursuant to Law No. 59/2020/QH14 and Law No. 56/2024/QH15;

Considering the Memorandum No. 291/TTr-CP dated May 2, 2025, Report No. 292/BC-CP dated May 2, 2025, Supplementary Memorandum No. 444/TTr-CP dated May 16, 2025, of the Government; the Audit Report No. 308/BC-UBKTTC dated May 4, 2025, and Supplementary Audit Report No. 389/BC-UBKTTC15 dated May 17, 2025, of the Economic and Financial Committee of the National Assembly, and the opinions of National Assembly deputies,

RESOLUTION:

Article 1.

Adjusting and supplementing the central state budget estimate for 2025 to pay benefits and policies for cadres, civil servants, public officials, and workers when implementing organizational restructuring as stipulated in Decree No. 178/2024/NĐ-CP dated December 31, 2024 and Decree No. 67/2025/NĐ-CP dated March 15, 2025 of the Government, under the mechanism for salary reform, specifically:

1. Utilizing the salary reform fund to adjust the base salary level for 2024 of the central state budget surplus transferred to 2025, amounting to 15.710 billion VND, for the Government to supplement the budget for ministries, central agencies, and localities to perform their tasks.

2. Supplementing the central state budget revenue estimate for 2025 with 28.290 billion VND from the central state budget's salary reform accumulation fund, while simultaneously supplementing the corresponding central state budget expenditure estimate for 2025 for the Government to supplement the budget for ministries, central agencies, and localities to perform their tasks.

3. In cases where the required funds exceed the total amount specified in Clause 1 and Clause 2 of this Article, allowing the Government to use the central state budget's salary reform accumulation fund to implement.

Article 2.

Transferring 6.623 billion VND of the central state budget's regular expenditure estimate for 2024 that remains unallocated to 2025 to implement free education policies and carry out tasks arising from organizational restructuring approved by competent authorities (excluding payments for benefits and policies for cadres, civil servants, public officials, and workers).

Article 3.

Allocating the state budget for 2025 for science, technology, innovation, and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, Notification No. 01-TB/BCĐTW dated January 22, 2025, and Notification No. 03-TB/BCĐTW dated March 6, 2025 of the Central Steering Committee on the notification of the General Secretary To Lam's conclusion on developing science, technology, innovation, and digital transformation.

In cases where, after using the increased central state budget revenue for 2024 according to the decision of the Standing Committee of the National Assembly but still failing to ensure at least 3% allocation of the state budget for 2025 for the tasks stipulated in this Article, allowing the Government to adjust and rearrange within the scope of the unallocated central state budget estimates for 2025 to implement.

Article 4.

Entrusting the Government to promptly organize implementation, ensuring compliance with policies, systems, standards, and expenditure quotas, achieving the intended purpose, being economical and effective, avoiding loss and waste, adhering to the provisions of the Law on State Budget, laws on science, technology, innovation, and digital transformation, relevant laws, and reporting to the National Assembly at the 10th session of the 15th National Assembly, and in the supplementary report on the results of state budget implementation in 2025.

Article 5.

The Standing Committee of the National Assembly, the Economic and Financial Committee, the Ethnic Council, and other Committees of the National Assembly, Delegations of National Assembly Deputies, National Assembly deputies, the Vietnam Fatherland Front, and its member organizations, within the scope of their duties and powers, supervise the implementation of this Resolution.

3. The State Audit Organization, within its respective duties and powers, shall audit the implementation of this Resolution to ensure compliance with the law.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, at the 9th session on May 17, 2025.
