Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Considering the proposal of the Director of the Industrial Safety Technology Department (Proposal No. 298/TTr-KTAT dated September 24, 2003);
At the suggestion of the Director of the Department of Organization and Cadres,
DECISION:
Article 1. The Industrial Safety Technical Support Center (hereinafter referred to as the Center) is a service unit under the Industrial Safety Technology Department.
Article 2. The Center has legal personality, is entitled to open an account at the State Bank, and has its own seal for operation and transactions in accordance with the provisions of the law.
International trade name: The Industrial Security Technical Aid Centre; abbreviated: ISTC. Main office address: No. 54 Hai Ba Trung Street, Hoan Kiem District, Hanoi City;
Article 3. The Center shall perform the following tasks and powers:
1. Providing services and technical support advice for industrial safety for public institutions and enterprises in all economic sectors.
2. Consulting services for investment, technology transfer, including: preparing feasibility study reports, detailed feasibility study reports, design, installation, repair, calibration, construction supervision, operation, and supply of spare parts and equipment according to the requirements of agencies and enterprises.
3. Performing advisory activities on technical inspection in the manufacture and installation of machines, equipment, materials, and other substances with strict requirements for labor safety and special technical safety equipment in the industry according to the requirements of agencies and enterprises.
4. Developing cooperative and economic linkages with agencies, organizations, and individuals both within and outside the industry regarding research and application of science and technology in the field of industrial safety technology and industrial environment in accordance with the provisions of the law.
5. Organizing training and upgrading on industrial safety techniques for management staff and technical workers of the Center and other agencies and enterprises that have needs.
6. Managing organization, staffing, and assets assigned in accordance with the provisions of the law and the
Article 4. The organizational structure of the Center includes:
1. Leadership:
a) Director,
b) Deputy Directors, the Director of the Center is responsible to the Director of the Industrial Safety Technology Department for all activities of the Center. Deputy Directors assist in managing specific areas of work as assigned by the Director. The Director of the Industrial Safety Technology Department is authorized to approve the regulations on organization and operation, appoint and relieve the Director and Deputy Directors of the Center.
2. The administrative support staff of the Center's Director includes:
a) A number of specialized or business departments,
b) Experimental production workshops, product display stores. Heads and Deputy Heads of Departments, Store Managers, Workshop Managers are appointed and relieved by the Center's Director. The Director of the Center is responsible for defining functions, tasks, and arranging and deploying personnel to ensure efficiency and streamlined operations.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette and replaces Decision No. 72/1998/QĐ-BCN dated October 27, 1998 of the Minister of Industry.
The Head of the Ministry's Office, the Inspector General, Heads of Departments, Directors of Departments, Heads of agencies and units under the Ministry, and the Director of the Industrial Safety Technical Support Center are responsible for implementing this Decision./.
