Technical Safety Inspection Procedures for various types of missile elevating and transporting vehicle systems used in the Ministry of National Defense (Safety Inspection Procedure 01:2017/BQP) were compiled by the General Department of Technology and promulgated by the Minister of National Defense along with Circular No. 197/2017/TT-BQP dated August 22, 2017.

Missile Elevating and Transporting Vehicle System.

1. SCOPE AND APPLICABLE SUBJECTS
1.1. Scope of Application
This technical safety inspection procedure applies to initial technical safety inspections, periodic technical safety inspections, and extraordinary technical safety inspections for missile elevating and transporting vehicle systems listed in the Catalogue of Machinery, Equipment, and Materials with Strict Requirements for Military Labor Safety issued by the Ministry of National Defense.
Based on this procedure, technical safety inspectors and inspectors within the Ministry of National Defense shall directly apply it or may develop detailed procedures for each type of missile elevating and transporting vehicle system without contravening the provisions of this procedure. Management agencies, units, enterprises, organizations, and individuals managing and using missile elevating and transporting vehicle systems are responsible for coordinating with inspection units and inspectors in accordance with the law.
1.2. Applicability
- Agencies, units, enterprises, organizations, and individuals managing and using missile elevating and transporting vehicle systems within the Ministry of National Defense (collectively referred to as the facility);
- Relevant state management agencies.

2. TYPES OF INSPECTIONS
The technical safety inspection procedures for missile elevating and transporting vehicle systems must be fully implemented in the following cases:

4. TERMS AND DEFINITIONS
The inspection of technical safety criteria for missile elevating and transporting vehicle systems can follow other standards when requested by the user or manufacturer, provided that such standards have technical safety criteria equal to or higher than those specified in the national standards cited in this procedure.
4. TERMINOLOGY AND DEFINITIONS
This procedure uses the terminology and definitions in the referenced documents and some terms and definitions in this procedure are understood as follows:
4.1. Missile Elevating and Transporting Vehicle System is a device used to lift and transport missiles during inspection and synchronization processes. The system includes: lifting mechanism, clamping, and moving the missile onto and off the vehicle through a winch using cables.
4.2. Initial Technical Safety Inspection is an activity to assess the technical safety condition of the missile elevating and transporting vehicle system according to technical safety standards when installed, before its first use.
4.3. Periodic Technical Safety Inspection is an activity to assess the technical safety condition of the missile elevating and transporting vehicle system according to technical safety standards when the previous inspection period has expired.
4.4. Extraordinary Technical Safety Inspection is an activity to assess the technical safety condition of the missile elevating and transporting vehicle system according to technical safety standards when:
- After repair, upgrade, or improvement affecting the technical safety condition of the missile elevating and transporting vehicle system;
- After changing the installation location;
- When requested by the facility or competent authority.
5. INSPECTION STEPS
When conducting technical safety inspections of missile elevating and transporting vehicle systems, the following steps must be carried out sequentially:
Step 1. Review documentation and history
Step 2. External Technical Inspection
Step 3. Technical inspection - No-load test
Step 4. Load testing modes - Testing methods
Step 5. Processing inspection results.
Note: Subsequent inspection steps can only proceed if the results of the previous step meet the requirements. All inspection results from each step must be fully recorded in the field record sheet according to the model prescribed in Appendix I and retained fully at the inspection organization.
6. INSPECTION EQUIPMENT
6.1. Equipment and tools for examination:

- A magnifying glass with appropriate magnification;

- Mechanical measuring tools: length measurement, diameter measurement, gap measurement.
- Load testing weighing device (force gauge).
6.3. Measuring equipment

- Distance measuring equipment;
- Longitudinal speed and rotational speed measuring equipment;
- Insulation resistance measuring equipment;
- Steel cable quality testing equipment;
- Thickness measurement and weld quality testing equipment;
7. INSPECTION CONDITIONS
7. INSPECTION CONDITIONS
When conducting technical safety inspections of missile elevating and transporting vehicle systems, the following conditions must be met:
7.1. The missile elevating and transporting vehicle system must be in a state ready for inspection.
7.2. The technical documentation of the missile elevating and transporting vehicle system must be complete as required.
7.4. Inspection equipment and tools must be complete and suitable for the object being inspected.
7.5. Safety and labor hygiene conditions must be met to operate cables and cranes.
7.5. The safety and hygiene conditions for operating the missile transfer vehicle must be met.
8. PREPARATION FOR INSPECTION
8.1. Unify the inspection plan, preparation work, and coordination among the inspection management unit and the user of the missile transfer vehicle, including the following contents:
8.1.1. Prepare the documentation of the missile transfer vehicle according to the manufacturer's regulations;
8.1.2. Clean the missile transfer vehicle according to the manufacturer's regulations;
8.1.3. Prepare human resources and materials for the inspection; appoint personnel to participate in and witness the inspection;
8.2. Checking Documentation and History
Based on the inspection format to check and review the following documents:
8.2.1. For initial inspection:
- The history and technical documentation of the missile transfer vehicle (evaluated according to the provisions at 1.3.2, 3.5.1.5 QCVN 07:2012/BLĐTBXH and 1.4 TCVN 4244:2005) including:
+ Brake structure drawings - Technical requirements;
+ Operating procedures.
- Check the documentation of the missile transfer vehicle:
+ Calculations of the strength of load-bearing parts (if applicable);
+ Manufacturing drawings with all key dimensions fully recorded;
+ Operation, maintenance, and repair instructions;
- Factory release documentation of the missile transfer vehicle (if available);
+ Certificates regarding metal manufacturing and welding (according to the provisions at 3.1.2 TCVN 4244:2005);
+ Weld quality inspection results (according to the provisions at 3.3.4 TCVN 4244:2005);
+ Factory acceptance test records.
- Installation documentation of the missile transfer vehicle;
- Conformity certification issued by the designated organization (if available);
- History, inspection report, and previous inspection result sheet;
- History and technical documentation of the missile transfer vehicle as in the initial inspection;
- Management, usage, operation, maintenance documentation, and results of previous inspections; inspection and supervision reports (if available).
- In case of repair or renovation: Design documentation for repair and renovation, acceptance records after repair and renovation of cables and cranes;
- History and technical documentation of the missile transfer vehicle (for equipment that has been modified or repaired, additional design modification and repair documentation and technical acceptance records are required);
- Management, usage, operation, maintenance documentation, and results of previous inspections;
The inspection and evaluation of documentation, history of cables and cranes must meet the requirements and comply with the provisions in Section 8.2 of this procedure. If not, the facility must take corrective measures.
Evaluation:
The inspection and review of the documentation and history of the missile transfer vehicle meet the requirements when they are complete and comply with the provisions at Article 8.2 of this procedure. In case of non-compliance, the entity must take corrective measures.
8.4. Develop and unify the implementation of safety measures with the facility before inspection. Equip sufficient personal protective equipment to ensure safety during the inspection.
9. CONDUCTING INSPECTION
9. PERFORM INSPECTION
When performing the inspection of the missile transfer vehicle, it must follow the sequence below:
9.1. External Technical Inspection
9.1.1. Inspect the location of the equipment placement, protective barriers, distances, and obstacles that need attention throughout the inspection process;
9.1.2. Inspect the compatibility and synchronization of the equipment components with the documentation and history;
9.1.3. Examine sequentially and comprehensively all mechanisms and parts of the equipment, particularly focusing on the condition of the following parts:
- Metal structure of the equipment: Important welds, bolted joints (if applicable), and other joints performed according to the provisions in Appendix 6 TCVN 4244:2005;
- Hooks and hook-related parts according to the provisions in Appendices 13A, 13B, 13C TCVN 4244:2005;
- Cables and cable-fixing parts according to the manufacturer's requirements or the provisions in Appendices 18C and 21 TCVN 4244:2005;
- Pulleys, shafts, and parts fixing pulley shafts according to the provisions in Appendices 19A, 20A, 20B TCVN 4244:2005;
- Safety devices (load limiters, height limiters, lift and lower limiters, and other limiters);
- Braking mechanisms.
Evaluation:
The external technical inspection results of the missile transfer vehicle meet the requirements when no damage or defects affecting the mechanisms, parts, and components of the equipment are found and comply with the requirements specified in Article 9.1 of this procedure.
9.2. Technical Inspection - No-load Test
9.2.1. Conduct unloaded tests of the mechanisms and systems according to the provisions at 4.3.2 TCVN 4244:2005, including:
- Hoisting and lowering hooks, hoisting and lowering frames, rotating mechanisms, and moving mechanisms;
- Safety devices: Hook hoisting control, frame hoisting control, overload limiting system at various positions (if applicable);
- Brakes and retarders for hoisting and lowering mechanisms, frame movement, and hook movement;
- Control devices;
- These tests must be conducted not less than three times.
Evaluation:
The technical inspection and unloaded test results of the missile transfer vehicle meet the requirements when the mechanisms and safety devices operate correctly according to their design specifications during testing.
9.3. Load testing methods
9.3.1. Static load testing:
- Test load: 150% SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the equipment;
- During lifting, check the operation of the system at various positions. The clamping device must operate safely;
- Suspend the load sequentially at the two smallest and largest reach positions according to the equipment's load characteristics and perform according to the provisions at 4.3.2 TCVN 4244:2005.
Evaluation:
The static load testing results of the missile transfer vehicle meet the requirements when, during the 10-minute load test, there are no cracks, permanent deformations, or other damages, and comply with the provisions at 4.3.2 TCVN 4244:2005.
9.3.2. Dynamic load testing:
- Test load: 125% SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the equipment;
- Suspend the load sequentially at the two smallest and largest reach positions according to the equipment's load characteristics and perform according to the provisions at 4.3.2 TCVN 4244:2005.
Evaluation:
The dynamic load testing results of the missile transfer vehicle meet the requirements when, during the load test, there is no slippage, and after unloading, there are no cracks, permanent deformations, or other damages, and comply with the provisions at 4.3.2 and 4.3.3 TCVN 4244:2005.
10. PROCESSING INSPECTION RESULTS
10.1. Prepare an inspection report with all contents according to the model prescribed in Appendix II attached to this procedure. The report must clearly record all contents and standards applied during the inspection, including any higher safety standards requested by the equipment owner for inspection compared to the standards stipulated in Articles 3 of this procedure (when the equipment is manufactured according to these standards and corresponding safety criteria).
10.2. Approve the inspection report
The minimum participants required to approve the inspection report must include the following members:
- A representative of the facility or a person authorized by the facility;
- A person assigned to participate and witness the inspection;
- Inspector conducting the inspection.
When the record is approved, the inspector, the witness to the inspection, the representative of the facility, or the person authorized by the facility shall sign and stamp (if any) on the record. The inspection record shall be made in two (02) copies, each party responsible for keeping one copy.
10.3. Summarize the inspection results in the vehicle's technical history (clearly state the inspector's full name, date of inspection, applicable standards).
10.4. Affix the inspection seal: When the inspection results of the vehicle meet the safety technical requirements, the inspector shall affix the inspection seal to the equipment (the inspection seal model in accordance with the regulations of the Ministry of National Defense). The inspection seal shall be affixed in a visible location.
10.5. Issue the Certificate of Inspection Results
10.5.1. When the inspection results of the vehicle meet the safety technical requirements, the inspection unit shall issue a certificate of inspection results to the vehicle within five working days from the date of approval of the inspection record at the facility.
10.5.2. When the inspection results of the vehicle do not meet the requirements, only steps specified in 9.1 and 9.2 shall be carried out; provide the facility with the inspection record, clearly stating the reasons why the equipment does not meet the inspection requirements, recommendations for the facility to rectify the issues, and the deadlines for implementing these recommendations; simultaneously send the inspection record and notification to the labor safety management authority under the direct management of the Ministry of National Defense overseeing the unit with the inspected equipment.
11. INSPECTION PERIOD
11.1. The periodic inspection cycle for the vehicles is two years. For vehicles that have been in use for over ten years, the periodic inspection cycle is one year.
11.2. In cases where the manufacturer or the user requests a shorter inspection period, it shall be carried out according to the request of the manufacturer or the user.
11.3. When shortening the inspection period, the inspector must clearly state the reasons in the inspection record.
11.4. When the inspection period is defined in national technical standards, it shall be carried out according to the provisions of those standards.
11.5. In cases requiring irregular inspections, follow the provisions in Clause 4.4 of this procedure./.
