DECISION OF THE MINISTER OF TRANSPORT

On the tasks, powers, and organizational structure of Ho Chi Minh City University of Transportation

 

THE MINISTER OF TRANSPORTATION

Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 43/2000/ND-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 66/2001/QD-TTg dated April 26, 2001 of the Prime Minister on the establishment of Ho Chi Minh City University of Transportation;

Considering the proposal of the Director of the Personnel and Labor Department;

 

DECISION:

Article 1. Transfer the Ho Chi Minh City branch of the Maritime University (including: organization, civil servants, staff members, headquarters, assets, materials, capital...) to Ho Chi Minh City University of Transportation.

Article 2. Ho Chi Minh City University of Transportation (hereinafter referred to as the university) is a higher education institution under the Ministry of Transport with the following tasks and powers:

1. Training cadres at bachelor's, graduate, postgraduate levels (when permitted by competent authorities), college level in the field of transportation and related fields;

2. Developing long-term plans, five-year plans, and annual plans for training scientific and technical personnel in the field of maritime, road, railway, inland waterway, and civil aviation transportation;

3. Organizing the development of training programs, teaching schedules, and study plans for the university's training programs based on the framework programs issued by the Ministry of Education and Training. Organizing the compilation, review, and examination of textbooks according to specialties and teaching and learning materials of the university;

4. Organizing admissions in accordance with the regulations of the Ministry of Education and Training;

5. Conducting training activities within the scope of professions, training levels, admission quotas, and training methods as prescribed by the Ministry of Education and Training. Organizing examinations, evaluations, graduation recognition, and issuance of graduation certificates for those trained at the university in accordance with the regulations of the Ministry of Education and Training;

Continuously improving training objectives, contents, and methods to meet the increasingly high requirements of industrialization and modernization of the transportation industry, gradually integrating regionally and internationally;

6. Organizing the upgrading, training, and retraining of scientific and technical personnel in the transportation industry and lecturers of the university to enhance their professional expertise;

7. Organizing courses to update knowledge, improve qualifications, and vocational training for officers, seafarers, issuing certificates in accordance with international conventions and IMO regulations;

8. Implementing research programs, topics, and projects applying science and technology; transferring technology and information; providing scientific and technological consulting services;

9. Cooperating, joint venturing, and linking with domestic and international organizations in education and scientific research; implementing production-oriented scientific projects to apply new technologies, projects to enhance teacher capacity, strengthen material infrastructure; organizing international conferences, seminars, and exhibitions in accordance with the law;

10. Submitting to competent authorities for approval or establishing and directly managing organizations under the university; submitting to competent authorities for appointment of officials and state positions; appointing officials, accepting civil servants, and staff members in accordance with state regulations and the delegation of the Ministry of Transport;

11. Managing financial resources; developing and implementing revenue and expenditure plans; managing the university's physical facilities and equipment in accordance with the law;

12. Enjoying benefits for universities as stipulated by current regulations;

13. Organizing inspections and audits of the university's activities and performing other tasks as prescribed by law.

Article 3. The school is organized to train the following majors:

+ Marine vessel control;

+ Utilization and exploitation of marine vessel machinery;

+ Shipboard electrical engineering (electrical usage);

+ Marine vessel machinery;

+ Ship hull design and floating structures;

+ Telecommunications electronics (radio communication);

+ Electrical and electronic engineering;

+ Information technology (computing);

+ Radio communication and telecommunications;

+ Hydraulic engineering;

+ Maritime safety assurance;

+ Bridge, road, tunnel, and airport construction;

+ Mechanization of loading and unloading;

+ Mechanical engineering for locomotives, carriages, automobiles, construction machinery, and loading/unloading equipment;

+ Technical traffic control;

+ Road, railway, inland waterway, and air transport economics;

+ Marine transport economics;

+ Construction economics;

+ Business management in transportation and logistics.

Article 4. Scale of training:

1. Period 2000 - 2005: 1,500 students/year (7,500 students/cycle);

2. Period 2005 - 2010: 2,000 students/year (10,000 students/cycle).

3. Training duration according to regulations of the Ministry of Education and Training.

Article 5. Organizational structure of the school:

1. Board of Directors: President and Vice Presidents assisting the President.

2. Scientific and Training Council, other advisory councils.

3. Functional Departments:

- Training Department;

- Department of Organization and Personnel;

- Student Management Department;

- General Administrative Department;

- Science and Technology Department;

- External Relations, Research, and Development Department;

The Representative Office operates under a system combining sections and some online specialists.

- Political Work Department;

- Dormitory Management Department;

- Security Department;

- Health Station;

- Project Management Board.

4. Specialized Departments:

- Marine Department;

- Marine Machinery Department;

- Shipbuilding and Floating Structures Department;

- Electrical Engineering Department;

- Electronics and Telecommunications Department;

- Civil Engineering Department;

- Information Technology Department;

- Mechanical Engineering Department;

- Transport Economics Department.

5. Common Departments:

- Basic Sciences Department;

- Political Theory Education Department;

- Foreign Language Department;

- Part-time Studies Department;

- Postgraduate Studies Department;

- Library;

- Practical Workshop.

6. Affiliated Units:

- Transportation and Logistics Science and Technology Consulting and Application Company (based on the merger of the Marine Science and Technology Consulting and Service Center established by Decision No. 381QĐ/TCCB-LĐ dated February 26, 1997, and the Marine Science and Technology Consulting and Application Company established by Decision No. 2294/1999/QĐ-BGTVT dated September 3, 1999, both issued by the Minister of the Ministry of Transport);

- Seafarer Training Center (based on renaming the Seafarer Training Center II established by Decision No. 491/TCCB-LĐ dated September 1, 1993, issued by the Minister of the Ministry of Transport);

- Transportation and Logistics Training and Skill Enhancement Center (based on renaming the Vung Tau Training and Instruction Center established by Decision No. 395/QĐ-TCCB-LĐ dated March 18, 1994, issued by the Minister of the Ministry of Transport). Main office located in Ho Chi Minh City with branches in Da Nang, Vung Tau, and Can Tho;

- Student Services Center.

Article 6. Establishment and Staff

1. The school's establishment belongs to the educational service establishment quota built by the President, submitted to the Ministry of Transport for review and allocation annually.

2. The President is the highest person responsible in the school. The President is appointed and relieved of duty by the Minister of the Ministry of Transport. Vice Presidents are appointed and relieved of duty by the Minister of the Ministry of Transport upon the recommendation of the President. Other positions are appointed and relieved of duty by the President according to the classification of the Minister of the Ministry of Transport.

Article 7. The President of Ho Chi Minh City University of Transport is responsible for drafting the Charter of the organization and operation of the school, to be promulgated by the Minister of the Ministry of Transport.

Article 8. All previous regulations of the Ministry of Transport that contradict this decision are abolished.

Director of the Ministry's Office; Head of the Cadre and Labor Organization Department; Presidents of the University of Marine Transport and Ho Chi Minh City University of Transport; Heads of units under the Ministry related to this decision are responsible for its implementation./.
