DIRECTIVE

On continuing to promote learning and following the moral example of President Ho Chi Minh

Implementing the Resolution of the 10th National Congress of the Party, the Politburo (10th tenure) issued Directive No. 06-CT/TW on November 7, 2006 regarding the organization of the movement "Learning and Following the Moral Example of President Ho Chi Minh" throughout the Party and society. In recent years, the movement has received positive responses and active participation from cadres, party members, and all strata of the people; it has achieved initial results, contributing to the successful implementation of the Resolution of the 10th National Congress of the Party. To continue promoting learning and following the moral example of President Ho Chi Minh in accordance with the spirit of the Resolution of the 11th National Congress of the Party, the Politburo issued Directive No. 03-CT/TW on May 14, 2011 on continuing to promote learning and following the moral example of President Ho Chi Minh.

Organizing learning and following the moral example of President Ho Chi Minh is a very important task, having profound theoretical and practical significance, fundamentally and enduringly linked to the cause of building and defending the country. To effectively implement Directive No. 03-CT/TW of the Politburo, the Prime Minister requests that the Ministers of the Ministries, Heads of agencies equivalent to ministries, and Heads of government-affiliated agencies, and Chairpersons of provincial People's Committees under the central government implement the following tasks:

1. Focus on directing and continue to effectively organize the implementation, further promoting learning and following the moral example of President Ho Chi Minh within ministries, sectors, agencies, units, and localities in accordance with the spirit of Directive No. 03-CT/TW dated May 14, 2011 of the Politburo, creating strong and extensive changes in self-cultivation, training, improving revolutionary morality, quality, and effectiveness of work, achieving high consensus in understanding and action, making learning and following the moral example of President Ho Chi Minh a daily routine task for each agency and unit, considering it a specific and practical responsibility of each individual and unit within their respective ministries, sectors, and localities.

- Lead and direct comprehensively and strictly, combining the organization of learning and following the moral example of President Ho Chi Minh with the organization and implementation of political tasks of the unit, promoting administrative reform, enhancing the efficiency of all activities, practicing thrift, combating waste, preventing and curbing corruption and embezzlement within the unit; actively innovating state management work, clearly defining the exemplary role of key leaders and heads, contributing to the vigorous development of the country's economic and social affairs in the coming period, successfully implementing the Resolution of the 11th National Congress of the Party;

- Ministries and sectors review, build, announce, and organize the implementation of ethical standards in all units under their jurisdiction nationwide. Establish exemplary models suitable for the characteristics of each ministry, sector, and locality. Use the results of learning and following the moral example of President Ho Chi Minh as one of the criteria for annual assessment, classification of cadres, civil servants, public officials, agencies, and units.

- All levels of government need to have effective mechanisms and measures to encourage the whole society to participate in learning and following the morals of Uncle Ho. Industries, mass organizations, economic and social organizations, and each unit have the responsibility to coordinate with Party organizations in implementing Directive No. 03-CT/TW of the Politburo with appropriate forms and contents, tailored to different groups, particularly focusing on youth education, young adults, teenagers, and children. Strengthen mass communication work, improve the quality and effectiveness of broadcasting programs and articles about learning and following the moral example of President Ho Chi Minh, and about good people and deeds.

- The results of learning and following the moral example of President Ho Chi Minh are evaluated every six months and annually in the assessment of the implementation of tasks by sectors, localities, and each unit.

2. The Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs take the initiative to coordinate with relevant ministries, sectors, and localities to direct and implement plans to educate ethical standards for students and pupils in universities, colleges, secondary vocational schools, and vocational training institutions; complete the compilation of curricula and textbooks on the ethics of President Ho Chi Minh to be included in teaching at all levels and stages of the national education system, and train and develop cadres, civil servants, and public officials according to unified guidance and plans.

3. The Ministry of Information and Communications takes the lead and coordinates with related agencies to guide and direct mass media organizations at central and local levels to strengthen communication work on the movement, promptly highlight good individuals and deeds, and criticize violations of ethical standards and lifestyles.

4. The Ministry of Home Affairs (Central Steering Committee for Commendation and Reward) is responsible for guiding the forms of commendation and recognition for collectives and individuals with outstanding achievements and exemplary models in learning and following the thoughts, moral examples, and style of President Ho Chi Minh.

5. Provincial People's Committees under the central government:

- Strengthen leadership and direction, ensuring consistency in all activities between governmental levels and Party committees and mass organizations to implement learning and following the moral example of President Ho Chi Minh.

- Identify and focus on resolving decisively pressing issues arising in their localities, especially those related to morality and the responsibilities of civil servants in subordinate units at the provincial, district, and commune levels.

- Regularly inspect and evaluate the results of learning and following the moral example of President Ho Chi Minh in their localities.

The Ministers of the Ministries, Heads of agencies equivalent to ministries, Heads of government-affiliated agencies, and Chairpersons of provincial People's Committees under the central government are responsible for enforcing this Directive.
