THE MINISTER OF FOREIGN AFFAIRS
− On the basis of Decree No. 82/CP dated November 10, 1993 of the Government on the tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
− On the basis of Decree No. 85/1998/NĐ-CP dated October 20, 1998 of the Government on the selection, utilization, and management of Vietnamese labor working for foreign organizations and individuals in Vietnam;
− At the proposal of the People's Committee of Da Nang City and the Da Nang Service Center for Diplomatic Affairs (SCEDFA);

Article 1: Delegates the Da Nang Service Center for Diplomatic Affairs (trading name SCEDFA) to perform the tasks of Labor Supply Organizations according to Decree No. 85/1998/NĐ-CP dated October 20, 1998 of the Government.
Article 2: The Da Nang Service Center for Diplomatic Affairs shall be responsible for:
- Selecting and supplying Vietnamese labor to work for the subjects specified in Clause 1, 2, and 3 of Article 2 of Decree No. 85/1998/NĐ-CP having their headquarters located within the territory of Da Nang City and the Central provinces from Quang Tri to Binh Thuan.
- Periodically compiling reports every six months and annually on the situation of selecting, supplying, and managing Vietnamese labor within the assigned territorial scope to the Consular Services Department for consolidation and reporting.
Article 3: This delegation decision takes effect from January 1, 1999. The Heads of the Ministry's Office, the Director of the Organization and Cadres Department, the Director of the Consular Services Department, and the Director of the Da Nang Service Center for Diplomatic Affairs are responsible for implementing this Decision./.
