Technical Safety Inspection Procedures for Various Types of Cables and Hoists Used in the Ministry of National Defense (QTKĐ 02:2017/BQP) were compiled by the General Department of Technology and promulgated by the Minister of National Defense through Circular No. 198/2017/TT-BQP dated August 22, 2017. 1. SCOPE AND OBJECTIVES
QTKĐ:0
This technical safety inspection procedure applies to initial technical safety inspections, periodic technical safety inspections, and unusual technical safety inspections for various types of cables and hoists belonging to the equipment sets: 3ɸ-24.40, 3ɸ-24.50, 3ɸ-10.36-04, ƃΦMИ 468929.058 (hereinafter referred to as cables and hoists) listed in the Catalogue of Machinery, Equipment, and Materials with Strict Requirements for Military Occupational Safety issued by the Ministry of National Defense.
1.1. Scope of Application
Based on this procedure, technical safety inspection units and inspectors within the Ministry of National Defense may directly apply it or develop detailed procedures for each type of cable and hoist without contravening this procedure. Relevant agencies, units, enterprises, and individuals managing and using these cables and hoists must cooperate with inspection units and inspectors according to the law.
- Agencies, units, enterprises, organizations, and individuals managing and using cables and hoists within the Ministry of National Defense (collectively referred to as facilities);
1.2. Applicability
- Technical safety inspection units and inspectors within the Ministry of National Defense;
- Relevant state management agencies.
2. FORMS OF INSPECTION
The technical safety inspection procedure for cables and hoists must be fully implemented in the following cases:
- Initial technical safety inspection before putting into use;
- Periodic technical safety inspection;
- Unusual technical safety inspection.
3. REFERENCED DOCUMENTS
Including national technical standards and regulations on safety as follows:- QCVN 7:2012/BLĐTBXH, National Standard on Occupational Safety for Lifting Equipment;
- QCVN 01:2011/BCT. National Standard on Safety in Underground Mining Operations;
- TCVN 4244:2005: Design, Manufacturing, and Technical Inspection of Lifting Equipment;
- TCVN 6997-2002: Calibration and Inspection of Shaft Loaders;
- TCVN 7550:2005. Steel Cables for Machine Bodies - Minimum Requirements;
- TCVN 6780-2:2009.
- TCVN 5207:1990: General Safety Requirements for Lifting Machines;
- TCVN 5864:1995. Lifting Equipment - Steel Cables, Drums, Pulleys, Chains, and Sprockets - Safety Requirements.
In cases where the national technical standards and national technical regulations cited in this inspection procedure are supplemented, amended, or replaced, they shall be applied according to the latest document.
Inspections of technical safety criteria for cables and hoists can follow other standards when requested by the user or manufacturer, provided that such standards have technical safety criteria equal to or higher than those specified in the national standards referenced in this procedure.
4. TERMS AND DEFINITIONS
This procedure uses terms and definitions in the referenced documents above, and some terms and definitions in this procedure are understood as follows:
4.1. Cables and Hoists
are a special type of material with strict requirements for occupational safety belonging to the equipment sets 3ɸ-24.40, 3ɸ-24.50, 3ɸ-10.36-04, ƃΦMИ 468929.058...used for lifting rockets, rocket containers, launch engines Π9510-10, warheads Π9590-0, warheads in container C1.42-0 during maintenance, repair, and installation of rockets for combat purposes.
4.2. Initial Technical Safety Inspection is an activity to assess the technical safety condition of cables and hoists according to technical safety standards and regulations when installed, before being put into use for the first time. 4.3. Periodic Technical Safety Inspection is an activity to assess the technical safety condition of cables and hoists according to technical safety standards and regulations when the previous inspection period has expired.a ||| - Inspect cable corrosion and other damages as stipulated in Article 6.3.1 TCVN 6780-2:2009;

4.3. Periodic technical safety inspection is the activity of assessing the technical safety condition of steel ropes and hoists according to technical safety standards and regulations when the period since the previous inspection has expired.
4.4. Abnormal technical safety inspection is an activity to assess the technical safety condition of cables and cranes according to technical safety standards when:
- After repair, upgrade, or renovation that affects the technical safety condition of cables and cranes;
- After changing the installation location;
- When requested by the facility or competent authority.
5. INSPECTION STEPS
When conducting technical safety inspections for cables and cranes, they must be carried out sequentially in the following steps:
Step 1. Review documentation and history
Step 2. External technical inspection
Step 3. Technical inspection - No-load test
Step 4. Load testing modes - Testing methods
Step 5. Processing inspection results.
Note:
The subsequent inspection steps can only be conducted if the results of the previous step meet the requirements. All inspection results from each step must be fully recorded in the on-site record book according to the model specified in Appendix I and kept complete at the inspection organization. 6. TESTING EQUIPMENT
Inspection equipment must be suitable for the object being inspected, must be tested and calibrated according to regulations and still within the validity period, including:
6.1. Equipment and tools for examination:
- A testing hammer with a weight of 0.3 kg to 0.5 kg;
- A magnifying glass with appropriate magnification;
- Various mechanical measuring devices: Length measurement, diameter measurement, gap measurement.
6.2. Equipment and tools for load testing:
- Load testing weighing device (force gauge).
6.3. Measuring equipment
- Cable and steel quality testing equipment;
- Weld quality testing equipment;
6.4. Specialized measuring and testing equipment (if necessary).
7. INSPECTION CONDITIONS
When conducting cable and crane inspections, the following conditions must be ensured:
7.1. Cables and cranes must be in a state ready for inspection.
7.2. Technical documentation of cables and cranes must be complete as prescribed.
7.3. Environmental and weather factors must not affect the inspection results.
7.4. Inspection equipment and tools must be complete and suitable for the object being inspected.
7.5. Safety and labor hygiene conditions must be met to operate cables and cranes.
8. PREPARATION FOR INSPECTION
8.1. Unify the inspection plan, preparation work, and coordination between the inspection unit and the facility, including the following contents:
8.1.1. Prepare the documentation and materials of cables and cranes according to the manufacturer's regulations;
8.1.2. Clean cables and cranes according to the manufacturer's regulations;
8.1.3. Prepare human resources and materials for inspection; appoint personnel to participate and witness the inspection;
Based on the type of inspection, review and examine the following documents:
8.2. Checking Documentation and History
8.2.1. For initial inspection:
a) Review documentation and history
History and technical documentation of cables and cranes (evaluated according to Clause 1.3.2, 3.5.1.5 QCVN 07:2012/BLĐTBXH and Point 1.4 TCVN 4244:2005) include:
- Review history:
+ Detailed diagrams of cables and cranes indicating basic dimensions;
+ Principle and assembly diagrams (if available);
+ Drawings of locking mechanisms - technical requirements;
+ Disassembly and assembly procedures.
- Review documentation:
+ Calibration results of locking mechanisms;
+ Strength calculations of load-bearing parts (if available);
+ Manufacturing drawings with full dimensions;
+ Assembly, maintenance, and repair instructions;
- Factory release documentation of cables and cranes (if available);
+ Metal manufacturing certificates, welding metal certificates (according to Clause 3.1.2 TCVN 4244:2005);
+ Weld quality inspection results (according to Clause 3.3.4 TCVN 4244:2005);
+ Factory release test records.
- Review the Certificate of Conformity issued by the designated organization (if available)
b) Review technical acceptance documentation:
- Steel cable inspection results, hooking mechanism inspection results;
- Strength calculations of load-bearing parts (if available);
- Metal manufacturing certificates, welding metal certificates (according to Clause 1 Article 3 TCVN 4244:2005);
- Weld quality inspection results (according to Clause 3 Section 3 TCVN 4244:2005);
8.2.2. Periodic inspection:
- History, inspection report, and previous inspection result sheet;
- Usage management, operation, maintenance documentation; inspection and supervision records (if available).
8.2.3. Abnormal inspection:
- In case of repair or renovation: Design documentation for repair and renovation, acceptance records after repair and renovation of cables and cranes;
- In case cables and cranes have not been in operation for more than 12 months, consider the documentation as in periodic technical safety inspection;
- Inspection and supervision results and implementation of recommendations from previous inspections (if available).
The inspection and evaluation of documentation, history of cables and cranes must meet the requirements and comply with the provisions in Section 8.2 of this procedure. If not, the facility must take corrective measures.
Evaluation:
8.3. Prepare all inspection equipment suitable to serve the inspection process.
8.4. Develop and unify the implementation of safety measures with the facility before inspection. Equip sufficient personal protective equipment to ensure safety during the inspection.
9. CONDUCTING INSPECTION
When conducting inspections of cables and cranes, they must follow the following sequence:
9.1.1. Inspect the placement position of cables and cranes, ground surface, distance, and safety measures, obstacles to note throughout the inspection process;
9.1. External Technical Inspection
9.1.2. Inspect the compatibility and synchronization of cable and crane components with the documentation and history;
9.1.3. Examine sequentially and comprehensively all mechanisms and parts of cables and cranes, particularly focusing on the following parts:
a) Metal structure of cables and cranes: Important load-bearing welds, bolt joints (conducted according to Appendix 6 TCVN 4244:2005);
b) Inspect cables and cranes:
- Check the type and diameter of installed cables according to equipment documentation (meeting the manufacturer's requirements or referring to Appendix 18C and 21 TCVN 4244:2005);
- Check cable wear and cross-sectional reduction (inspected according to Article 90-6a, b QCVN 01:2011/BCT and Article 6.3 TCVN 6780-2:2009);
- Check the number of broken steel wires in one strand of the cable according to Article 90-6b QCVN 01:2011/BCT and Article 6.2.3 TCVN 6780-2:2009;
- Check rust and other damages of the cable according to Article 6.3.1 TCVN 6780-2:2009;
- Inspect corrosion and other damages of the steel rope as stipulated in Clause 6.3.1 of TCVN 6780-2:2009;
- Check the cable clamps and hoist hooks to ensure they meet the manufacturer's requirements or refer to the provisions in Appendix 18C and 21 of TCVN 4244:2005 and Clause 7.6 of TCVN 6780-2:2009.
Evaluation:
The results of the cable and hoist inspection are satisfactory when they comply with the requirements set out in Clause 9.1 of this procedure.
9.2. Technical Inspection - No-load Test
9.2.1. Static Load Test:
- Position the cable and hoist at the least favorable working position, apply a test load equal to 200% of the SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the cable and hoist;
- Test duration is 10 minutes;
- During loading, check the operation of the cable clamps and hoist at these positions. The fixed points of the cable and hoist must prevent the cable from slipping off the connection while lifting and only allow the hook to disengage from the connection when lowering the load.
Evaluation:
The no-load test results for the cable and hoist are satisfactory if, during the test period, there are no cracks, permanent deformation, or other damage, and they comply with the provisions of Clause 4.3.2 of TCVN 4244:2005.
9.2.2. Dynamic Load Test:
- Test load: 150% of the SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the cable and hoist;
- Perform lifting and lowering operations no fewer than three times and inspect the operational status of all working mechanisms and structures.
Evaluation:
The dynamic load test results for the cable and hoist are satisfactory when, upon lowering the load, there are no cracks, permanent deformation, or other damage in the mechanisms and parts of the cable and hoist, and they comply with the provisions of Clauses 4.3.2 and 4.3.3 of TCVN 4244:2005.
10. HANDLING THE INSPECTION RESULTS
10.1. Prepare the inspection report with complete content according to the model prescribed in Appendix II attached to this procedure. In the report, fully and clearly record the contents and standards applied during the inspection, including any safety standards requested by the equipment owner that are higher than those specified in the TCVNs in Article 3 of this procedure (when the equipment is manufactured according to the standards, corresponding safety criteria).
10.2. Approve the inspection report
The minimum participants required to approve the inspection report must include the following members:
- A representative of the facility or a person authorized by the facility;
- A person assigned to participate and witness the inspection;
- The inspector conducting the inspection.
When the report is approved, the inspector, the witness, and the representative of the facility or a person authorized by the facility sign and stamp (if applicable) on the report. The inspection report is prepared in two (02) copies, each party is responsible for keeping one copy.
10.3. Record a summary of the inspection results in the equipment history (clearly state the inspector's name, date of inspection, and applied standards).
10.4. Affix the inspection seal: When the inspection results of the cable and hoist meet the technical safety requirements, the inspector affixes the inspection seal to the equipment (the inspection seal model is as prescribed by the Ministry of National Defense). The inspection seal should be placed in a visible location (cable box and hoist).
10.5. Issue the Certificate of Inspection Results
10.5.1. When the cable and hoist pass the technical safety inspection requirements, the inspection unit issues a certificate of inspection results to the cable and hoist within five working days from the date of approval of the inspection report at the facility;
10.5.2. If the cable and hoist fail to meet the inspection requirements, only steps 10.1 and 10.2 are carried out; issue the facility only the inspection report, which must clearly state the reasons for the equipment failing the inspection, recommend corrective actions, and specify the deadlines for implementing these recommendations; simultaneously send the inspection report and notification to the labor safety management authority under the Ministry of National Defense managing the installation and use of the equipment.
11. INSPECTION PERIOD
11.1. The regular inspection period for cables and hoists is one year. For cables and hoists that have been in use for more than twenty years, the regular inspection period is six months.
11.2. In cases where the manufacturer or the facility requests a shorter inspection period, it shall be carried out according to the manufacturer's and the facility's regulations.
11.3. When shortening the inspection period, the inspector must clearly state the reasons in the inspection report.
11.4. When the inspection period is defined in national technical standards, it shall be carried out according to the provisions of those standards.
11.5. In cases requiring irregular inspections, follow the provisions in Clause 4.4 of this procedure./.
