THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP;
Pursuant to Decision No. 73/2010/QĐ-TTg dated November 16, 2010 of the Prime Minister promulgating the Investment Construction Regulations for Forestry Works;
Pursuant to Circular No. 28/2009/TT-BNNPTNT dated June 2, 2009 of the Minister of Agriculture and Rural Development stipulating the procedures and formalities for drafting and promulgating legal regulatory documents in the field of agriculture and rural development;
Pursuant to Decision No. 3485/QĐ-BNN-PC dated December 28, 2010 of the Minister of Agriculture and Rural Development approving the plan to build legal regulatory documents in 2011;
At the proposal of the Forest Management General Department, the Legal Affairs Department,

Article 1. Establish the Drafting Team to develop the "Circular guiding Decision No. 73/2010/QĐ-TTg dated November 16, 2010 of the Prime Minister promulgating the Investment Construction Regulations for Forestry Works" (List of Drafting Team members attached hereto).

Article 2. The tasks of the Drafting Team shall be carried out in accordance with the provisions of Circular No. 28/2009/TT-BNNPTNT dated June 2, 2009 of the Minister of Agriculture and Rural Development stipulating the procedures and formalities for drafting and promulgating legal regulatory documents in the field of agriculture and rural development.

The Drafting Team will dissolve itself upon completion of its tasks.

The budget for developing the Circular shall be in accordance with current regulations and any lawful supplementary funding raised from sponsors.

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Director of the Ministry's Office, the General Director of the Forest Management General Department, the Heads of relevant units, and the members named in Article 1 are responsible for implementing this Decision.
