Regulating Support Policies for Services
Based on the Law on Organization of the Government No. 63/2025/QH15;
Based on the Law on State Budget No. 89/2025/QH15;
Based on the Law on Issuing Normative Legal Documents and the Law Amending and Supplementing Certain Provisions of the Law on Issuing Normative Legal Documents No. 64/2025/QH15 and No. 87/2025/QH15;
In accordance with the proposal by the Minister of Finance;
The Government promulgates this Decree regulating support policies for services.
Article 1. Scope of Application
1. This Decree regulates support policies for services related to leadership positions, posts within the scope managed by the Politburo and the Secretariat according to Decision No. 368-QĐ/TW dated September 8, 2025 of the Politburo on the List of Leadership Positions, Groups of Positions, and Leadership Posts in the Political System (hereinafter referred to as Decision No. 368-QĐ/TW); leadership positions within the People's Public Security; leadership positions within the People's Army according to their rank grades.
2. Leadership positions enjoying policies and benefits stipulated in Decision No. 36/2015/QĐ-TTg dated August 27, 2015 of the Prime Minister shall not enjoy the policies under this Decree.
Article 2. Applicable Subjects
1. Leadership positions, groups of positions, and leadership posts within the political system, including:
a) Leadership positions managed by the Politburo according to Decision No. 368-QĐ/TW;
b) Leadership positions managed by the Secretariat according to Decision No. 368-QĐ/TW.
2. Leadership, management, and command positions within the People's Public Security, including:
a) Officers with the rank of General and the highest rank position is General;
b) Officers with the rank of Lieutenant General and the highest rank position is Lieutenant General;
c) Officers with the rank of Major General.
3. Leadership, management, and command positions within the People's Army, including:
a) Generals, Admirals, and the highest rank position is General;
b) Lieutenant Generals, Deputy Admirals, and the highest rank position is Lieutenant General;
c) Major Generals, Rear Admirals, and the highest rank position is Major General.
Article 3. Service Support Levels
1. A monthly support level of VND 2,700,000 applies to positions specified in points a of paragraph 1, points a of paragraph 2, and points a of paragraph 3 of Article 2 of this Decree.
2. A monthly support level of VND 2,000,000 applies to positions specified in points b of paragraph 2, points b of paragraph 3 of Article 2 of this Decree.
3. A monthly support level of VND 1,350,000 applies to positions specified in points b of paragraph 1, points c of paragraph 2, and points c of paragraph 3 of Article 2 of this Decree.
Article 4. Application Principles
1. When subjects specified in Article 2 of this Decree are transferred, rotated, or reassigned, support shall be provided at the corresponding level for their new positions.
2. Upon cessation of holding leadership positions, retirement, or death, such subjects cease to enjoy service support policies.
3. When subjects specified in Article 2 of this Decree hold multiple positions, they shall receive a single support level based on the highest position held.
Article 5. Funding Source
Support assistance payments shall be made on a regular monthly basis together with salary payments. The funding source for the payment of support assistance policies is allocated in the annual state budget of the agency or unit responsible for paying salaries to the entities specified in Article 2 of this Decree.
Article 6. Scope of Application
For the positions of Central Party Committee Secretary, Central Party Office Director, and Director of the National Political Academy holding office at the time this Decree comes into force, they shall be entitled to the support assistance level specified in Clause 1 of Article 3 of this Decree until a competent authority issues a decision on policy for such entities.
Article 7. Effective Date
1. This Decree takes effect from July 20, 2026.
2. The Decision No. 269/2005/QĐ-TTg of the Prime Minister dated October 31, 2005 on allowances shall cease to have effect as of the date this Decree takes effect.
3. Where a referenced document provided for in this Decree is amended, supplemented, or replaced by a new document, it shall be applied according to the amended, supplemented, or replacement document.
Article 8. Implementation Responsibility
The Ministers, Heads of Sectoral Agencies, Chairmen of People's Committees of Provinces and Municipalities are responsible for implementing this Decree.
