Pursuant to Decree No. 86/2002/NĐ-CP dated October 27, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 3526/QĐ-BTC dated November 19, 2003 of the Minister of Finance on the issuance of the Working Regulation of the Ministry of Finance;
At the proposal of the Director of the Organization and Cadres Department and the Head of the Office of the Ministry of Finance,
DECISION:
Article 1. Issued herewith is the Spokesperson Regulation of the Ministry of Finance.
Article 2. This Regulation shall take effect fifteen days from the date of signature. Heads of units under the Ministry of Finance and the Head of the Office of the Ministry of Finance are responsible for implementing this Decision./.

REGULATION ON THE SPOKESPERSON OF THE MINISTRY OF FINANCE
(Issued together with Decision No. 1999/QĐ-BTC dated May 19, 2006)
of the Minister of Finance)
Article 1. The Spokesperson of the Ministry of Finance is the Head of the Office of the Ministry of Finance, assigned by the Minister of Finance to speak to the press about the State management functions and tasks of the Ministry of Finance as prescribed by current laws.
Article 2. The activities of the Spokesperson of the Ministry of Finance shall comply with the regulations of the Party and the State on ideological work and press information, and the provisions of the Working Regulation of the Ministry of Finance.
Article 3. The regular press statements (monthly, quarterly, annually) of the Spokesperson of the Ministry of Finance include information authorized by the leadership of the Ministry of Finance to be disclosed regarding:
1. The situation and results of organizing and implementing the State management functions and tasks of the Ministry of Finance.
2. The action programs of the Party Cadre Team and the leadership of the Ministry of Finance; the achievements of cadres, civil servants, and employees in the finance sector in implementing resolutions of the Party, National Assembly, State, and Government in financial work.
3. Resolutions, Directives, Decisions, and guidance and implementation work in the finance sector by the Party Cadre Team and the leadership of the Ministry of Finance in performing their financial tasks.
4. Contents of meetings and conferences of the Ministry of Finance that need to be widely publicized to all levels, sectors, and the people.
5. The viewpoints and solutions of the leadership of the Ministry of Finance on issues related to state budget financial work and other issues within the finance sector that are of concern to public opinion and the press.
6. Other internal and external activities of the finance sector and the leadership of the Ministry of Finance that need to be disclosed to the press as decided by the Minister of Finance.
Article 4. The press statements of the Spokesperson of the Ministry of Finance are official information published on mass media outlets.
Article 5. The Spokesperson of the Ministry of Finance has the following tasks:
1. To perform spokesperson duties to the press according to the contents stipulated in Article 3 of this Regulation.
2. To assist the leadership of the Ministry of Finance in organizing regular or emergency press conferences to inform the press about the contents stipulated in Article 3 of this Regulation.
3. To advise the Minister of Finance on considering interviews with the press or issuing press releases to provide information about an issue or event in the finance sector to news agencies.
4. To receive requests from news agencies and prepare responses to news agencies in accordance with the law and the directives of the leadership of the Ministry of Finance.
Article 6. The Spokesperson of the Ministry of Finance has the right to refuse to answer news agencies on issues unrelated to the activities of the finance sector and the leadership of the Ministry of Finance or not within the scope of the Spokesperson's authority; and the right to correct false information related to the views and activities of the finance sector and the leadership of the Ministry of Finance.
Has the right to request the heads of units under the Ministry of Finance, and propose to the directors of provincial finance departments to provide necessary information on issues raised by the press if they are related to the unit.
Article 7. The Spokesperson of the Ministry of Finance is directly managed by the Minister of Finance.
Article 8. The Spokesperson of the Ministry of Finance collaborates with the heads of units under the Ministry of Finance and the directors of provincial finance departments on matters related to spokesperson duties as stipulated in this Regulation.
Article 9. The Office of the Ministry of Finance is responsible for assisting the Spokesperson of the Ministry of Finance in performing tasks as prescribed in this Regulation.
Article 10. The Spokesperson of the Ministry of Finance is responsible for coordinating with the heads of units under the Ministry and the directors of provincial finance departments to implement this Regulation; reporting periodically every quarter to the Minister of Finance on the implementation thereof./.
