DECISION

Regarding the approval of the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period:

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

Pursuant to Decree No. 22/CP dated May 22, 1993 of the Government on the tasks, powers, and organizational structure of the Ministry of Science, Technology, and Environment;

Pursuant to Decision No. 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the orientation, objectives, tasks, and main scientific and technological programs and the list of National Key Science and Technology Programs for the 2001-2005 period;

Considering the proposals of the Heads of the Department of Industrial Science and Technology Management and the Department of Planning;

DECISION:

Article 1. Approve the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Scientific Research and Technological Development of Machine Manufacturing," Code: KC.05 (Annex attached).

Article 2. The Heads of the Department of Industrial Science and Technology Management, the Department of Planning, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology, and Environment, and the Heads of related agencies and organizations shall be responsible for implementing this Decision.

MAIN OBJECTIVES AND CONTENTS OF THE NATIONAL KEY SCIENCE AND TECHNOLOGY PROGRAM FOR THE 2001-2005 PERIOD: "SCIENTIFIC RESEARCH AND TECHNOLOGICAL DEVELOPMENT OF MACHINE MANUFACTURING," CODE: KC.05

The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value. 

a. Objectives:

- Building scientific and technological capacity as a basis for receiving, adapting, mastering, improving, and developing mechanical manufacturing technology.

- Mastering and applying advanced basic technologies in mechanical manufacturing to production to achieve regional average advanced levels.

- Manufacturing machines, equipment, production lines, and replacement parts suitable for Vietnam's conditions in fields such as food processing and agricultural, forestry, and marine product manufacturing, consumer goods production, construction materials, textiles, healthcare, transportation, construction, defense, environment, measurement and inspection, CNC machine tools.

b. Main contents:

- Studying, mastering, and enhancing advanced basic technologies such as casting technology, machining technology, surface treatment technology, and high-tech assembly technology for application in machine manufacturing, equipment, production lines, and replacement parts.

- Applying the results of information technology, new materials, biotechnology, automation, etc., to the field of machine manufacturing.

- Studying and designing the manufacture of machines, equipment, and replacement parts in fields such as food processing and agricultural, forestry, and marine product manufacturing, consumer goods production, construction materials, textiles, healthcare, transportation, construction, defense, environment, measurement and inspection, CNC machine tools.

- Studying issues related to science and technology in the fields of machine manufacturing, restoration, repair, diagnosis of technical conditions of machines, equipment, and systems.

- Studying economic and technical issues in machine manufacturing towards specialization and high-level cooperation.
