CHARTER

VIETNAMESE SOCIETY FOR ANIMAL SCIENCE AND TECHNOLOGY

Chapter 1.

PRINCIPLES - OBJECTIVES

ArticleArticle 1. The Vietnamese Society for Animal Science and Technology, abbreviated as "Vietnamese Animal Raising Society," is a voluntary organization of Vietnamese citizens and organizations engaged in scientific, technological, and economic activities within the animal raising sector.

Article 2. The purpose of the Society is to widely unite all Vietnamese citizens and organizations involved in animal raising on Vietnamese territory, to access advanced techniques with the aim of enhancing expertise, disseminating knowledge, transferring technology to serve and improve the productivity and quality of livestock, promoting animal raising movements, practically improving people's lives, protecting ecological environments, and contributing to poverty reduction and national wealth creation.

Article 3. The Vietnamese Animal Raising Society operates nationwide and is a member of the Vietnam Association for Science and Technology. Its activities are under the state management of the Ministry of Agriculture and Rural Development and must comply with state laws.

The Society has legal personality, its own seal, and separate accounts. The main office of the Society is located in Hanoi, and it has a representative office in Ho Chi Minh City as stipulated by law.

Chapter 2.

TASKS OF THE ASSOCIATION

Article 4. The Vietnamese Animal Raising Society has the following primary tasks:

1. To gather, unite, and protect the legitimate rights of members engaged in animal raising and veterinary work, assist each other in research, production, processing, consumption of products, and introduce advanced techniques into production to serve the enhancement of animal raising efficiency.

2. The Society participates in advisory, review, appraisal, economic development projects, scientific research topics; participates in applied scientific and technological research topics, organizes guidance for animal raising development; participates in organizing training and enhancing knowledge for members and animal raisers to contribute to rapidly increasing social products and income of members.

3. To organize a system of networks for disseminating knowledge and transferring technology, linked with joint ventures, associated projects, economic and technical contracts, organizing scientific production and service bases, providing livestock breeding materials and supplies according to legal regulations.

4. To organize activities such as meetings, study sessions, field trips, surveys related to the profession, and scientific seminars to consolidate and share experiences in professional skills and exemplary animal raising practices to continuously enhance the technical level of animal raising for members and animal raisers.

5. The Society represents the wishes and legitimate rights of members, makes recommendations to the Ministry of Agriculture and Rural Development and relevant state agencies regarding policies to promote the animal raising industry.

6. To establish relations with other domestic science and technology societies and international animal raising societies to exchange experiences, seek professional assistance, training, technology transfer, and other activities of the Society, thereby increasing understanding and enhancing the operational capacity of the Society in accordance with the law.

Chapter 3.

MEMBERS

Article 5. Vietnamese citizens engaged in management, research, teaching, and production of animal raising on Vietnamese territory who agree with the Charter of the Society and submit an application to join the Society shall be admitted as members.

Members of the Association include: Individual members, Collective members, and Honorary members.

1. Individual members are Vietnamese workers interested in the field of animal raising, voluntarily working for the Society, agreeing with the Charter of the Society, submitting an application to join the Society, and being admitted into the Society.

2. Collective members are management agencies, scientific institutions, schools, production and business organizations (such as animal farms, ranches, etc.) voluntarily working for the Society, agreeing with the Charter of the Society, having their heads submit applications to join the Society, and being admitted into the Society as branch societies.

3. Honorary members are individuals who have made significant contributions to animal raising work in Vietnam and actively support the Society's activities; they are invited to join the Society by the Central Executive Board.

The Central Executive Board of the Society specifies the procedures for admitting members. Honorary members are not eligible to run for or be nominated to leadership positions in the Society or to vote on Society matters.

Article 6. Members have the following responsibilities:

1. Implement the policies and guidelines of the Party and the State regarding animal husbandry work. Adhere to the Directives and Resolutions of the Association and the Charter of the Association.

2. Study and apply scientific and technological knowledge in animal husbandry.

3. Actively participate in Association activities, build up the Association, promote membership development. Pay membership fees and joining fees.

Article 7. Members have the following rights:

1. Participate in meetings, discussions, contribute opinions, question, criticize, and make recommendations on all aspects of the Association's work.

2. Depending on specific conditions and the Association's capacity, they may be trained and their scientific and technological levels improved, supported in implementing initiatives, inventions, research projects, and applying advancements in animal husbandry to production.

3. Be eligible for election and nomination to leadership bodies of the Association.

4. Receive a member card.

5. If deemed unable to operate or engage in activities within the Association organization, they may voluntarily submit a resignation letter to leave the Association.

Chapter 4.

Article 8. Principles of Organization

Article 8. The Vietnam Animal Husbandry Association operates under the principles of centralization, democracy, voluntarism, self-management, and self-financing.

The organizational structure of the Association includes:

At the Central level: The Vietnam Animal Husbandry Association.

At provincial level (referred to collectively as provinces hereafter): Provincial Animal Husbandry Associations.

At grassroots level: Branch Associations.

If necessary, provincial-level associations can be established. The establishment is decided by the People's Committee of the province according to the provisions of the Law, with the provincial association agreeing to the Charter of the Vietnam Animal Husbandry Association and submitting a request to join, thereby being recognized as a member association. Each member association has its own Charter based on respect for the Charter of the Vietnam Animal Husbandry Association.

Article 9. National Congress.

The highest leading body of the Association is the National Congress, held regularly every five years.

The Congress may convene extraordinary sessions when at least half of the members and branch associations or two-thirds of the Central Executive Board members request it. The number and structure of delegates attending the National Congress are determined by the Standing Committee.

The National Congress has the following duties and powers:

1. Approve reports from the Central Executive Board of the Association.

2. Decide on the tasks and directions of the Association's work.

3. Decide on amendments and supplements to the Charter of the Association.

4. Elect the Central Executive Board of the Association.

The number of Central Executive Board members is decided by the Congress.

Article 10. Central Executive Board of the Association.

The leading body between Congress sessions is the Central Executive Board elected by the Congress, with the composition of the Board determined by the Congress.

The Central Executive Board of the Association convenes once a year and may hold extraordinary sessions upon the Standing Committee's request or if at least two-thirds of the total number of Central Executive Board members require it. The Central Executive Board has the following duties:

1. Organize the implementation of the resolutions of the National Congress.

2. Elect the President, Vice Presidents, and General Secretary.

3. Develop the annual and term program of activities of the Executive Board, organize the implementation of work content approved by the Executive Board.

4. Prepare documents for the Congress, convene regular and extraordinary Congress sessions when deemed necessary.

Article 11. Standing Committee.

The permanent body of the Central Executive Board of the Association is the Standing Committee, consisting of the President, Vice Presidents, General Secretary, and Standing Committee members, elected by the Executive Board.

The total number of Standing Committee members does not exceed one-fifth of the total number of Central Executive Board members.

- Supervise and urge the implementation of the work programs of various departments, Central Executive Board members, and member associations' Executive Boards, and affiliated branch associations.

- Prepare reports for Central Executive Board meetings.

- Decide on personnel issues of the Association in accordance with the Charter provisions.

Article 12. Duties of the Chairman and Deputy Chairmen:

Duties of the Chairman:

- Representing the Association before the Law.

- Organizing the implementation of resolutions of the Congress, the Executive Board, and the Standing Committee.

- Calling and chairing meetings of the Central Executive Board.

- Appointing personnel for the Association's Office, functional departments, and other organizations established by the Association.

- Being responsible to the Central Executive Board and all members of the Association for the activities of the Association.

The Deputy Chairmen assist the Chairman in their duties, are assigned specific areas by the Chairman, and are authorized to manage the work of the Executive Board in the absence of the Chairman.

Article 13. Central Office of the Association.

The Central Office of the Association, under the responsibility of the Secretary General, assists the Central Executive Board.

1. The Central Office has the following tasks and authorities:

- Implementing resolutions and decisions of the Central Executive Board and the Standing Committee.

- Ensuring regular communication within the Association and its external working relations.

- Managing administrative records of the Association.

- Managing the Association's assets.

- Handling financial affairs of the Association according to current regulations.

2. The Secretary General assists the Chairman in handling tasks assigned by the Chairman and directly oversees the Office.

Article 14. Inspection Board:

The Executive Board elects the Inspection Board of the Association. Authorities and duties of the Inspection Board:

1. Inspecting the implementation of resolutions of the Congress, the Charter, Regulations, and annual work programs of the Association.

2. Inspecting individual and collective members in their activities to commend and reward them, while identifying violations of the Charter and negative phenomena for timely rectification.

3. Inspecting economic and financial activities and other activities of the Association and its subordinate organizations.

4. Considering and resolving complaints and petitions.

Article 15. Branch Associations.

Each agency, enterprise, farm, school, station, with five or more people can establish a Branch Association. The Branch Association is the basic organization of the Association. The highest leadership body of the Branch Association is the General Assembly of the Branch Association, held every two years, which may be convened at any time if necessary.

Article 16. Duties of Branch Associations:

1. Directing scientific and technical activities, fully implementing the Charter and Regulations of the Branch Association and the Vietnam Livestock Association.

2. Promoting new member recruitment. Educating and supporting members. Collecting membership fees regularly.

3. Organizing academic activities, technology transfer. Organizing tours, surveys, training sessions.

4. Mobilizing the masses to participate in popularizing science and technology activities, expanding the influence and reputation of the Association. Establishing specialized clubs for professional activities, cultural entertainment, commemorating renowned livestock scientists who have passed away. Visiting and congratulating senior livestock breeders, helping and exchanging experiences to contribute to developing livestock breeding.

Article 17. If a Branch Association has many members, it may be divided into several Sub-Branches based on professional characteristics or geographical location, each Sub-Branch having at least three members. A Sub-Branch elects a Sub-Branch Head, Deputy Head, and holds meetings every three months.

Chapter 5.

FINANCE AND ASSETS OF THE ASSOCIATION

Article 18. The Association finances its own operations. Sources of income of the Association form the Association's fund, including the following items:

1. Membership fees and annual dues of members.

2. Income from scientific and technological activities and other services.

3. Donations from agencies, organizations, individuals both domestically and internationally, in kind or foreign currency, as stipulated by the Law.

4. Other sources of income of the Association.

The Association will use these financial resources for its activities, including salaries and allowances for permanent staff at the Association's Office, annual meetings of the Executive Board, rewards, and other expenses. (specific provisions apply).

Article 19. Assets of the Association include immovable and movable property and money owned by the Association. (of gasoline, diesel, LPGmovable property and money belong to the Association.

The Association's assets are managed and used for its activities according to the regulations of the Central Executive Board of the Association and the State.

When the Association is dissolved, all of its assets are transferred to the State.

Article 20. The Association's finances are managed uniformly and used according to State regulations and reported publicly at the Congress or Executive Board meetings.

Chapter 6.

REWARD AND DISCIPLINE

Article 21. Members and organizations of the Association that achieve outstanding results, implement research projects effectively in production, and make valuable inventions are considered for rewards by the Association and recommended for rewards by the competent authority.

Article 22. Any member who acts against the Charter, Resolutions, violates the Association's regulations, or damages the Association's honor and reputation shall be reprimanded, warned, or expelled from the Association depending on the severity of the offense.

When a member is deprived of civil rights by a court, they are automatically removed from the list of members.

Chapter 7.

EFFECTIVENESS AND AMENDMENTS TO THE CHARTER

Article 23. This Charter consists of seven chapters and twenty-six articles, adopted by the Third National Congress of the Vietnam Livestock Association on March 22, 2002, and becomes effective upon approval by the Ministry of Home Affairs.

Article 24. Only the National Congress of the Vietnam Livestock Association has the right to amend this Charter.
