RESOLUTION
ON THE PROGRAM OF SUPERVISORY ACTIVITIES OF THE NATIONAL ASSEMBLY IN 2004
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Pursuant to the Law on the Supervisory Activities of the National Assembly;
On the basis of considering the proposal of the National Assembly's Ethnic Council, the National Assembly's Committees, the Delegations of National Assembly members, and the Central Committee of the Vietnam Fatherland Front, the report of the National Assembly's Standing Committee, and the opinions of National Assembly deputies;
RESOLUTION:
Article 1: In 2004, along with supervision through the form of reviewing reports from the Government, the Supreme People's Court, the Supreme People's Procuracy, and questioning at two sessions, at the fifth session, the National Assembly will hear the Government and relevant agencies report on the situation of handling complaints and denunciations of citizens from when the Law on Complaints and Denunciations took effect until the end of the first quarter of 2004; at the sixth session, the National Assembly will hear the Government report on the implementation of planning and investment according to sectors and regions nationwide, results in overcoming scattered investment and preventing waste in basic construction investment.
Article 2: The National Assembly assigns the National Assembly's Standing Committee, the National Assembly's Ethnic Council, the National Assembly's Committees, and the Delegations of National Assembly members to conduct supervision on the following contents and report the results to the National Assembly:
1. Implementation of the National Assembly's Resolutions on tasks and state budget for the year 2004 in some key areas;
2. Results of implementing the National Assembly's Resolution on important national projects;
3. Results of implementing the National Assembly's Resolution on reforming the general education program and universalizing junior secondary education;
4. Results of implementing the National Assembly's Resolution on pilot vocational training and employment after drug rehabilitation;
5. Collection and expenditure of social insurance for mandatory contributors;
6. Issuance of regulatory legal documents by some central state agencies;
7. Results of implementing the National Assembly's Resolution on land use and management in the five-year plan (2001-2005), including agricultural land, state-owned forestry and farm land, residential land in large cities, land allocated to administrative and public service organizations for management and use;
8. Issues related to combining economic and social development with ensuring national defense and security potential;
9. Results of restructuring, reforming, and improving the efficiency of state-owned enterprise production and business activities; production and business operations in some state-owned monopoly enterprises;
10. Management of basic construction investment funded by the state budget and preferential state credit to ensure investment effectiveness and resolve long-standing arrears in construction;
11. Economic foreign relations and international economic integration: Implementation of the Vietnam-US Trade Agreement; execution and management of Official Development Assistance (ODA) funds; the process of negotiating accession to the World Trade Organization (WTO);
12. Implementation of the Border Agreement on land boundaries and delimitation of the Gulf of Tonkin;
13. Implementation of the quota election system, training, and utilization of ethnic minority students and trainees;
14. Handling of serious pollution-causing production facilities in urban areas and industrial zones; 15. Handling of citizen complaints, denunciations, and petitions;
16. Handling of cases by specialized courts, the Supreme People's Court's Appeals Division, and the Supreme People's Procuracy's supervision of appellate trials according to certain types of cases;
17. Organization and operation of some detention centers and holding facilities.
The National Assembly's Standing Committee shall direct the implementation of the National Assembly's supervisory activity program for 2004; coordinate and harmonize the supervisory activities of the National Assembly's Ethnic Council and Committees; review the consolidated supervisory activity reports of National Assembly bodies every six months.
Article 3:Based on the National Assembly's supervisory activity program and in accordance with their functions and responsibilities as stipulated by law, the National Assembly's Standing Committee, the National Assembly's Ethnic Council, the National Assembly's Committees, and the Delegations of National Assembly members shall proactively build and implement their own supervisory programs.
Article 4: The National Assembly's Standing Committee shall compile and report the results of implementing the National Assembly's supervisory activity program for 2004 at the sixth session of the National Assembly.
Article 5: This resolution was adopted by the fourth session of the National Assembly of the Socialist Republic of Vietnam, the eleventh term, on November 26, 2003./.
