DECISION
Regarding the establishment of the Organization for Coordinating the Development of Key Economic Zones
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the proposal of the Minister of Planning and Investment,
Pursuant to …;
Article 1. Establish the Organization for Coordinating the Development of Key Economic Zones (KETZ) at the central level to coordinate activities among sectors and localities to ensure consistency in guidance, implementation organization, and synchronization in investment deployment to achieve high efficiency in economic and social development of the KETZs.
The coordinating organization is not a management level; does not issue administrative decisions; its task is to assist thePrime Minister in coordinating ministries, sectors, and localities within the KETZs to effectively develop the key economic zones of the country.
Article 2. Structure and machinery of the Organization for Coordinating the Development of KETZs
The structure and machinery of the Organization for Coordinating the Development of KETZs include: Steering Committee for Coordinating the Development of KETZs and Coordination Teams of Ministries, Sectors, and Localities within the KETZs.
Article 3. Tasks, powers, and composition of the Steering Committee for Coordinating the Development of KETZs (referred to as the Steering Committee)
1. Tasks and powers of the Steering Committee:
a) Direct coordination in implementation according to the socio-economic development master plan, sector, region, initially reviewing plans to align with reality and development requirements. Direct implementation of regional issues such as infrastructure investment, environment, human resource development, foreign relations, and regional linkage.
b) Propose to the Government to issue mechanisms and policies to resolve difficulties for socio-economic development in KETZs.
c) Develop a coordinated development program for ministries and centrally governed cities and provinces within KETZs.
d) Propose solutions to promote coordination in development between ministries, sectors, and centrally governed cities and provinces within KETZs.
đ) Monitor, urge, and resolve coordination issues within the authority of ministries, sectors, and localities that are members of the Steering Committee during the process of coordinated development implementation.
e) Coordinate between KETZs and other regions.
g) Summarize reports to the Prime Minister every six months and annually on the development situation and coordinated development of KETZs.
2. Composition of the Steering Committee:
a) Chairperson: 01 Deputy Prime Minister, responsible for overall direction and management.
b) Vice-Chairperson in charge: Minister of Planning and Investment.
The Vice-Chairperson in charge has the following tasks:
- Assist the Chairperson in preparing the program and content of the Steering Committee's activities, chairing meetings of specialized staff from ministries and sectors of the Steering Committee.
- Represent the Chairperson in chairing meetings and conferences when authorized by the Chairperson.
- Represent the Chairperson in meetings with ministries, sectors, and localities within KETZs to resolve specific issues related to organizational coordination in KETZs.
- Sign general management documents of the Steering Committee, reports submitted to the Prime Minister and the Chairperson of the Steering Committee to resolve issues within their authority.
- Perform other tasks assigned by the Chairperson.
c) Members of the Steering Committee are Deputy Ministers or equivalent officials of ministries and agencies at ministerial level: Construction, Transport, Posts and Telecommunications, Natural Resources and Environment, Trade, Industry, Finance, Education and Training, Health, Science and Technology, Home Affairs, Culture and Information, Public Security, Defense, Agriculture and Rural Development, Labor, Invalids and Social Affairs, State Bank of Vietnam, Office of the Government; Deputy Directors General of Directorates and Bureaus: Tourism, Civil Aviation Administration of Vietnam, Vietnam Maritime Administration; Deputy Chairpersons of People's Committees of centrally governed cities and provinces within KETZs.
Members of the Steering Committee have the following tasks:
- Participate in overall direction according to the Steering Committee's program.
- Represent their ministry, sector, or locality in the Steering Committee.
- Organize the implementation of the coordinated development program of ministries and localities within KETZs approved by the Steering Committee.
- Propose mechanisms and policies to resolve difficulties related to their sector or locality to facilitate development in KETZs.
- Report periodically (every six months, annually) and urgently on the development situation and coordinated development of their sector or locality with other sectors and localities within KETZs.
- Propose opinions of their ministry, sector, and localities on issues related to development and coordinated development in KETZs.
- Fully participate in meetings and common tasks of the Steering Committee. In case of job transfer, they must report and propose a replacement to the Chairperson of the Steering Committee.
Article 4. Establishment of the Secretariat of the Steering Committee
The Chairperson of the Steering Committee decides to establish the Secretariat of the Steering Committee and promulgates the Operation Regulations of the Secretariat of the Steering Committee based on the principle: establishing the Secretariat of the Steering Committee including the Director of the Secretariat, 01 Deputy Director of the Secretariat, and a number of specialized staff monitoring KETZs under the Institute for Strategy and Development - Ministry of Planning and Investment. The Secretariat of the Steering Committee is located at the Ministry of Planning and Investment.
Article 5. Tasks, powers, and composition of the Coordination Teams of Ministries, Sectors, and Localities within KETZs (referred to as Coordination Teams)
1. Tasks and powers of the Coordination Teams (list in Article 3 Section 2 Clause c):
a) The Coordination Teams are assisting organizations for ministries, sectors, and localities to implement coordination tasks between the Steering Committee and ministries, sectors, and localities.
b) There is close cooperation among ministries, sectors, and localities in planning, organizing implementation; drafting reports on planning, plans, and development situations of sectors and localities to be submitted to the Steering Committee (except for matters involving state secrets).
c) Identify difficulties and obstacles in development and coordinated development of their own sectors and localities and solutions to resolve them.
d) Provide information related to development policies of their sectors, the impact of existing mechanisms and policies on their sectors and localities.
d) On the basis of management mechanisms, general coordination mechanisms, each Ministry, sector, and locality shall have plans to implement the conclusions of the Steering Committee.
2. Composition of the Coordination Team:
a) Each Ministry, sector, and locality within the KTTD region shall have a Coordination Team to assist the Minister, Provincial People's Committee Chairman in performing coordination tasks within their functional scope.
b) The Coordination Team shall be headed by one Deputy Minister or Deputy Provincial/City Chairman who is a member of the Steering Committee, along with other members possessing professional expertise and work experience. The number of members in the Coordination Team shall be determined by the Team Leader based on the workload of each Ministry, sector, and locality.
Article 6. Content and Coordination Regulations
1. Content of Coordination:
a) Organizing meetings, discussions, or information exchanges about development results and cooperation in the KTTD regions:
- Holding quarterly regional meetings once every quarter, rotating among provinces.
- Conducting annual reviews and evaluations of economic and social cooperation among localities in the region to develop appropriate solutions for enhancing coordination and cooperation in the following year.
b) Content of Cooperation:
Localities and sectors shall base their specific Action Programs on the cooperation program of the Steering Committee, focusing on the following main areas of cooperation:
- Coordinating resource utilization, particularly water resources.
- Coordinating infrastructure construction, especially major transportation routes, seaports, and urban development.
- Coordinating labor supply for industrial zones.
- Coordinating the issuance of mechanisms and policies, particularly land clearance compensation policies and investment attraction policies.
- Coordinating foreign investment promotion.
- Coordinating trade exhibitions and exports.
- Coordinating human resource training, particularly high-quality human resource training, including advanced technical workers.
- Coordinating disease prevention, medical examination, and treatment.
2. Coordination Regulations:
a) Coordination shall follow the Action Program approved by the Steering Committee Chair.
The Vice-Chairman in charge of the Steering Committee shall directly manage coordination through the Steering Committee Office.
Members of the Steering Committee shall be responsible for specific cooperation content and coordination tasks assigned by the Chair.
b) Coordination content, methods, and responsibilities shall be discussed and agreed upon at regional meetings.
c) Each member of the Steering Committee, each Ministry, sector, and locality shall be responsible for coordinating between their own Ministry, sector, and locality and others according to the directives of the Steering Committee Chair.
d) In case any issues arise during cooperation that cannot be resolved between parties, the Steering Committee Office shall be responsible for compiling and reporting these issues to the Vice-Chairman in charge of the Steering Committee for the Chair's opinion, and if necessary, report to higher authorities. The Prime Minister.
Article 7. Operating expenses
1. The operating budget of the Steering Committee and its Office shall be included in the annual state budget estimate of the Ministry of Planning and Investment and managed, settled, and audited in accordance with the State Budget Law.
2. The operating budget shall be allocated to the Steering Committee Office. The Office may use the financial account and machinery of the Ministry of Planning and Investment.
3. The operating budget of the Coordination Teams in Ministries, sectors, and localities shall be provided from the respective Ministry, sector, and local budgets.
Article 8. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 9. Implementation
Ministers, Heads of agencies equivalent to Ministries, Heads of government agencies, and Chairmen of People's Committees of provinces and centrally-administered cities within the KTTD regions shall be responsible for creating favorable conditions for the effective operation of the Coordination Organization for developing KTTD regions and shall be responsible for implementing this Decision.
