Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Chairman of the Vietnam Concrete Association and the Director of the Department of Non-Governmental Organizations shall be responsible for implementing this Decision.

OF THE VIETNAM CONCRETE ASSOCIATION

The Vietnam Concrete Association is a scientific and professional organization, a member of the Vietnam Construction Federation, established pursuant to Decision No. 57/2004/QĐ-BNV dated August 30, 2004 of the Minister of Home Affairs of the Socialist Republic of Vietnam.
PART I
NAME - AIMS - OBJECTIVES - SCOPE OF ACTIVITY
Article 1. Name
The official name of the Association is the Vietnam Concrete Association.
International trade name: Vietnam Concrete Association - Abbreviation: VCA.
Article 2. Purpose and Objectives
2.1. The Vietnam Concrete Association is a professional social organization of organizations and individuals operating in the concrete industry (including materials, design, production, manufacturing components and equipment, construction, quality inspection, testing, research, and training).
All members of the Association operate voluntarily, according to the principle of democratic centralism, where the minority obeys the majority, for the benefit of the Association and each member.
2.2. The purpose of the Association's activities is to gather organizations and individuals working in the concrete and reinforced concrete industry nationwide, striving together to develop the Vietnamese concrete industry to reach regional and world-class scientific and technological levels, ensuring professional development, business production, and the development of the Vietnamese construction industry, and the interests of each member of the Association.
Article 3. Scope of Activities
3.1. The Vietnam Concrete Association operates throughout the country, has legal personality, finances itself, and is responsible under the law for all its activities. The main office of the Association is located in Hanoi. When necessary, the Association may establish representative offices in localities.
3.2. The Association has a seal, bank accounts (in Vietnamese currency and foreign currencies), and a press organ (such as newspapers, magazines, publications, websites, etc.).
Chapter II
TASKS AND POWERS
Article 4. Task
The Vietnam Concrete Association has the following tasks:
4.1. To coordinate the activities of units and individual members of the Association to unite and support each other, striving to improve professional expertise, vocational skills, and occupational ethics to build a continuously growing Vietnamese concrete industry, contributing to accelerating the development process of the Vietnamese construction industry.
4.2. To fulfill advisory, critical review, social appraisal, and technical appraisal tasks when requested regarding policies, programs for development, and technical issues related to the concrete, material, and concrete structure sectors. Provide technical advice in design, manufacture, construction, purchase, and transfer of technology in the concrete and concrete technology sector.
4.3. To organize the implementation of scientific research topics, research and development projects, compile standards, procedures, and technical regulations, summarize and evaluate technological progress in concrete, materials, concrete technology, and reinforced concrete.
4.4. To disseminate scientific and technological information in the concrete and concrete technology field through domestic and international seminars, specialized roundtables, scientific and technological information publications.
4.5. To organize professional activities among member units of the Association to exchange experiences and find solutions to support production and business operations, improve skills and technological innovation, and enhance staff capabilities.
4.6. To organize training courses to enhance scientific and technological knowledge and expertise in concrete for technical staff of the Association.
4.7. To protect the legitimate rights of members in accordance with the law.
4.8. To implement international cooperation in the concrete sector and all scientific and technological activities serving the development of the concrete industry in Vietnam.
4.9. To report to the Ministry of Home Affairs and the Vietnam Construction Federation as prescribed.
4.10. To develop collective and individual members, making the Association increasingly strong.
4.11. To perform the duties of a member association of the Vietnam Construction Federation.
Article 5. Rights
The Vietnam Concrete Association has the following rights:
5.1. To proactively propose and make recommendations to state management agencies on policies and solutions related to the development of the concrete industry in Vietnam.
5.2. To sign research and implementation contracts with state management agencies and enterprises both domestically and internationally to strengthen the financial capacity of the Association.
5.3. To establish certain advisory, training, and scientific and technological service organizations in accordance with the law.
5.4. To receive financial assistance from domestic and international units to promote Association activities.
5.5. The Association is protected by the law and has the right to protect its members before the law.
5.6. To join international organizations in the same concrete sector in accordance with the law.
Chapter III
MEMBERS
Article 6. Members
Members of the Vietnam Concrete Association include:
6.1. Collective members: These are Vietnamese organizations engaged in production, business, technical consultancy, scientific research, and training in the concrete, reinforced concrete, and concrete material sectors nationwide. Each collective member unit has one representative who is the head of the unit or a person designated by the head of the unit. The representative of a collective member unit is called the Representative Member.
6.2. Individual members: Vietnamese citizens who are scientists, teaching and training staff, managers, technical staff, and entrepreneurs working in the concrete, reinforced concrete, and concrete material sectors and voluntarily joining the Association.
6.3. Conditions for joining the Association: Each unit and individual wishing to become a Member of the Association must submit to the Association an application for membership according to the prescribed form. The Executive Board of the Association will consider and decide, and notify all Members thereof. In the absence of convening the Executive Board, the Standing Board of the Association will consider and decide, and report to the Executive Board at the next meeting.
A Member who wishes to cease participating in the Association's activities must submit their opinion in writing to the Association. The Executive Board or the Standing Board of the Association will consider and decide on the period of ceasing participation in the Association's activities by that Member.
6.4. Honorary Members: Are Vietnamese citizens or foreigners who are not regular Members of the Association but have great prestige and have made significant contributions to the Association, thus being honored as Honorary Members of the Association. Honorary Members do not participate in elections and candidacies for the Executive Board, do not have voting rights on Association issues, but are invited to attend suitable meetings of the Association and are consulted on other necessary issues in the Association's activities.
Article 7. Obligations of Members
7.1. Implement the Charter of the Association and the regulations of the Vietnam Construction General Association. Implement resolutions of the Congress and decisions of the Executive Board and the Standing Board of the Association. Fulfill commitments and agreements between Members of the Association.
7.2. Participate in the Association's activities. Unite, cooperate, and assist other Members. Promote the development of new Members.
7.3. Protect the honor of the Association and the rights of Members before the law.
7.4. Participate in the Association's activities and pay membership fees as prescribed.
Article 8. Rights of Members
8.1. Have the right to present opinions to the Standing Board of the Association for consideration and to petition relevant state management agencies regarding issues related to mechanisms and policies to protect the legitimate interests of Members.
8.2. Be protected by the Association in terms of legal rights, or act as a mediator in resolving disputes between Members. Receive support from the Association in finding solutions in professional activities and business operations.
8.3. Participate in scientific conferences and technical training courses organized by the Association. Receive information data in the concrete industry, newly issued technical standards on concrete, and publications issued by the Association. Participate in the Association's website and information publications.
8.4. Attend and vote to pass resolutions of conferences organized by the Association. Be eligible to run for and be elected to the Executive Board of the Association.

Article 17. Inspection Committee of the Association
17.1. The Inspection Committee of the Association is elected by the National Congress of the Association through a show of hands on a single ballot presented by the Executive Board. The Inspection Committee consists of a Chairperson, a Deputy Chairperson, and several members. The Chairperson of the Inspection Committee is concurrently a member of the Executive Board.
17.2. Chapter V
ASSETS AND FINANCE OF THE ASSOCIATION
Article 18. Assets and Finances of the Association
18.1. The Association's assets are managed according to the Asset Management Regulations issued by the President and in accordance with applicable laws.
18.2. Financials of the Association
The financial resources of the Association include:
· Membership fees of the Association. Membership fees are managed according to regulations established by the Board of Directors.
· Revenue from research and implementation activities, technical service contracts conducted by the Association.
· Support from the State, domestic enterprises and agencies, and international organizations.
· Revenue from specialized training courses and sales of scientific and technical publications.
The Association's finances are managed and utilized according to the Financial Management Regulations issued by the President and directives from state financial management agencies.
18.8. Upon dissolution of the Association, all assets and remaining funds shall be disposed of in accordance with the law.
Chapter VI
REWARD AND DISCIPLINE
Article 19. Awards
Members who achieve outstanding results in Association work will be commended by the Association, or recommended for commendation by the Vietnam Construction Federation, the Vietnam Association for Science and Technology, and the Ministry of Home Affairs.
Article 20. Disciplinary Measures
Members violating the Charter, damaging the Association's reputation, will be disciplined in various forms ranging from reprimand to removal from the membership list. Members violating national laws will be dealt with according to the law.
Chapter VII
IMPLEMENTING PROVISIONS
Article 21. Amending the Charter
Only the National Congress of the Association has the authority to amend and supplement the Charter.
Article 22. This Charter, consisting of 7 Chapters and 22 Articles, was adopted by the National Congress of the Vietnam Concrete Industry Association on November 12, 2004, and took effect pursuant to the Decision approving it by the Ministry of Home Affairs./.
