Regarding the adjustment of discount rates and rediscount rates of the State Bank of Vietnam for commercial banks
the State of Vietnam Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997 and the Law Amending and Supplementing Certain Provisions of the Law on the State Bank of Vietnam No. 10/2003/QH11 dated June 17, 2003;
GOVERNOR OF THE STATE BANK OF VIETNAM
Pursuant to the Law on Credit Institutions No. 02/1997/QH10 dated December 12, 1997 and the Law Amending and Supplementing Certain Provisions of the Law on Credit Institutions No. 20/2004/QH11 dated June 15, 2004;
Pursuant to the Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Now, the State Bank of Vietnam hereby promulgates the following interest rates for commercial banks:

Article 1. 1. The rediscount rate is 5.5% per annum.
2. The discount rate is 3.5% per annum.
This Decision shall take effect from January 15, 2005, replacing the following documents: Decision No. 832/2003/QĐ-NHNN dated July 30, 2003 of the Governor of the State Bank of Vietnam on adjusting the discount rate of the State Bank of Vietnam for commercial banks and Decision No. 833/2003/QĐ-NHNN dated July 30, 2003 of the Governor of the State Bank of Vietnam on adjusting the rediscount rate of the State Bank of Vietnam for commercial banks.
Article 2. Heads of units under the State Bank of Vietnam, Directors of provincial and centrally-administered city branches; Boards of Management and General Directors (Directors) of credit institutions are responsible for implementing this Decision.
Article 3. The heads of units under the State Bank, the branch directors of provinces and centrally governed cities; the Boards of Directors and General Managers (Directors) of credit organizations are responsible for implementing this Decision.
