Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
pursuant to Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government stipulating the mechanism of self-management and self-responsibility for public science and technology organizations;
Pursuant to Circular Joint Circular No. 12/2006/TTLT/BKHCN-BTC-BNV dated June 5, 2006 of the Ministry of Science and Technology, Ministry of Finance, and Ministry of Home Affairs guiding the implementation of Decree No. 115/2005/NĐ-CP dated September 5, 2005 of the Government on the self-governance mechanism, bearing its own responsibility of public scientific and technological organizations;
Pursuant to Decision No. 3645/QĐ-BCN dated December 15, 2006 of the Minister of Industry approving the Project to transform the Leather and Footwear Research Institute into a scientific and technological organization implementing the self-governance mechanism, bearing its own responsibility as prescribed in Decree No. 115/2005/NĐ-CP dated September 5, 2005 of the Government;
Considering the proposal of the Director of the Leather and Footwear Research Institute at Report No. 217/TTr-VDG dated October 16, 2006;
At the recommendation of the Head of the Personnel and Cadres Department.
DECISION:
Article 1. Attached herewith is the Charter on Organization and Operation of the Leather and Footwear Research Institute, a scientific and technological organization implementing the self-governance mechanism, bearing its own responsibility, operating under the institute model with affiliated units.
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette.
Article 3. The Heads of the Ministry's Office, Inspectorate, Department Heads, Bureau Chiefs, Heads of agencies and units under the Ministry, and the Director of the Leather and Footwear Research Institute are responsible for implementing this Decision./.
