CIRCULAR
Regulations on National Technical Standards for Safety in Open-Pit Mining

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Based on Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical standards;
Pursuant to the proposal of the Director of the Science and Technology Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. This Circular promulgates the National Technical Standard QCVN 04: 2009/BCT on safety in open-pit mining.
Article 2. This Circular shall take effect ninety days from the date of issuance and apply throughout the country.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of Provincial Departments of Industry and Trade under centrally governed cities, Heads of agencies, organizations, and individuals related to the management and operation of mineral extraction using open-pit methods are responsible for implementing this Circular./.
