Regulations on the List of Products and Goods with Potential to Cause Safety Hazards

under the management responsibility of the Ministry of Information and Communications

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to the proposal of the Director of the Science and Technology Department,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. Scope of Regulation

This Circular stipulates the List of products and goods that may cause safety hazards under the management responsibility of the Ministry of Information and Communications (hereinafter referred to as the List of products and goods group 2).

Article 2. Applicability

This Circular applies to organizations and individuals within the country and foreign organizations and individuals engaged in the production and business of products and goods listed in Group 2 in Vietnam.

Article 3. List of Products and Goods Group 2

1. The list of products and goods in Group 2 is specified in the Appendix attached to this Circular.

2. At each period, the Ministry of Information and Communications will review, amend, and supplement the list of products and goods in Group 2 in accordance with state management policies.

Article 4. Principles of Management

Quality control of products and goods listed in the list of products and goods in Group 2 as stipulated in this Circular shall be carried out in accordance with national technical standards and quality management regulations issued by the Ministry of Information and Communications.

Article 5. Implementation Provisions

1. This Circular takes effect from August 15, 2011.

2. The Director of the Office, the Head of the Science and Technology Department, the Heads of agencies and units under the Ministry of Information and Communications, and related agencies, organizations, and individuals are responsible for implementing this Circular.

3. During the implementation process, if difficulties arise, agencies, organizations, and individuals should promptly report them to the Ministry of Information and Communications for review and resolution./.
