CIRCULAR

Provisions on the conditions for operating boxing training facilities

Based on the Law on Physical Culture and Sports 2006;

“1. Position

Based on Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Based on Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies to encourage socialization in education, vocational training, healthcare, culture, sports, and environmental activities;

The Ministry of Culture, Sports and Tourism hereby stipulates the conditions for operating boxing training facilities as follows:

Article 1. Scope of Regulation

This Circular details the professional conditions regarding infrastructure, equipment, and specialized staff of boxing training facilities.

Article 2. Applicability

This Circular applies to organizations and individuals organizing boxing training in Vietnam.

Article 3. Issuance of Certificate of Compliance with Business Conditions

1. A boxing training facility that operates as a sports enterprise must be issued a certificate of compliance with business conditions according to the procedures specified in Clause 5, Article 55 of the Law on Physical Culture and Sports when conducting activities.

2. A sports facility organizing high-performance boxing training and competition activities must ensure the infrastructure and equipment standards for training and competition as prescribed in Article 43 of the Law on Physical Culture and Sports.

Article 4. Conditions Regarding Infrastructure

The boxing training venue must meet the following conditions:

1. The boxing training venue must have an area of at least 60 square meters; the minimum training density is 2 square meters per person.

2. The floor must be flat and non-slippery.

3. Adequate lighting and ventilation must be ensured.

4. Sound and noise levels must not affect the surrounding environment.

5. There must be a supply of common medicines and initial first aid equipment.

6. There must be a restroom and parking area.

7. There must be a record book tracking boxers participating in training, recording full name, date of birth, place of residence, and each individual's application form.

8. There must be a bulletin board displaying training hours and safety regulations during training.

9. Security, hygiene, environmental protection, labor safety, and fire prevention measures must be ensured in accordance with regulations.

Article 5. Conditions Regarding Equipment and Training Tools

The boxing training venue must have the following equipment and training tools:

1. Training gloves: 1 pair per person.

2. Protective headgear: 1 piece per person.

3. Punching bags (sandbags), punching pads.

4. Trainees must wear mouthguards, groin protectors (kukis), adhesive bandages, jump ropes, and training shoes.

5. Training instructors must have a shield (lemper).

Article 6. Conditions Regarding Specialized Staff

Boxing training facilities must have instructors with boxing expertise meeting one of the criteria specified in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the Sports Committee guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the enforcement of certain articles of the Law on Physical Culture and Sports.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. Cultural, Sports and Tourism Inspectors shall conduct inspections and handle violations of professional conditions when organizing boxing training within their authority.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 8. Effective Date

This Circular takes effect from January 25, 2012.

During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution./.
