Regulations on uniforms, insignia, rank badges, and nameplates forcivil servants,

 public officials, and seafarers of maritime port inspection services

Pursuant to the Maritime Code of Vietnam dated June 14, 2005;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Considering the proposal of the Director of the Vietnam Maritime Administration and the Head of the Legal Department,

The Minister of Transport hereby issues this Circular regulating uniforms, insignia, rank badges, and nameplates for civil servants, public officials, and seafarers of maritime port inspection services.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates uniforms, insignia, rank badges, and nameplates for civil servants, public officials, and seafarers of maritime port inspection services.

Article 2. Applicability

This Circular applies to civil servants, public officials, and seafarers of maritime port inspection services.

Article 3. General Principles

1. Civil servants, public officials, and seafarers of maritime port inspection services shall be provided with uniforms, insignia, rank badges, and nameplates suitable for use when performing their duties as prescribed in this Circular.

2. Civil servants, public officials, and seafarers of maritime port inspection services are responsible for maintaining and preserving the uniforms, insignia, rank badges, and nameplates they have been issued. In case of loss or damage, they must immediately report in writing to the Director of the maritime port inspection service for examination and resolution.

3. Civil servants, public officials, and seafarers of maritime port inspection services who transfer jobs, retire, resign, or are disciplined with dismissal or change positions must return all insignia, rank badges, and nameplates previously issued.

4. It is strictly prohibited to lend or use uniforms, insignia, and nameplates for purposes other than those prescribed.

5. If uniforms, insignia, rank badges, and nameplates are lost, damaged, or torn during duty performance or due to force majeure within their service life, they will be considered for supplementary issuance.

Chapter II
UNIFORMS, INSIGNIA, RANK BADGES, AND NAMEPLATES

Article 4. Uniforms

1. The uniforms of civil servants, public officials, and seafarers of maritime port inspection services include: shirts, jackets, pants, skirts, hats, ties, shoes, socks, belts (hereinafter referred to as uniforms). Uniforms must be of good quality, durable, and attractive.

 Uniforms are divided into two types: men's uniforms and women's uniforms.

2. Male uniforms

a) Cap: white top and band, dark blue visor, emblem attached at the front, two yellow twisted ropes with yellow stars at both ends attached to the band, two yellow ears of rice on the visor facing both sides of the cap;

b) Soft hat: black, emblem attached at the front, two yellow ears of rice on the visor facing both sides of the hat;

c) Shoes: leather, black, closed-toe, with laces;

d) Socks: made of breathable material that absorbs moisture;

đ) Belt: leather or imitation leather, metal buckle;

e) Short-sleeved shirt: white, standing collar, placketed cuffs, white buttons with a diameter of 14 mm, placketed sleeves, two breast pockets with flaps, placket in the middle; the maritime port inspection service emblem is attached on the left sleeve, 8 cm from the shoulder seam; two loops on each shoulder for attaching rank badges;

g) Long-sleeved shirt: white, standing collar, placketed cuffs, white buttons with a diameter of 14 mm, stiff cufflinks, two breast pockets with flaps; the maritime port inspection service emblem is attached on the left sleeve, 8 cm from the shoulder seam; two loops on each shoulder for attaching rank badges;

h) Trousers: black, straight leg, two front pockets, two diagonal pockets, one hidden pocket on the right back side, waistband width of 5 cm, belt loops width of 1 cm, zipper made of plastic or metal;

i) Jacket: black, two lapels, back vent, one hidden breast pocket on the left, two hidden lower pockets with flaps, one row of three buttons in the middle with a diameter of 18 mm; three small buttons on the cuffs with a diameter of 16 mm; anchor-shaped buttons made of brass; lining inside, one hidden breast pocket on the left;

k) Tie: black, light gray, width of 5 cm, plain, wide end embroidered with a circle of 25 mm diameter, an anchor shape on the circle;

The men's uniform model is specified in Appendix I attached to this Circular.

3. Female uniforms

a) Cap: as prescribed in point a, Clause 2 of this Article;

b) Soft hat: as prescribed in point b, Clause 2 of this Article;

c) Shoes: leather, black, closed-toe, without laces;

d) Socks: made of breathable material that absorbs moisture;

đ) Short-sleeved shirt: white, standing collar, placketed cuffs, white buttons with a diameter of 14 mm, two breast pockets with flaps, placket in the middle, smaller plackets on the sleeves; the maritime port inspection service emblem is attached on the left sleeve, 8 cm from the shoulder seam; two loops on each shoulder for attaching rank badges;

e) Long-sleeved shirt: white, standing collar, placketed cuffs, white buttons with a diameter of 14 mm, two breast pockets with flaps, placket in the middle, stiff cufflinks; the maritime port inspection service emblem is attached on the left sleeve, 8 cm from the shoulder seam; two loops on each shoulder for attaching rank badges;

g) Trousers: black, straight leg, two hidden front pockets, waistband width of 4 cm, zipper made of plastic or metal;

h) Skirt: black, fitted, two diagonal pockets, waistband width of 4 cm, back slit in the middle, length to mid-calf;

i) Jacket: black, two layers, two lapels, one row of three buttons in the middle, two hidden lower pockets with flaps, one small button on the cuffs; anchor-shaped buttons made of brass, diameter of 16 mm;

k) Tie: black, light gray, narrow, width of 2 cm, slanted edge towards the right.

The women's uniform model is specified in Appendix II attached to this Circular.

Article 5. Emblem

1. Emblem on the cap: blue background; golden border around; followed by two yellow rice stalks; in the middle is an anchor image with a red star on the anchor shaft; dimensions 59 mm x 56 mm. The details on the emblem are embroidered with colored thread.

The model of the emblem on the cap is specified in Section 1 of Appendix III issued together with this Circular.

2. Emblem of the Maritime Port Office: shield shape, size 70mm x 85mm, golden border around, dark blue background, above has the white text VINAMARINE (abbreviated name of the Vietnam Maritime Administration in English) in Arial Black font size 25, below the text VINAMARINE is a golden line, below the line are two yellow rice stalks, between the two yellow rice stalks is a yellow anchor image, on both sides of the anchor are the Vietnamese and English texts "PORT ADMINISTRATION OF..." in white, font VnArial NarrowH. The details on the emblem are embroidered with colored thread.

The model of the emblem of the Maritime Port Office is specified in Section 2 of Appendix III issued together with this Circular.

Article 6. Rank Insignia

1. Rank insignia: attached to the shoulder of the coat, dark blue background, size 128 mm x 58 mm; two small corners; at the small corner of the rank insignia is a brass button size 16 mm with a star on top; in the middle of the rank insignia is embroidered with a yellow anchor for positions specified in Clause 2 and Point a, Clause 3 of this Article or embroidered with a yellow ship wheel with eight handles size 25 mm for positions specified in Point b, Clause 3 of this Article.

At the end of the rank insignia are rank stripes in gold, width 5.5 mm, distance between stripes is 3 mm.

2. Rank stripes for civil servants and officials are horizontal stripes.

a) Director: four stripes;

b) Deputy Director: three stripes;

c) Department Head, Chief Accountant, Representative Head: two stripes;

d) Deputy Department Head, Deputy Representative Head: one stripe;

e) Official: no stripes.

3. Rank stripes for seafarers

a) Deck department: horizontal stripes

- Master: four stripes;

- Chief Officer: three stripes;

- Deck Officer: two stripes;

- Able Seaman: one stripe.

b) Engine department: V-shaped stripes with a 15-degree angle, pointed towards the end of the rank insignia^°, pointed end directed towards the flagpole

- Chief Engineer: four stripes;

- Second Engineer: three stripes;

- Engine Officer: two stripes;

- Motorman: one stripe.

The model of the rank insignia is specified in Appendix IV issued together with this Circular.

Article 7. Nameplate

The nameplate is made of metal with a gold-plated surface covered with plastic, rectangular shape, size 20 mm x 70 mm, printed text on the front, back with a pin to attach to the coat.

Front of the nameplate: above prints the Logo of the Vietnam Maritime Administration and the specific name of the Maritime Port Office, font VnArialH Bold height 9 mm; below prints the full name, font VnHelvetinsH height 11 mm; position or rank and working unit, font VnArial height 9.5 mm.

The model of the nameplate is specified in Appendix V issued together with this Circular.

Chapter III
DISTRIBUTION AND EXPENSE REGIME

Article 8. Distribution regime of uniforms, emblems, rank insignia, and nameplates

1. Suit jacket: distributed based on weather conditions in the region as follows:

a) For Maritime Port Offices from Quang Ninh to Nha Trang

Distribution regime: one jacket every two years (except the first year when two jackets are provided);

b) For remaining Maritime Port Offices

Distribution regime: one jacket every four years (except the first year when two jackets are provided).

2. Rank insignia: one pair every two years (except the first year when two pairs are provided).

3. Cap: one cap every two years.

4. Emblem on the cap: one emblem every two years.

5. Shirt

a) Short-sleeved shirt with port office emblem: two shirts every year.

b) Long-sleeved shirt with port office emblem: two shirts every year.

6. Trousers: three trousers every year.

7. Skirt: three skirts every year.

8. Tie: two ties in two colors every year.

9. Leather shoes: one pair every year (except the first year when two pairs are provided).

10. Socks: four pairs every year.

11. Belt: one belt every year.

12. Nameplate for civil servants, officials, and seafarers of the Maritime Port Office is provided once and replaced in case of change in position, rank, or working unit.

Article 9. Plan for Allocation and Budget

1. Annually, the Maritime Branch shall be responsible for developing a plan to allocate uniforms, insignia, rank badges, and nameplates for civil servants, officials, and seafarers of the unit to submit to the competent authority for approval.

2. The budget for purchasing uniforms, insignia, rank badges, and nameplates shall be allocated from the annual regular operating expenses of the Maritime Branch.

Chapter IV
IMPLEMENTING PROVISIONS

Article 10. Effective Date

This Circular takes effect from September 1, 2012.

Article 11. Responsibility for Implementation

1. The Vietnam Maritime Administration Director is responsible for implementing this Circular.

2. The Heads of the Ministry's Office, the Inspectorate, the Departments under the Ministry, the Director of the Vietnam Maritime Administration, the Directors of the Maritime Branches, the Heads of agencies, organizations, and individuals related to this Circular shall be responsible for its implementation./.
