CIRCULAR

Regulations on the Activities of Provincial and District Mobile Propaganda Teams

Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Circular Joint Circular No. 43/2008/TTLT-BVHTTDL-BNV dated June 6, 2008 of the Ministry of Culture, Sports and Tourism and the Ministry of Home Affairs on Guidelines for Functions, Tasks, Authorities, and Organizational Structure of Departments of Culture, Sports and Tourism under Provincial People's Committees, Cultural and Information Offices under District People's Committees;

Pursuant to Circular No. 03/2009/TT-BVHTTDL dated August 2, 2009 of the Minister of Culture, Sports and Tourism on the Regulation of Functions, Tasks, Authorities, and Organizational Structure of Provincial Cultural Centers under Central Provinces;

Pursuant to Circular No. 01/2010/TT-BVHTTDL dated February 26, 2010 of the Minister of Culture, Sports and Tourism on the Organization and Operation of Organizations Engaged in Cultural, Sports, and Tourism Activities at District, County, City, and Provincial Capital Levels;

At the proposal of the Director of the Department of Cultural Institutions,

The Minister of Culture, Sports and Tourism issues this Circular regulating the activities of Provincial and District Mobile Propaganda Teams.

Article 1. Scope of Regulation and Applicability

1. This Circular regulates the activities of Mobile Propaganda Teams established at Provincial Cultural Centers, Exhibition Information Centers under Central Provinces (or Cultural and Sports Centers at District, County, City, and Provincial Capital levels) (hereinafter referred to collectively as Mobile Propaganda Teams).

2. This Circular applies to Mobile Propaganda Teams and related organizations and individuals.

Article 2. Position and Functions

1. A Mobile Propaganda Team is a specialized professional organization of a Provincial Cultural Center under a Central Province or a District, County, City, or Provincial Capital Cultural Center (hereinafter referred to collectively as a Cultural Center).

2. A Mobile Propaganda Team is subject to the direction of the Cultural Center, and professional guidance from the Department of Culture, Sports and Tourism of the provinces and centrally-administered cities and the Directorate of Grassroots Cultural Affairs under the Ministry of Culture, Sports and Tourism.

3. A Mobile Propaganda Team has the function of organizing mobile propaganda activities within its jurisdiction according to annual plans and serving urgent and important political tasks, mass movements, and large campaigns of the locality and the country.

Article 3. Duties and Authorities

1. Develop monthly, quarterly, and annual activity plans for approval by the Director of the Cultural Center and implement them.

2. Coordinate with local agencies, sectors, mass organizations, and enterprises to carry out propaganda activities serving the political tasks of the locality.

3. Organize direct propaganda activities reaching people at grassroots levels, especially in remote, border, and island areas, providing necessary information about Party policies, State laws, and socio-political, economic, cultural, and social issues of the locality and the country.

4. Develop high-quality content and diverse forms of activities to ensure the effectiveness of mobile propaganda work.

5. Identify, encourage, and publicize exemplary models, good deeds, and effective models in various fields of the locality and the country.

6. Propagate major policies and movements such as: "Learning and Practicing the Moral Example of President Ho Chi Minh"; the "All-People Solidarity Movement for a Civilized Lifestyle," civilized wedding, funeral, festival practices, and new rural construction.

7. Coordinate with relevant agencies and units to organize training and professional development for propaganda officers, technicians, and other members of the Mobile Propaganda Team; provide guidance on mobile propaganda work to village, ward, and town cultural officers.

8. Organize visits, exchanges, and professional discussions with Mobile Propaganda Teams from other provinces and cities across the country.

9. Participate in regional and national festivals, contests, and performances.

Article 4. Forms of Activities

Based on the characteristics of the situation and the level of public awareness in regions, ethnic groups, and localities, the Mobile Propaganda Team builds various forms of concentrated or mobile propaganda services for residential areas within their jurisdiction, on the occasion of major national anniversaries, significant events, and political, economic, cultural, and social tasks, including:

1. Oral Propaganda: Bulletin boards, announcements, speeches, storytelling, dialogues, forums, reading newspapers, mobile broadcasting.

2. Mobile Propaganda through artistic forms: Singing and dancing, recitation, drama, skits, traditional folk songs and dances of ethnic groups, traditional stage performances of each locality.

3. Propaganda through visual exhibition forms.

4. Propaganda through other modern audiovisual forms.

Article 5. Assignment of Tasks for the Implementation of the Mobile Propaganda Team's Work

1. The duties of members of the Mobile Propaganda Team are defined as follows:

a) The Team Leader provides overall direction, organizes, and is responsible for the activities of the Mobile Propaganda Team to fulfill assigned tasks.

b) The Deputy Team Leader assists the Team Leader in performing tasks within the scope of the Team Leader’s responsibilities, performs other tasks assigned by the Team Leader, organizes and is responsible for the activities of the Mobile Propaganda Team when the Team Leader is absent.

c) Propagandists perform oral propaganda, commentary, acting, musical performance, photography, painting, and other tasks assigned by the Team Leader.

d) Technical and logistical staff perform film projection, video, sound equipment, lighting, generator operation, driving, and other tasks assigned by the Team Leader.

đ) Collaborators perform tasks of the Mobile Propaganda Team when invited to participate as collaborators.

2. Based on specific tasks, the Team Leader of the Mobile Propaganda Team proposes to the Director of the Cultural Center to request the competent authority to arrange appropriate human resources to serve the work of the Team.

Article 6. Equipment for the Activities of the Mobile Propaganda Team

Necessary equipment and means to serve the work of the Mobile Propaganda Team include:

1. Bulletins, press.

2. Propaganda materials of the Party and State.

3. Projectors, laptops, cameras, video cameras.

4. Music discs, video discs.

5. Musical instruments suitable for the area of operation and characteristics of each region.

6. Sound equipment and lighting systems.

7. Flags, slogans, mobile exhibition frames.

8. Costumes and props.

9. Transportation means and specialized vehicles: Depending on the traffic conditions in the locality.

10. Generator sets.

11. Portable stages.

12. Other necessary equipment and means are equipped appropriately according to the conditions of each locality.

Article 7. Operating expenses

1. Operating funds of the Mobile Propaganda Team include:

a) State budget allocated according to the provisions of the State Budget Law.

b) Legal sponsorships and donations from organizations and individuals both inside and outside the country.

c) Socialized sources and other legitimate revenues.

2. The Mobile Propaganda Team implements financial mechanisms in accordance with the law and guidance from specialized financial agencies.

Article 8. Implementation organization

1. This Circular takes effect from February 10, 2015.

2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are advised to report to the Ministry of Culture, Sports and Tourism for amendments and supplements to make it appropriate./.
