DECREE
REGULATING THE AMOUNTS OF SUBSIDIES AND ALLOWANCES FOR PERSONS WITH MERIT TO THE REVOLUTION

Pursuant to the Law on Organization of the Government dated December 25, 2001;
BASED ON THE ORDINANCE ON BENEFITS FOR PERSONS WITH MERIT TO THE REVOLUTION NO. 26/2005/PL-UBTVQH11 dated June 29, 2005; THE ORDINANCE NO. 04/2012/UBTVQH13 dated July 16, 2012 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE ORDINANCE ON BENEFITS FOR PERSONS WITH MERIT TO THE REVOLUTION;
BASED ON RESOLUTION NO. 78/2014/QH13 dated November 10, 2014 OF THE NATIONAL ASSEMBLY ON THE STATE BUDGET FOR 2015;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
At the proposal of ISSUING THE DECREES REGULATING THE AMOUNTS OF SUBSIDIES AND ALLOWANCES FOR PERSONS WITH MERIT TO THE REVOLUTION.
1. This Decree takes effect from August 27, 2018.
1. THE STANDARD AMOUNT FOR DETERMINING THE AMOUNTS OF SUBSIDIES AND ALLOWANCES FOR PERSONS WITH MERIT TO THE REVOLUTION AS PROVIDED IN THIS DECREE IS 1,318,000 VND.
2. THE AMOUNTS OF SUBSIDIES AND ALLOWANCES FOR PERSONS WITH MERIT TO THE REVOLUTION INCLUDE:
The Minister of Labor, Invalids and Social Affairs, ministers, heads of ministerial-level agencies, heads of central government agencies, chairpersons of provincial and centrally-administered city people's committees are responsible for implementing this Decree./.
b) The level of disability allowance for war invalids and persons entitled to benefits similar to those of war invalids as prescribed in Appendix II attached to this Decree;
c) The levels of disability allowances for Class B war invalids as prescribed in Appendix III attached to this Decree.
Article 2. Implementation Funding
THE STATE BUDGET WILL ENSURE FUNDS FOR IMPLEMENTING THE SUBSIDY AND ALLOWANCE SYSTEM AS PROVIDED IN THIS DECREE.
Article 3. Effectiveness
1. THIS DECREE SHALL TAKE EFFECT FROM APRIL 1, 2015.
2. DECREE NO. 101/2013/NĐ-CP DATED SEPTEMBER 4, 2013 OF THE GOVERNMENT REGULATING THE AMOUNTS OF SUBSIDIES AND ALLOWANCES FOR PERSONS WITH MERIT TO THE REVOLUTION SHALL BE INVALIDATED FROM THE DATE THIS DECREE TAKES EFFECT.
3. THE SUBSIDIES AND ALLOWANCES REGULATED IN THIS DECREE SHALL BE IMPLEMENTED FROM JANUARY 1, 2015.
Article 4. Responsibilities for Implementation
THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS, THE MINISTERS, HEADS OF GOVERNMENTAL AGENCIES AT THE MINISTRY LEVEL, HEADS OF GOVERNMENTAL AGENCIES, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS DECREE./.
