Regarding amending and supplementing certain articles of Decision No. 46/2009/QĐ-TTg dated March 31, 2009 of the Prime Minister on special allowances for officials and staff working at the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital under the Ministry of Health,

Considering the proposals of the Minister of National Defense, the Minister of Health, and the Minister of Finance,
the Prime Minister promulgates this Decision to amend and supplement certain articles of Decision No. 46/2009/QĐ-TTg dated March 31, 2009 of the Prime Minister on special allowances for officials and staff working at the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital under the Ministry of Health, the Central 1, 2, 2B, 3, and 5 Preventive Medicine Departments, Department A11 of the 108 Military Central Hospital, and Department A11 of the Military Central Institute of Oriental Medicine.

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Article 1. Amending and supplementing certain articles of Decision No. 46/2009/QĐ-TTg dated March 31, 2009 of the Prime Minister on special allowances for officials and staff working at the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital under the Ministry of Health, the Central 1, 2, 2B, 3, and 5 Preventive Medicine Departments, Department A11 of the 108 Military Central Hospital, and Department A11 of the Military Central Institute of Oriental Medicine.

This Decision stipulates special allowances for officials and staff working at the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital under the Ministry of Health, the Central 1, 2, 2B, 3, and 5 Preventive Medicine Departments, Department A11 of the 108 Military Central Hospital, Department A11 of the Military Central Institute of Oriental Medicine, and Department A11 of the 175 Military Hospital.

Article 2. Levels of special allowances

1. Economic organizations conducting foreign exchange trading agency activities; economic organizations conducting foreign currency receipt and payment service provision activities; economic organizations conducting border country currency exchange agency activities.

2. In cases where syndicated credit is provided to non-resident customers implementing projects abroad with the participation of foreign credit institutions, the credit institutions and foreign credit institutions shall agree in accordance with the regulations on foreign exchange management.

1. The level of allowance is three times the base salary applicable to officials and staff holding the title of Professor or Associate Professor, and to officials holding positions such as Director of the hospital and Deputy Director of the hospital responsible for professional matters.

4. State Bank Branch in Border Province is the State Bank Branch in provinces sharing borders with China, Laos, and Cambodia.

2. The level of allowance is two and a half times the base salary applicable to officials and staff holding doctoral degrees in science, doctorate degrees, master's degrees, specialist doctors of the first level, specialist doctors of the second level, specialist pharmacists of the first level, and specialist pharmacists of the second level.

3. The level of allowance is two times the base salary applicable to officials and staff working in the Internal Medicine Department of the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital, the Central 1, 2, 2B, 3, and 5 Preventive Medicine Departments, Department A11 of the 108 Military Central Hospital, Department A11 of the Military Central Institute of Oriental Medicine, and Department A11 of the 175 Military Hospital.

4. The level of allowance is one and a half times the base salary applicable to officials and staff working in other departments of the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital.

5. The level of allowance is one time the base salary applicable to remaining officials and staff of the Vietnam Friendship Hospital, the General Hospital, and Da Nang Central Hospital.

2. Special allowances for officials and staff working at Department A11 of the 175 Military Hospital shall be effective from January 1, 2014.

Article 2. Effective Date

1. This Decision takes effect from August 15, 2015.

1. The Ministry of National Defense shall guide the implementation of this Decision.

This Circular takes effect from December 25, 2025/.

2. The Ministers, Heads of Ministries equivalent to ministries, Heads of agencies under the Government, and related agencies shall be responsible for implementing this Decision.

2. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and relevant agencies shall be responsible for implementing this Decision.
