Article 2. This Circular takes effect from August 1, 2015.

Article 3. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees under central cities, the General Department of Vocational Training, intermediate vocational schools, higher vocational schools teaching national-level trades, and related units shall be responsible for implementing this Circular.

In the course of implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
