Pursuant to the Labor Safety Law No. 84/2015/QH13 dated June 25, 2015;

Pursuant to Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety and Health Law;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

At the proposal of the Director of the Occupational Safety and Health Inspectorate;

THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR TO SUPPLEMENT PROFESSIONS AND TRADES TO THE LIST OF PROFESSIONS AND TRADES AT THE FOURTH LEVEL WITH A DIPLOMA IN VOCATIONAL COLLEGE AND HIGHER VOCATIONAL COLLEGE ISSUED TOGETHER WITH CIRCULAR NO. 04/2017/TT-BLDTBX ON MARCH 2, 2017, ISSUED BY THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS.The Minister of Labor, Invalids and Social Affairs issues this Circular to promulgate National Technical Regulations on occupational safety for Steam and Hot Water Pipelines.This Circular promulgates National Technical Regulations on occupational safety for Steam and Hot Water Pipelines.

1. Organizations and individuals producing, importing, distributing, installing, using, repairing, maintaining, and servicing elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.

Attached to this Circular are the National Technical Regulations on occupational safety for Steam and Hot Water Pipelines.

Article 2. Implementation

1. Organizations and individuals producing, importing, supplying, using, and repairing Steam and Hot Water Pipelines shall be responsible for complying with the provisions set forth in the Standards attached to this Circular.

2. Organizations conducting inspection and conformity certification for Steam and Hot Water Pipelines must adhere to the provisions set forth in the Standards attached to this Circular.

3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under the central government, and related organizations and individuals are responsible for implementing this Circular.

Article 3. Effectiveness

1. This Circular takes effect from September 11, 2017.

2. In the course of implementation, if there are any difficulties, please report them to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
