CIRCULAR
Regulations on infrastructure, equipment
and training professional staff for the sport of Patin

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment, and training of professional staff for the sport of Patin. Patin.
Article 1. Scope of Regulation
1. This Circular regulates infrastructure, equipment, and training of professional staff to meet the requirements for practicing, performing, and competing in the sport of Patin.
2. The standards for infrastructure and equipment for high-performance sports training and competition in the sport of Patin shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing activities for practicing, performing, competing, and training professional staff for the sport of Patin in Vietnam.
Article 3. Infrastructure
1. Indoor and outdoor training and competition activities in the sport of Patin must meet the following requirements:
a) The area of the field must be at least 300 square meters;
b) The surface of the field must be flat, the slope and obstacle models must be smooth and non-slippery; for slopes, obstacle models, and corners, they must be treated according to specialized technical design and equipped with safety measures to ensure safety and not cause danger to practitioners;
c) Distance from floor to ceiling: For flat fields, the distance from the floor to the ceiling must be at least 3.5 meters. For fields with slopes and obstacle models, the distance from the highest point of the slope to the ceiling must be at least 4 meters;
d) Training space must be well-ventilated, with lighting of at least 150 lux;
đ) There must be a restroom, changing room, and personal storage area for practitioners; first aid kits must be provided as prescribed by the Ministry of Health;
e) There must be a notice board specifying the following main contents: Practice hours for different groups, attire, equipment when participating in practice, and safety measures during practice.
2. Outdoor training and competition activities in the sport of Patin must comply with the provisions of points a, b, d, đ, and e of Clause 1 of this Article.
3. Performance activities in the sport of Patin must comply with the provisions of points b, c, d, đ, and e of Clause 1 of this Article.
Article 4. Equipment
1. Training and performance equipment
a) Elbow pads;
b) Knee pads;
c) Helmets;
d) Skates must meet the following requirements:
- The body of the skate must be sturdy, fit snugly, not loose, not tilt more than 45°, have secure fastenings, and the inner lining of the skate must be soft and breathable;
- Rubber wheels with elasticity, two ball bearings per wheel with a spacer in between, not using single-axis type;
- Skate frame (Frames): Made of aluminum alloy with hardness above 5000, thickness not less than 1 mm or made of plastic with thickness not less than 2 mm.
2. Competition equipment for the sport of Patin must comply with the current regulations of the Patin Competition Law.
Article 5. Ratio of Training Guidance
1. The density of training on the field must ensure at least 5 square meters per person.
2. Each instructor may guide no more than 20 people in one training session.
1. The General Department of Physical Education and Sports, national-level social organizations related to Patin, or Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall organize training for instructors of the sport of Patin.
2. The General Department of Physical Education and Sports is responsible for developing the content and program for professional training of instructors of the sport of Patin, to be decided by the Minister of Culture, Sports and Tourism.
3. The certificate of professional training for instructors of the sport of Patin shall be issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Authority shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
1. This Circular takes effect from May 15, 2018.
2. Circular No. 16/2012/TT-BVHTTDL dated December 13, 2012 of the Minister of Culture, Sports and Tourism regulating the conditions for operation of sports facilities organizing Patin activities shall cease to be effective from the date this Circular takes effect.
During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
