CIRCULAR
REGULATIONS ON THE BASIC STATISTICAL INDICATORS SYSTEM OF THE HEALTH SECTOR
Pursuant to the Law on Statistics dated June 19, 2015;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the organizational structure, tasks, and powers of the centralized statistical organization system and the Ministry-level and ministerial-equivalent agency statistical organizations;
Pursuant to the Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system;
Pursuant to the Decree No. 75/2017/NĐ-CP dated June 20, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Considering the proposal of the Director of the Department of Planning and Finance;
The Minister of Health issues this Circular regulating the Basic Statistical Indicators System of the Health Sector.
Article 1. The Basic Statistical Indicators System of the Health Sector
The Basic Statistical Indicators System of the Health Sector includes:
1. The list of basic statistical indicators of the health sector as specified in Appendix I attached hereto.
2. The contents of basic statistical indicators of the health sector as specified in Appendix II attached hereto.
Article 2. Implementation
1. The Department of Planning and Finance shall take the lead and coordinate with the Departments, Bureaus, and General Departments under the Ministry of Health to establish a comprehensive reporting system for collecting statistical indicators within the unified basic statistical indicator list of the health sector nationwide.
2. The Directors of Departments, Bureaus, and General Departments under the Ministry of Health shall be responsible for collecting and summarizing the assigned statistical indicators in the basic statistical indicator list of the health sector and submit them to the Department of Planning and Finance for consolidation and publication based on the list of basic statistical indicators.
3. The Department of Health at the provincial level shall be the leading agency responsible for collecting and summarizing statistical information within its jurisdiction to serve the calculation of basic statistical indicators of the health sector.
Article 3. Effectiveness
1. This Circular shall take effect from January 1, 2020.
2. The following Circulars and regulations shall cease to be effective from the date this Circular takes effect:
a) Circular No. 06/2014/TT-BYT dated February 14, 2014 of the Minister of Health promulgating the list of basic statistical index systems of the health sector;
b) Circular No. 28/2014/TT-BYT dated August 14, 2014 of the Minister of Health stipulating the contents of the statistical indicator system of the health sector;
c) Clause 3 of Circular No. 50/2017/TT-BYT dated December 29, 2017 of the Minister of Health amending and supplementing relevant provisions related to payment of medical examination and treatment costs.
In the course of implementing this Circular, if there are any difficulties, agencies, organizations, and individuals are requested to report to the Ministry of Health (Department of Planning and Finance) for consideration and resolution./.
