CIRCULAR

Issuing National Technical Regulations on safety for industrial explosive products - Octogen (HMX) explosive
industrial explosive materials explosion industrial - ordinary electric detonating cord 

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 27/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular promulgating the National Technical Regulation on safety for industrial explosive materials - ordinary electric detonating cord.

Article 1. The National Technical Regulation on safety for industrial explosive materials - ordinary electric detonating cord accompanying this Circular is hereby promulgated.

Article 2. Effective Date

This Circular takes effect from July 1, 2023.

Article 3. Implementation Organization

The Director of the Ministry's Office, the Heads of the Departments of Industrial Safety and Environment, Chemicals; the Heads of the Department of Science and Technology; the Directors of Provincial Departments of Industry and Trade under central cities and provinces; the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
