ISSUING NATIONAL TECHNICAL REGULATIONS ON COLLECTION, TRANSPORTATION, STORAGE, RECYCLING, REUSE, AND TREATMENT OF CONTROLLED SUBSTANCES
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Environmental Protection Law dated November 17, 2020;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
BASED ON THE GOVERNMENT DECREE NO. 78/2018/NĐ-CP OF MAY 16, 2018 AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE GOVERNMENT DECREE NO. 127/2007/NĐ-CP OF AUGUST 1, 2007 PROVIDING DETAILED GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE STANDARDS AND TECHNICAL REGULATIONS LAW;
Pursuant to Decree No. 06/2022/NĐ-CP dated January 7, 2022 of the Government stipulating greenhouse gas emission reduction and ozone layer protection;
Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
AT THE REQUEST OF THE DIRECTOR OF THE CLIMATE CHANGE DEPARTMENT, THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT;
THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ISSUES THE CIRCULAR ISSUING NATIONAL TECHNICAL REGULATIONS ON COLLECTION, TRANSPORTATION, STORAGE, RECYCLING, REUSE, AND TREATMENT OF CONTROLLED SUBSTANCES.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON COLLECTION, TRANSPORTATION, STORAGE, RECYCLING, REUSE, AND TREATMENT OF CONTROLLED SUBSTANCES, CODE QCVN 76:2023/BTNMT.
Article 2. Effectiveness
THIS CIRCULAR SHALL TAKE EFFECT FROM MAY 30, 2024
Article 3. MINISTRIES, GOVERNMENT AGENCIES AT THE SAME LEVEL AS MINISTRIES, PEOPLE'S COMMITTEES, DEPARTMENTS OF NATURAL RESOURCES AND ENVIRONMENT OF PROVINCES AND MUNICIPALITIES UNDER THE CENTRAL GOVERNMENT, AND ORGANIZATIONS AND INDIVIDUALS CONCERNED SHALL BE RESPONSIBLE FOR ENFORCEMENT OF THIS CIRCULAR./.
