CIRCULAR
Issuing National Technical Regulations on motorcycle frame, motorbike frame

Based on the Law on Animal Husbandry 2018;
Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations; Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;
The Minister of Transport issues this Circular promulgating National Technical Regulations on motorcycle frames and motorbike frames.
Article 1. This Circular annexes National Technical Regulations on motorcycle frames and motorbike frames.
Registration code: QCVN 30:2024/BGTVT.
Article 2. Effectiveness
1. This Circular shall take effect from December 5, 2024.
2. This Circular abolishes Clause 4, Article 1 of Circular No. 36/2010/TT-BGTVT dated December 1, 2010 issued by the Minister of Transport promulgating four National Technical Regulations on motorcycle spare parts and motorbike spare parts.
3. Transitional Provisions
a) For test registration files submitted before the effective date of this Circular, testing and quality certification shall continue to be conducted according to QCVN 30:2010/BGTVT;
b) Within one year from the effective date of this Circular, motorcycle frames and motorbike frames that have been tested or certified as compliant with the QCVN 30:2010/BGTVT standard need not be retested.
Article 3. Implementation
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Motor Vehicle Inspection Agency, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
