Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

The Minister of Information and Communications issues this Circular stipulating National Technical Regulations on Multi-Technology NR and E-UTRA Base Station Equipment - Radio Access Part.
Pursuant to the proposal of the Director of the Science and Technology Department,
Along with this Circular, national technical regulations on Multi-Technology NR and E-UTRA Base Station Equipment - Radio Access Part (QCVN 133:2024/BTTTT) are issued.
Article 1. 1. From July 1, 2025, imported and domestically produced multi-technology NR and E-UTRA base station equipment must comply with the provisions of QCVN 133:2024/BTTTT before entering the market.
Article 2. Effective Date
This Circular takes effect from February 15, 2025.
Article 3. Implementation Schedule
2. As of February 15, 2025, QCVN 133:2024/BTTTT shall be applied in testing, certification, and declaration of conformity.
The Director of the Office, Heads of Science and Technology Departments, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Information and Communications Departments, and relevant organizations and individuals are responsible for implementing this Circular.

Foreword These regulations specify technical characteristics and measurement methods for various types of multi-technology NR and E-UTRA base station equipment.

AMENDMENT 1:2025 QCVN 07:2023/BXD Multi-technology NR and E-UTRA base station equipment must operate within the entire or any part of the specified frequency bands listed in Table 1 and comply with the Vietnamese frequency band planning circular.

1.4. Terms and Definitions
This standard uses the terms and definitions for type 1-C according to “3.1 Terms” in document ETSI EN 301 908-18 V15.1.1 (2021-09), for types 1-H and 1-O according to “3.1 Terms” in document ETSI EN 301 908-23 V15.1.1 (2023-09), and the following definition.
1.4.1. Type 1-O Base Station (BS Type 1-O)
A base station operating in the FR1 frequency band with over-the-air (OTA) requirements defined at the radiated interface boundary (RIB).
1.4.2. Type 1-C Base Station (BS Type 1-C)
A base station operating in the FR1 frequency band with requirements established at each antenna port.
1.4.3. Type 1-H Base Station (BS Type 1-H)
A base station operating in the FR1 frequency band with measurement requirements at each transceiver array boundary (TAB) and over-the-air (OTA) requirements defined at the radiated interface boundary (RIB).

The technical requirements of this standard apply under the operational environmental conditions published by the manufacturer. The equipment must fully comply with all technical requirements of this standard when operating within the limits of the declared operational environmental conditions.
2.1.2 Technical Requirements

Compliance with requirement 4.2.1 of ETSI EN 301 908-18 V15.1.1 (2021-09).
NOTE: Additional requirements arising from the EC/CEPT frequency band framework applicable to specific devices in certain countries and/or geographic regions as mentioned in ETSI TS 103 807 shall not be applied.

3. MEASUREMENT METHODS
3.1. Measurement methods for base station 1-C
Apply Article 5 of ETSI EN 301 908-18 V15.1.1 (2021-09) to measure the parameters at 2.1 of this standard.
NOTE: Apply B.1 and B.6 of ETSI EN 301 908-18 V15.1.1 (2021-09) when the manufacturer declares and is responsible for the equivalence of antenna connection ports. The measurement method for representative ports must be clearly stated in the test report.
3.2. Measurement methods for base station 1-H
Apply Article 5 of ETSI EN 301 908-23 V15.1.1 (2023-09) to measure the parameters at 2.2 of this standard.
3.3. Measurement methods for base station 1-O

Chapter 4. MANAGEMENT PROVISIONS
4.1. Radio devices within the scope of regulation in Article 1.1 must comply with technical regulations in this Standard.
4.2. Conformity assessment and declaration of conformity for equipment within the scope of this standard shall be carried out in accordance with Method 4.3 and current regulations.
4.3. Conformity assessment method
4.3.1. Conformity assessment is conducted according to Methods 1, 5, and 7 as stipulated in Circular No. 28/2012/TT-BKHCN and its amendments and supplements.
- Method 1: Typical sample testing.
Apply to issue a Declaration of Conformity for products and goods produced in a production line that has a quality management system certification (ISO 9001 or equivalent).
- Method 5: Typical sample testing and production process evaluation; monitoring through production site or market sampling combined with production process evaluation.
Apply to issue a Declaration of Conformity for products and goods produced in a production line without a quality management system certification (ISO 9001 or equivalent) but with production processes and quality control procedures in place for evaluation.
- Method 7: Batch product testing and evaluation.
Apply to issue a Declaration of Conformity for products and goods that cannot be assessed using Method 1 or Method 5.
4.3.2. The conformity assessment method must be specifically recorded on the conformity certificate.
4.4. Measuring instruments and testing equipment used for conformity assessment must comply with legal provisions on metrology and product quality, as specified in the circular detailing the list of products and goods that may pose safety risks under the responsibility of the Ministry of Information and Communications.
The Telecommunications Administration, the Radio, Television and Electronic Information Administration, and Provincial Departments of Information and Communications have the responsibility to guide and manage organizations and enterprises to implement these Standards.
Organizations and individuals involved have the responsibility to implement the regulations on conformity assessment and declaration of conformity for equipment within the scope of this standard and are subject to inspection by state management authorities in accordance with current regulations.
6. IMPLEMENTATION ORGANIZATION
6.1. The Telecommunications Administration, the Radio Frequency Management Department, and Provincial Departments of Information and Communications are responsible for organizing guidance on managing radio equipment in accordance with this standard.
6.2. In cases where the provisions set forth in this Standard are changed, supplemented, or replaced, they shall be implemented according to the new document.
6.3. During the implementation of this standard, if any issues or difficulties arise, organizations and individuals concerned should report them in writing to the Ministry of Information and Communications (Science and Technology Department) for guidance and resolution.
