Pursuant to the Government Organization Law on February 18, 2025;
Pursuant to the Data Law dated November 30, 2024;
Pursuant to Decree No. 165/2025/NĐ-CP dated June 30, 2025 detailing certain provisions and measures for implementing the Law on Data;
At the proposal of the Minister of Public Security;
The Prime Minister issues this Decision on the list of important data, core data.
Article 1. Attached to this Decision is the list of important data, core data.
Article 2. Responsibilities for Implementation
1. Responsibilities of the Ministry of Public Security:
a) Organizing the implementation, guiding, inspecting, and urging the execution of this Decision;
b) Taking the lead and coordinating with relevant agencies to compile, review, and propose amendments and supplements to this Decision for approval by the Prime Minister.
2. The Ministry of National Defense shall be responsible for guiding, inspecting, and urging the enforcement of this Decision concerning military, defense, and cryptographic data.
3. Ministries, ministerial-level agencies, central agencies under the Government, People's Committees of provinces and centrally governed cities shall be responsible for:
a) Guiding agencies, organizations, and individuals in classifying important data and core data within their respective fields and areas of management;
b) Coordinating with the Ministry of Public Security to propose amendments and supplements to the list of important data and core data.
Article 3. Effectiveness
1. This Decision shall take effect from July 1, 2025.
2. Ministers, heads of ministerial-level agencies, other central agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and heads of relevant agencies shall be responsible for enforcing this Decision.
