Guidelines for Implementing Special Seniority Allowances for Regular and Direct Healthcare Personnel Serving Patients with Tuberculosis
Medical staff regularly and directly providing services,
Treating Tuberculosis Patients

After receiving the agreement from the Ministry of Labor, Invalids, and Social Affairs through Circular No. 832/LDTBXH-TL dated April 29, 1991 regarding the supplementation of beneficiaries of special seniority allowances, the Ministry of Health provides the following guidelines:

1. Principles for Receiving Allowances: To be implemented strictly in accordance with the provisions set out in Part II on the principles for determining allowances in Circular No. 19/LD-TT dated November 14, 1985 issued by the Ministry of Labor.

2. Beneficiaries of Allowances: Medical staff who regularly and directly serve and treat tuberculosis patients in departments and specialized central, provincial, municipal, and special zone tuberculosis hospitals under the central government.

3. Allowance Rates: The beneficiaries mentioned above shall receive special seniority allowances according to the following calculation table:

- From 3 years to less than 6 years

- From 6 years to less than 9 years

9%

- From 9 years to less than 12 years

11%

- From 12 years onwards, an additional 1% per year, with a maximum not exceeding 20%.

4. Calculation Method of Allowances and Years of Service: To be implemented strictly in accordance with the provisions in Circular No. 19/LD-TT dated November 14, 1985.

Implementation Provisions

This Circular takes effect from April 1, 1991 (without addressing the issue of resolving cases where the beneficiaries have already retired or lost their ability to work before this date).

Any difficulties or issues encountered during implementation should be reported to the Ministry of Health by the Departments of Health, units under the Ministry, and health sectors for study and resolution./.
