CIRCULAR
Regarding the provision of regional allowances for certain factories and construction sites, agricultural and forestry farms in mountainous areas
----------------------------
On June 27, 1956, the Joint Ministry of Interior - Labor - Finance issued Decree No. 93-LB to stipulate administrative regions in mountainous areas that are entitled to regional allowances.
Now, the Joint Ministry observes that the conditions of production facilities in deep forest areas, far from civilization, or in valleys, are more difficult and harsher than those of administrative regions. Many railway and transportation construction sites, although located in different regional allowance zones, share the same living conditions due to their management and supply systems. Therefore, it is necessary to establish separate regional allowances because:
- There are factories and agricultural and forestry farms in places with harsh climates and remote locations that require higher allowances than administrative regions.
- There are administrative regions not entitled to regional allowances while factories and agricultural and forestry farms need such allowances.
This will enhance material conditions to ensure the health of workers, allowing them to focus on increasing production.
Based on the spirit of Decree No. 93-LB and the proposal of the Ministries of Industry, Agriculture and Forestry, Transportation and Posts, Architecture and Water Resources, and the Military Supplies Bureau, the Joint Ministry supplements the following additional industrial, agricultural, and forestry facilities and construction sites entitled to regional allowances:

The method of calculating regional allowances has been stipulated in Circular No. 30-PQC dated September 28, 1956, of the Ministry of Interior and Circular No. 2.244-ID-TT dated September 17, 1956, of the Ministry of Labor.
For local laborers hired temporarily by construction sites or agricultural farms for seasonal work, such as harvesting during the rainy season or building shelters, etc., the relevant departments will determine appropriate wages based on specific local conditions (climate, essential work requirements, high cost of living, etc.) rather than applying regional allowances.
Factories, agricultural and forestry farms, and construction sites in mountainous areas with poor climate and difficult living conditions that have not yet received regional allowances should report their specific situations to the Joint Ministry of Labor and Finance for further regulations.
