CIRCULAR
Regarding the application of postal services, railway travel, ferry passage, and wharf usage for armed public security forces
Implementing Article 4 of Decree 100-TTg dated March 3, 1959 of the Prime Minister on the treatment of armed public security forces.
After unifying opinions, the Joint Ministry of Transport and Posts, Public Security, and Finance stipulates the postal service, railway travel, ferry passage, and wharf usage for armed public security forces as follows:
1. Regarding postage fees, apply the postal service regime for the People's Army to the armed public security forces. The armed public security forces will temporarily continue to use soldier stamps. From now until the end of 1959, the armed public security forces will continue to receive stamps from the Ministry of National Defense, but starting from 1960, the armed public security forces will directly receive stamps from the Post Office and settle accounts according to the procedures already applied to the People's Army of Vietnam.
2. Pending the implementation of the Decision of the Government Council dated March 5, 1958 regarding railway travel for the People's Army of Vietnam, temporarily apply the free and reduced fare regime for railway tickets for the armed public security forces as currently applied to the People's Army.
For ferry passage and wharf usage, apply the regime for the armed public security forces as for the People's Army: individuals crossing ferries and wharfs do not have to pay, vehicles of the armed public security forces do not have to pay road maintenance fees;
To avoid situations where these regimes are not implemented promptly with the issuance of identification cards for the armed public security forces, causing difficulties and obstacles in their movement, the Railway General Departments, Waterway General Departments, and Post Office need to disseminate this information to all levels and units within their sectors to implement correctly and timely in December 1959
